"Beberapa tahun terakhir pengembangan teknologi pipa kalor melingkar (LHP) terus dilakukan. Pengembangan pipa kalor melingkar LHP banyak digunakan dalam berbagai bidang teknologi, seperti manajemen termal dari sistem pesawat ruang angkasa [3], solar kolektor [4] pendingin elektronik [5] dll. Beberapa penelitian juga melakukan pengembangan pada bentuk evaporator, sumbu kapiler dan fluida kerja pada pipa kalor. Meskipun pipa kalor telah dipelajari dan digunakan pada manajemen termal secara luas, masih sulit untuk mengetahui perilaku perubahan fase dalam evaporator dan kondensor hanya dengan bantuan pengukuran temperature dari permasalahan tersebut akan dilakukan sebuah penelitian tentang compensation chamber pipa kalor melingkar, Oleh karena itu, diperlukan untuk membuat visualisasi Pipa Kalor Melingkar (LHP) untuk memiliki pemahaman yang mendalam tentang perubahan fase dalam LHP.Pada penelitian ini akan dibagi menjadi dua parameter pengujian, yaitu yang pertama akan melakukan pengujian kinerja perpindahan panas compensation chamber LHP dan parameter pengujian kedua yaitu dengan melakukan visualisasi dengan membuat compensation chamber LHP dengan menggunakan kaca pyrex untuk mengamati fenomena perubahan fase. Dengan divariasikannya rasio pengisian dan jenis fluida kerja. Dari penelitian ini fluida kerja dengan rasio pengisian 60% dari volume total dan fluida kerja nano fluia Al2O3-Air 3% menghasilkan kinerja terbaik.

"Penelitian ini bertujuan untuk mengevaluasi implementasi Peraturan Bupati ABC No. 29 Tahun 2021 dan kendala dalam penyelesaian tindak lanjut rekomendasi atas LHP Inspektorat Provinsi XYZ pada Pemerintah Daerah ABC. Metode penelitian ini bersifat penelitian kualitatif dengan pendekatan studi kasus di Pemerintah Daerah ABC. Data primer yang digunakan dalam penelitian ini berupa hasil wawancara kepada Tim Tindak Lanjut dan 9 (sembilan) Perangkat Daerah yang belum menyelesaikan tindak lanjut atas LHP Inspektorat Provinsi XYZ. Data sekunder yang digunakan berupa profil tim tindak lanjut, peraturan dalam pelaksanaan tindak lanjut dan dokumen pelaksanaan tindak lanjut atas LHP Inspektorat Provinsi XYZ. Pelaksanaan tindak lanjut atas LHP Inspektorat Provinsi XYZ dievaluasi dengan mengidentifikasi implementasi prosedur penyelesaian tindak lanjut yang terdapat dalam Peraturan Bupati ABC No. 29 Tahun 2021. Hasil penelitian ini yaitu implementasi Peraturan Bupati ABC No. 29 Tahun 2021 terkait prosedur penyelesaian tindak lanjut belum seluruhnya dilaksanakan sesuai ketentuan karena Perangkat Daerah belum melaksanakan tindak lanjut dalam waktu 14 hari, Tim Tindak Lanjut belum melakukan koordinasi dengan MPTGR, dan belum dilakukan penerbitan Surat Keterangan Tanggung Jawab Mutlak. p yaitu rekomendasi yang cacat dan sudah lama sehingga tidak dapat ditindaklanjuti, kurangnya koordinasi, Perangkat Daerah kekurangan sumber daya manusia, perubahan struktur organisasi di Perangkat Daerah, proses pengembalian dari penyedia yang lama, proses pembuatan peraturan yang lama, kurangnya monitoring di Perangkat Daerah, perbedaan persepsi antara Inspektorat Kabupaten ABC dan Perangkat Daerah dalam memenuhi dokumen tindak lanjut, dan proses evaluasi yang belum menggunakan aplikasi. Implikasi penelitian ini yaitu Inspektorat Kabupaten ABC meningkatkan koordinasi dengan pihak terkait, meningkatkan peran consulting, dan meningkatkan komitmen penyelesaian tindak lanjut.

This research aimed to evaluate the implementation of ABC Regent Regulation Number 29 Year 2021 and the obstacles in completing the follow-up recommendations on the Province Inspectorate of XYZ reports at the ABC Regional Government. This research utilizes the qualitative method and uses ABC Regional Government as a case study. The primary data used in this research are the results of interviews with the Follow-up Team and 9 (nine) Regional Apparatus that have not completed the follow-up to the Province Inspectorate of XYZ report. The secondary data used in this research are follow-up team profiles, regulations in the implementation of follow-up, and documents on the implementation of follow-up to the LHP of the Province Inspectorate of XYZ report. The implementation of the follow-up to the Province Inspectorate of XYZ report is evaluated by identifying the implementation of the follow-up completion procedure contained in ABC Regent Regulation Number 29 Year 2021. The research found that the implementation of ABC Regent Regulation Number 29 Year 2021 regarding the procedure for completing follow-up has not been fully implemented according to the regulations because the Regional Apparatus has not carried out follow-up within 14 days, the Follow-up Team has not coordinated with MPTGR, and the issuance of a Certificate of Absolute Responsibility has not been carried out. There are obstacles in completing the follow-up recommendations, which are flawed and outdated recommendations that cannot be followed up, lack of coordination, Regional Apparatus's lack of human resources, changes in the organizational structure in Regional Apparatus, the long process of returning from the vendor, the long process of making regulations, lack of monitoring in Regional Apparatus, and differences in perceptions between the ABC Regency Inspectorate and Regional Apparatus in completing follow-up documents. The implication of this research is that the ABC Regency Inspectorate improves coordination with related parties, increases the consulting role, and increases the commitment to completion of follow-up."

"ABSTRAKPenelitian ini bertujuan untuk mengevaluasi efektivitas tindak lanjut rekomendasi BPK di Kabupaten Polewali Mandar menggunakan kerangka ISSAI 12 Value and Benefit dengan menekankan peran serta stakeholder. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan dengan wawancara semi terstruktur kepada pejabat yang ada dalam Tim TLHP dan dokumentasi dalam proses penyelesaian tindak lanjut. Hasil penelitian menunjukkan adanya permasalahan yang meliputi tindak lanjut belum sesuai rekomendasi dan rekomendasi yang tidak dapat ditindaklanjuti sehingga berdampak terhadap rendahnya tingkat penyelesaian tindak lanjut.  Dengan menerapkan konsep value and benefit yang melibatkan pemangku kepentingan, penelitian ini dapat memberikan manfaat kepada Pemerintah Kabupaten Polewali Mandar dalam menyelesaikan tindak lanjut rekomendasi LHP BPK.

ABSTRACTThis study aims to evaluate the effectiveness of following up BPK recommendations in Polewali Mandar District using the ISSAI 12 Value and Benefit framework by emphasizing stakeholder participation. This research uses a qualitative approach with a case study method. Data collection was carried out using semi-structured interviews with officials in the TLHP Team and documentation in the follow-up completion process. The results of the study indicated that there were problems which included follow-up not according to recommendations and recommendations that could not be followed up, which resulted in a low level of follow-up completion. By applying the concept of value and benefit involving stakeholders this research can provide benefits to the Polewali Mandar District Government in completing the follow-up of BPK's LHP recommendations."
