Tesis ini membahas pelaksanaan program KB pascapersalinan dan pascakeguguran di Provinsi DKI Jakarta yang diatur dalam Peraturan Kepala BKKBN Nomor : 146 Tahun 2009 dilihat dari Komunikasi, Sumber Daya dan Sikap Pengelola dan Pelaksana Program KB. Penelitian ini merupakan penelitian kualitatif dengan desain penelitian deskriptif analitik.

Penelitian ini menemukan bahwa komunikasi dari tingkat pengelola masih belum memiliki jalur koordinasi yang terprogram, selain itu perubahan kebijakan dari Jampersal ke JKN sangat mempengaruhi komitmen pelaksana program. Masih kurangnya tenaga bidan dan dokter terlatih sehingga program belum dapat dilaksanakan secara optimal. Disamping itu edukasi yang disampaikan kepada masyarakat belum fokus pada pelayanan KB MKJP. Belum adanya Peraturan Daerah tentang pelayanan KB MKJP pascapersalinan dan pascakeguguran di DKI Jakarta. Sebab masih kurangnya komitmen dari pengelola dan pelaksana program dalam memprioritaskan KB MKJP pascapersalinan/pascakeguguran di DKI Jakarta.

Oleh karena itu, perlu adanya komitmen yang kuat dari pemerintah daerah untuk menjadikan Program KB MKJP pascapersalinan/ pascakeguguran menjadi program prioritas di Provinsi DKI Jakarta.

Abstrak :
Penelitian ini membahas pemenuhan standar pelayanan Kesehatan ibu terhadap penggunaan metode KB Pascapersalinan dengan tujuan mengetahui hubungan antara pemenuhan standar pelayanan Kesehatan ibu terhadap penggunaan metode KB Pascapersalinan di NTT, Sulawesi Barat, Maluku. Desain studi cross sectional dengan analisis multivariabel regresi logistik menggunakan data sekunder SDKI 2017. Jumlah sampel yang digunakan sebesar 404 sampel dengan rincian NTT (151), Sulawesi Barat (115), Maluku (138) pada populasi WUS yang pernah melahirkan anak hidup dalam periode satu tahun terakhir yang menggunakan metode KB Pascapersalinan periode 42 hari setelah melahirkan. Proporsi penggunaan metode KB Pascapersalinan di NTT 32,5%, Sulawesi Barat 33%, dan Maluku 39,9%. Hasil penelitian bivariat menunjukkan pemenuhan standar pelayanan Kesehatan ibu memiliki hubungan terhadap penggunaan metode KB Pascapersalinan. Setelah dilakukan analisis pemodelan, ketiga provinsi menunjukkan adanya hubungan yang signifikan antara pemenuhan standar pelayanan Kesehatan ibu dengan penggunaan metode KB Pascapersalinan setelah dikontrol oleh variabel kovariat (NTT: AOR = 2,228, 95% CI = 1,006-4,935; Sulawesi Barat: AOR = 3,537, 95% CI = 1,300-9,620; Maluku: AOR = 2,329, 95% CI = 1,114-4,870). Dapat disimpulkan bahwa penggunaan metode KB Pascapersalinan akan meningkat secara subtansial jika lebih banyak WUS yang melakukan pelayanan Kesehatan (pelayanan antenatal, pelayanan persalinan, pelayanan nifas) sesuai dengan standar yang ditetapkan. ......This study was to determine the association between the fulfillment of maternal health care standards and the use of postpartum family planning methods in NTT, West Sulawesi, Maluku. Cross-sectional study design with multivariable logistic regression analysis using secondary data from the 2017 IDHS. The sample used was 404 samples with details of NTT (151), West Sulawesi (115), Maluku (138) in the population using the Postpartum Family Planning method 42 days after delivery. The proportion of using postpartum family planning in NTT is 32.5%, West Sulawesi is 33%, Maluku is 39.9%. The results of the bivariate study showed that adherence to maternal health care standards had a relationship with the use of postpartum family planning methods. After modeling analysis, the three provinces showed a significant relationship between compliance with maternal health service standards and the use of postpartum family planning methods after being controlled by covariate variables (NTT: AOR = 2.228, 95% CI = 1.006-4.935; West Sulawesi: AOR = 3.537, 95% CI = 1.300-9.620 Maluku: AOR = 2.329, 95% CI = 1.114-4.870). It can be concluded that the use of postpartum family planning methods will increase substantially if women of childbearing age provide health care (antenatal care, delivery services, postpartum services) according to established standards.
