Abstrak :

Arab Spring yang terjadi di Suriah menimbulkan krisis kemanusiaan yang sangat besar. Peristiwa ini mengundang dunia internasional baik negara ataupun non-negara untuk terlibat dalam distribusi bantuan kemanusiaan untuk korban konflik Suriah. Penelitian ini membahas tentang peran NGO Aksi Cepat Tanggap (ACT) dan penerapan prinsip humanitarian action dalam kegiatan kemanusiaan ACT terhadap korban konflik Suriah. Sejak 2012, ACT ikut terlibat dalam mengirimkan bantuan kemanusiaan ke Suriah dan Turki, baik secara mandiri maupun melalui kerjasama dengan NGO kemanusiaan lainnya. Penelitian ini bersifat kualitatif dan menggunakan metode analisis deskriptif. Data dikumpulkan dari sumber primer, berupa wawancara mendalam dan sekunder, yaitu data pustaka. Data-data tersebut akan dianalisa menggunakan teori Peran, konsep organisasi non-pemerintah dan konsep Humanitarian Action Principle. Hasil penelitian ini menemukan bahwa sebagai NGO, ACT telah memberikan bantuan kemanusiaan kepada korban konflik Suriah melalui peran strukturalnya dalam bentuk bantuan darurat, pemberdayaan sosial dan relief. Namun, fokus terbesar ACT adalah untuk program bantuan darurat. Kerja sama yang baik juga terjalin antara ACT, Turki, dan AFAD, IHH dan lembaga kemanusiaan dunia lainnya, dimana hal ini memberikan dampak positif terhadap keberhasilan distribusi bantuan kemanusiaan. Program bantuan kemanusiaan ACT terhadap korban konflik Suriah juga sesuai dengan prinsip humanitarian action yang tercantum dalam statuta ICRC, yaitu kemanusiaan, independen, imparsial dan netral.

 


The Arab Spring that occurred in Syria caused a huge humanitarian crisis. This event invited the international world, both state and non-state to be involved in humanitarian aid actions for victims of the Syrian conflict. This research discusses the involvement of Indonesian non-governmental organisations (NGO) in the Syrian civil war via a case study. Specifically, it looks into the humanitarian aid strategy implemented by Aksi Cepat Tanggap (ACT) in assisting victims of the Syrian conflict from 2012 to 2018. This study uses a qualitative research and utilised the descriptive analysis method. Data were collected from in depth interview with relevant authorities and literatures. This topic was viewed through the Role theory and both the non-governmental organisation and humanitarian action principles concept. The study discovers that as an NGO, ACT has delivered humanitarian aid to the victims of the Syrian civil war through its structural roles in the form of charity programs and social empowerment. However, the largest focus was given to charity programs. A good framework of cooperation was also established among ACT, Turkish Government and another humanitarian NGO’s which contributed positively to successful distribution of humanitarian assistance towards the conflict victims

Throughout history, humanity has been plagued by a myriad of humanitarian crises that seemingly take the form of perpetual human suffering. Today, approximately 125,000,000 people require humanitarian assistance as the result of famine, war, geopolitical conflict, and natural disasters. A core component of this suffering is afflictions related to human health, where disturbances strain or overwhelm the existing healthcare infrastructure to create the conditions for an increase in morbidities and co-morbidities. One of the more startling elements is the loss of life to preventable medical conditions that were not properly treated or even diagnosed in the field, and is often due to the limited interventional capacity that medical teams and humanitarian practitioners have in these scenarios. These individuals are often hindered by medical equipment deficiencies or devices not meant to function in austere conditions. The development of highly versatile, feasible, and cost-effective medical devices and technologies that can be deployed in the field is essential to enhancing medical care in unconventional settings. In this book we examine the nature of the creative problem-solving paradigm, and dissect the intersection of frugal, disruptive, open, and reverse innovation processes in advancing humanitarian medicine. Specifically, we examine the feasible deployment of these devices and technologies in unconventional environments not only by humanitarian aid and disaster relief agencies, but also by crisis-affected communities themselves. The challenge is complex, but the financial support and technical development of innovative solutions for the delivery of humanitarian aid is a process in which everyone is a stakeholder.
