International order is being remade by new "shapers"--emerging powers that are increasingly assertive in world affairs. Controversies rage about the trajectory of Chinese strategy, the revival of Russian ambitions, the ascent of India, the reconfiguration of Middle East politics, the return of Germany to geopolitics, and the mounting power of Brazil in the Western Hemisphere. Rarely do scholars and commentators think comparatively about the strategic calculations, politics, and impact of these powers in relation to one another and to the United States. What will the shapers do and why? How should the United States respond? What kind of world will they create? The conventional wisdom on national strategy suggests these shaping states have clear central authority, coherently connect means to ends, and focus on their geopolitical environment. The chapters in this edited volume suggest a different conclusion. In seven critically important countries--Brazil, China, Germany, India, Israel, Russia, and Turkey--strategy is dominated by nonstate threats, domestic politics, the powerful and distorting effect of history and national identity, economic development concerns, and the sheer difficulty, in the face of so many powerful internal and external constraints, to pursue an effective national strategy. Abstrak :
Tesis ini membahas mengenai kebijakan luar negeri yang dikeluarkan Amerika Serikat berkenaan dengan Program pengembangan nuklir Iran. Akan dibahas mengenai faktor-faktor apa saja yang mempengaruhi pemerintah Amerika Serikat dalam mengeluarkan kebijakan luar negerinya dan juga apa yang dilakukan oleh Iran untuk mengantisipasi tekanan yang diberikan Amerika Serikat dan para sekutunya terhadap pengembangan nuklirnya. Akan dilihat juga kaitan antara ketakutan Amerika Serikat terhadap terorisme internasional terhadap kebijakan luar negeri yang dikeluarkan negara tersebut dan dampaknya bagi negara-negara Islam terutama Iran pada khususnya. Pada akhirnya tesis ini akan mencari jawaban mengapa Program pengembangan nuklir Iran begitu ditentang oleh Amerika Serikat.

The focus of this Thesis is about Foreign Policy of USA which connected with Iran`s nuclear enrichment program. The Thesis will discuss also about the factors which are influencing US in implementing their foreign policy and what Iran do to anticipate the pressure from USA and its alliances in order to stop Iran`s nuclear program. There will be discussed also about the connection between US phobia of international terrorism and its foreign policy and the impact to Moslem Country, especially for Iran. At the end, this Thesis will try to figure out why Iran`s Nuclear enrichment program got so much onfrontation from USA.

Abstrak :
Thesis ini membahas bagaimanakah kebijakan Presiden Megawati selama 4 tahun ( 2001 0 2004 ), khususnya dalam upayanya yang ?tetap konsisten? terhadap reformasi militer/ TNI yang mendukung kehidupan demokrasi politik "yang lengkap" dan, bagaimana pula kebijakan pemerintahan Presiden Megawati Sukarnoputri dalam menanggapi reaksi AS umumnya terhadap perkembangan domestic 2001-04 tersebut. Penelitian ini berada di antara 2 model praetorian dan guardian. Intinya, peran TNI dalam politik tidak seluruhnya berada di luar arena politik nasional, di samping itu peran politiknya juga bukan satu-satunya aktor yang paling menentukan dan dominan. Hasil akhir dari thesis ini adalah Presiden Megawati yang secara konsisten tetap melakukan proses reformasi TNI/Polri dengan disiplin yang dapat dipertanggungjawabkan secara positif umumnya serta Kebijakan Luar Negeri Pemerintahan Megawati dengan AS yaitu terlihat dengan dibukanya latihann bersama militer dengan Amerika Serikat. ...... Hubungan Indonesia - Australia dapat dikatakan sebagai ‘strange neighbour karena kedua negara memiliki kedekatan secara geografis tetapi merniliki kesenjangan sosio historis yang sangat besar. Tesis ini berupaya menjelaskan hubungan bilateral yang teijadi diantara kedua negara berdasarkan kebijakan luar negeri kedua negara. Sebagai sebuah negara yang memiliki sistem pemerintahan yang telah mapan, kebijakan luar negeri Australia secara umum telah digariskan dalam buku putih pertahanan Australia. Dalam hal ini, penulis berupaya memetakan pola kebijakan luar negeri yang dimiliki berdasarkan buku putih pertahanan yang ditetapkan dcngan btiku putih pertahananyang dimiliki oleh AustraIia.,Di sisi Iain, buku putih pertahanan Indonesia tidak banyak mcnggambarkan kebijakan luar negeri yang dirniliki oleh negara ini, sehingga pola kebijakan luar negeri yang dimiliki oleh Indonesia dipetakan melaui periode pemerintahan di Indonesia. Meskipun dalam tcsis ini kcbijakan luar negeri Australia yang dibahas didasarkan pada buku putih pertahanan yang dimiliki, perubahan konstelasi politik intemasional dan aktor penting di Australia juga akan tetap dibahas. Mengingat faktor intemasional, negara clan aktor sebuah negara tidak dapat dipisahkan dalam pembuatan kebijakan luar negeri. peran Indonesia dalam dunia internasional juga akan dibahas sebagai upaya menjelaskan kebijakan luar negeri Indonesia secara umum. Dengan melakukan komparasi terhadap kebijakan luar negeri kedua negara, dapat digambarkan kemungkinan kebijakan luar negeri yang akan ditetapkan Australia terhadap Indonesia, schingga dapat mcmberikan masukan kepada Indonesia dalam menetapkan kebijakan luar negerinya terutama dalam menjalin hubungan bilateral dcngan Australia. ......Indonesia - Australia relations can be mentioned as a “strange neighbour" because of these countries close geographis and huge sociohistoric discrepancy. This thesis try to explain the bilateral relations between both countries based on their foreign policies. As a country that has established its governmental system, Australia’s foreign policy has been outlined in Austra1ia’s defence white papers. On the oher hand, Indonesia’s defence white papers does not much describe its foreign policy, therefore the pattem of Indonesia’s foreign policy is mapped by the period ofthe government in Indonesia. Although in this thesis, Australian foreign policy is dismissed based on its defence white papers,the changes of intemational political constellation, state and important actor in Australia will remained to be discussed. Given the intemational factor, thc state and a _state actor can not be separated in the making of tbreign policy. Indoncsia’s role in the intemational world will also be discussed as an attempt to explain lndonesia‘s foreign policy in general. By doing a comparison to the foreign policy of both countries, the Australia's foreign policy to Indonesia can be estimated, so as to provide input to Indonesia in the making of its foreign policies especially in the bilateral relationship with Australia.

Tesis ini membahas tentang faktor penentu kebijakan luar negeri Jepang dalam isu sengketa Kepulauan Senkaku/Diaoyu. Dalam isu sengketa kepulauan dengan Tiongkok, Jepang mengedepankan upaya perundingan damai dalam pertemuan kemaritiman JCHLCMA dengan Tiongkok (PRC) mulai dari tahun 2012 hingga tahun 2018. Dengan menggunakan konsep perumusan kebijakan luar negeri dan metode penelitian kualitatif, hasil penelitian menemukan bahwa Jepang mendapat dukungan dari tingkat domestik untuk bersikap tegas terhadap Tiongkok (PRC) akan tetapi Jepang mempertimbangkan kondisi ekonomi dan militer nasional, retorika sikap Amerika Serikat sebagai aliansi militer Jepang, kepentingan Jepang dalam kerja sama ekonomi dengan Tiongkok, dan situasi internasional yang sedang dihadapi oleh Jepang sehingga Jepang lebih memilih mengedepankan upaya damai dalam isu sengketa kepulauan dengan Tiongkok (PRC). ......This thesis aims to analyze the determinants of Japanese foreign policy regarding the Senkaku/Diaoyu Islands dispute. In such issue, Japan puts forward a series of peaceful negotiation at Japan-China High-Level Consultation on Maratime Affairs from 2012 to 2018. By utilizing the concept of foreign-policy making and applying qualitative research-method, the finding shows that Japan, in spite of the underpinning support of domestic politics, takes consideration on the capabilities of her national economy and military, U.S. rhetoric support toward Japan, interests in economic cooperation with China, and current international situation to make a choice of peaceful measure toward China.
