Kebakaran adalah suatu peristiwa tidak terduga dan menimbulkan banyak kerugian. Hal ini dapat terjadi pada gedung-gedung yang tidak memiliki sistem perlindungan serta manajemen kebakaran dan keselamatan. Para pengelola gedung khususnya gedung tinggi perkantoran, harus memiliki beberapa standar kebakaran, salah satunya adalah design sistem proteksi pasif. Design sistem proteksi pasif sangat penting bagi bangunan sebagai sistem untuk menahan penjalaran asap dan api dalam bangunan saat terjadi bahaya kebakaran. Penelitian ini digunakan untuk meneliti komponen kinerja design sistem proteksi pasif apa saja yang mempengaruhi keandalan bangunan dalam hal keselamatan terhadap bahaya kebakaran. Penelitian ini menggunakan data primer dan sekunder. Data primer didapat dengan menyebarkan 90 kuesioner ke gedung-gedung tinggi perkantoran di DKI Jakarta. 34 kuesioner telah diterima dan kemudian 27 kuesioner dianalisa dengan menggunakan program statistik SPSS 11.00 untuk mendapatkan pengukuran dan indikator-indikator yang relevan. Pengolahan data menunjukkan beberapa parameter design sistem proteksi pasif yang terdiri dari (1) design tanda-tanda penunjuk jalan keluar=56,6%, (2) design pintu penyekat api=20% dan design tempat parkir=6,3%. Hasil dari penelitian ini dapat digunakan sebagai persyaratan design bangunan tinggi perkantoran dalam mengurangi dampak bahaya kebakaran.
The fire damage occurs in unpredictable time and can cause losses to owner because of damage. It can occur in buildings that do not have Fire Protection and Fire Safety Management System in the building. A building management, especially for high-rise office building, should meet certain standards; one of them is fire prevention through a passive protection system design. The existence passive protection system design is important for building as a system for containing fire and smoke in case of fire. This research is used to observe factor of passive protection system design that influence the reliability of building in preventing and controlling the damages used by fire in high-rise office building. This research uses primary and secondary data. Distributing 90 questionners gather primary data to various high-rise offices building in DKI Jakarta. 34 responses were received to be viable for in, dept analysis, 27 data gathered is then analyzed by using statistic program SPSS 11.00 to obtain measurable and relevant indicators. Data analysis shows same parameters in Fire Safety Management, which are (I) design of exit sign = 56,6%, (2) design of fire resisting doors = 20% and design of parking area = 6,3%. The result at this research can be used as a minimum design requirement for high-rise office building design, for its reliability in fire safety design.

Menurut regulasi yang ada ( UU No.28 Tahun 2002 Tentang BANGUNAN GEDUNG ) bangunan gedung bertingkat harus memenuhi persyaratan keandalan yang meliputi : keselamatan, kesehatan, kenyamanan, dan kemudahan. Salah satu faktor keselamatan adalah masalah antisipasi dari adanya bahaya kebakaran, oleh sebab itu disamping masalah sistem proteksi aktif & sistem proteksi pasif masalah fire safety management harus pula diimplementasikan secara baik di gedung bertingkat. Fire safety management menekankan pada pengelolaan aktivitas pengelola beserta penghuni gedung untuk mengantisipasi adanya bahaya kebakaran sehingga bisa dicegah / diminimalkan timbulnya kebakaran dengan jalan mengoptimalkan semua fasilitas proteksi kebakaran yang ada serta memberdayakan seluruh penghuni untuk aktif berperilaku yang aman terhadap bahaya api. Penelitian ini dilakukan untuk mendapatkan gambaran hubungan antara Fire Safety Management dengan tingkat Keandalan Bangunan Gedung Tinggi Perkantoran, sampel diambil dari Bangunan Gedung Tinggi Perkantoran di DKI Jakarta. Hasi1 yang diperoleh dari penelilian ini adalah adanya hubungan yang positif antara lmplementasi Fire Safety Management yang baik dengan tingkat Keandalan Bangunan terhadap bahaya kebakaran Gedung Tinggi Perkantoran, dengan variabel yang dominan adalah Inspection & Maintenance Kondisi Sistem Pompa & Persediaan Air Setelah Beroperasi, System Komunikasi dan Control facilities, & Sosialisasi Pentingnya Latihan Kebakaran Gedung.
Regarding to High Rise Building regulation ( UU No.28 Tahun 2002 Tentang BANGUNAN GEDUNG ), high rise building shall fulfill reliability requirement, which consist of safety, health, conformability, and simplicity. One of safety factor is anticipation of fire, beside quality of active protection system and passive protection system, fire safety management shall he well implemented on high rise building. Fire Safely Management is focusing on management of occupant and building operator activities against fire risks to avoid fire or minimize fire accident through optimization of active and passive protection system and also occupant fire safe works activity. This research was done to explore correlation between Fire Safety Management and High Rise Building reliability on fire , sample was taken from High Rise Building (for office ) at DKI Jakarta. The result from this research is the positive correlation between well implementation of Fire Safety Management and High Rise Building reliability on fire, dominant variables are Inspection & Maintenance of Pumping System and Water Storage after operation, Communication System and Control Facilities, and Socialization of Fire Drill.

Jakarta is the center of economic, politic, cultural activities and also the center of the state defense. Along with development in many sectors, numbers of building development grows accordingly with numerous functions: hotel, office, apartment, shop, amusement center, restaurant or a mix at the aforementioned functions. A commercially managed hotel should meet certain standards; one of them is fire prevention throughta system that called Fire Safety Management. The existence of Fire Safety Management is important as most hotel guests have no or little knowledge at how to respond in case of fire. This research on hotel Fire Safety Management is used to observe the correlation between application of Fire Safety Management and reliability of building in preventing and controlling this caused by fire in hotels in Jakarta. This research uses primary and secondary data. Primary data is gathered by distributing questioners to hotel building managers, data gathered is then analyzed by using statistic program SPSS 10.0 to obtain measurable and relevant indicators to improve reliability at a hotel building. Data analysis shows same parameters in Fire Safety Management, which are: Pre-estinguishment at fire : 50,0, Response to alarm and signal: 33,6 , other variable from dummy analysis is : Identification potential at fire : 12, 3 . The result at this research can be used to improve role of Fire Safety Management in building reliability in general and hotel building in specific.

Jumlah hotel bertingkat tinggi di Jakarta meningkat, menciptakan tantangan bagi manajemen keselamatan kebakaran. Kebakaran hotel di Jakarta hampir terjadi setiap tahun dan menyebabkan kerugian besar pada bangunan dan korban jiwa, yang membuktikan bahwa manajemen keselamatan kebakaran di gedung hotel di Jakarta belum optimal. Dalam mencapai keselamatan kebakaran, risiko juga dapat dialihkan dengan asuransi. Namun, besaran asuransi dari berbagai lembaga sangat bervariasi, karena regulasi yang memiliki batas luas. Penelitian ini bertujuan untuk mengusulkan faktor penentu premi yang dipengaruhi oleh fire safety management di gedung hotel bertingkat tinggi. Untuk memenuhi tujuan ini, sejumlah besar data dikumpulkan melalui studi literatur, survei, wawancara mendalam dan instrumen penelitian. Penelitian ini menggunakan work breakdown structure dalam pemecahan indikator yang memenuhi kriteria fire safety management agar lebih sistematis dan detail. Berdasarkan hasil survei, data menunjukkan bahwa beberapa hotel bertingkat tinggi belum sepenuhnya menerapkan manajemen keselamatan kebakaran. Selain itu, tidak ada hubungan yang jelas mengenai peran asuransi dalam pembiayaan proteksi kebakaran di gedung hotel. Untuk mengatasinya, diusulkan untuk mempertimbangkan sejauh mana hotel bertingkat tinggi menerapkan fire safety management dalam menentukan tingkat premi asuransi untuk meningkatkan penerapan fire safety management di gedung-gedung bertingkat tinggi, dengan memproses data menggunakan SmartPLS 3.0 dan analisis rata-rata untuk mendapatkan faktor prioritas dalam manajemen keselamatan kebakaran yang dapat digunakan sebagai penentu biaya premi yang realistis. Hasilnya, faktor paling prioritas dalam manajemen keselamatan kebakaran yang dapat digunakan sebagai penentu biaya premi yang realistis adalah pencegahan kebakaran di gedung hotel, dan faktor yang paling tidak prioritas adalah keselamatan orang jika terjadi kebakaran. ......The number of high-rise hotel in Jakarta is increasing, creating challenges for fire safety management. Hotel fires in Jakarta almost occur every year and cause substantial loss to buildings and casualties, which proves that the fire safety management in hotel buildings in Jakarta is not optimal. In achieving fire safety, risk can also be transferred by insurance. However, the amount of insurance from various institutions varies significantly, due to the regulations that has a broad limit. This study aims to propose the determining factor of premiums influenced by the application of fire safety management in high-rise hotel buildings. To meet this goal, a large amount of data is collected through literature studies, surveys, in- depth interviews and research instruments. This study uses work breakdown structure in the breakdown of indicators that meet fire safety management criteria to be more systematic and detailed. Based on the results of the survey, data shows that some high-rise hotels have not fully implement fire safety management. In addition, there is no clear relation regarding the role of insurance in fire protection financing in hotel buildings. To address this, proposed to consider the extent to which high-rise hotels implement fire safety management in determining insurance premium rates to improve the application of fire safety management in high-rise buildings, by processing the data using SmartPLS 3.0 and average analysis in order to obtain priority factors in fire safety management which can be used as a determinant of realistic premium costs. As the result, the most priority factor in fire safety management which can be used as a determinant of realistic premium costs is fire prevention in hotel buildings, and the least priority factor is safety of people in the event of fire.

Pengendalian risiko tertentu pada tahap operasi bangunan tinggi dapat dilakukan dengan cara mengalihkan risiko melalui asuransi yaitu kepada pihak ketiga. Pengendalian risiko bahaya kebakaran sebagai salah satu risiko dimaksud dilakukan dengan mengalihkan risiko kepada pihak asuransi melalui suatu ikatan kontrak yang disebut polis sebagai bentuk ikatan legal. Dari hasil analisis risiko bahaya kebakaran pada tahap pengoperasian bangunan tinggi di Jabotabek, teridentifikasi empat belas dari dua puluh delapan variabel aspek hukum yang berkaitan dengan tingkat pengendalian risiko bahaya kebakaran. Kemudian berdasarkan hasil analisis faktor keempat belas variabel tersebut dikelompokkan ke dalam empat faktor aspek hukum yaitu faktor instrumen regulasi asuransi secara umum (general insurance regulation instrument), faktor prinsip-prinsip dasar asuransi kebakaran (fire insurance principles), faktor prinsip perikatan perjanjian antara para pihak dalam asuransi (agreement between parties) serta faktor regulasi operasional pada tingkat lokal (local operational practices). Analisis regresi menghasilkan suatu model yang menggambarkan korelasi positif non linier antara aspek hukum asuransi kebakaran dengan tingkat pengendalian risiko bahaya kebakaran pada bangunan tinggi di Jabotabek, dengan dua variabel penentu utama yaitu fire safety management (X6) dan Peraturan Daerah tentang IMB, IPB dan IPPB (X23). Hasil penelitian ini membuktikan hipotesis bahwa peningkatan kualitas pengaruh aspek hukum asuransi kebakaran akan meningkatkan tingkat pengendalian resiko bahaya kebakaran pada bangunan tinggi di Jabotabek.
Modeling the Influence of Law Aspects of High-Rise Building Constructions Fire Insurance To The Level of Control of Fire Risk In JabotabekCertain risk control during operation phase of high-rise buildings could be treated by transferring the risk through insurance to a third party. Fire risk control during operation phase of a high-rise building is addressed by transferring the fire risk law aspects through insurance to a third party thus binding a contract work policy as a legal document. Analysis of fire risk during operation phase of high-rise building constructions in Jabotabek identified fourteen from twenty eight law aspect variables obtained from state of art research. Factor analysis successfully classed the variables into four significant factors namely general insurance regulation instrument, fire insurance principles, agreement between parties and local operational practices to be observed. Regression analysis produced a positive non-linear model relating the law aspect of construction fire insurance to the level of control found in high-rise building fire risk in Jabotabek. Two determinant variables that strongly influence the level of control of the fire risk were fire safety management (X6) and local government regulation related to building construction certification/IMB, building operation certification/IPB, and extending building operation certification/IPPB (X23). Finally, result of this thesis provided clear proof that increasing the influence of law aspect in high-rise building constructions through fire insurance will also increase the level of control of the fire risk.

Influence of Fire Drills as Part of Fire Safety Management to Safety Performance of Shop Buildings in JakartaFire occurs unexpectedly and must be aware by people because fire is a complex problem. This complexity seems increasing as the technology construction development-increasing fire load, variety of construction material, completion of installation and equipment, and also bigger and higher buildings. The impact of high cost of building constructions tends to make owners minimize some cost especially cost of building safety. Because of that, the meaning and the effort to prevent fire damage must be improved continuously. In accordance with KEPMEN PU 02/KPTS/1985, and Perda DKI No.3 1992 about Fire Safety Management, every building having capacity more than 50 occupants and public place having more than 30 people must have and conduct fire safety management system. Generally, function and task of Fire Safety Management are the same, to conduct inspection and maintenance, coordinate fire safety team, provide training and safety of fire damage, and conduct Fire Drills. Fire Drills could show preparedness quality oftearn entirely and people rescue related to fire occurs. In Jakarta, there are some shopping buildings conduct fire drills at least once a year and are observed directly by Fire Department. In this research, we find that there is positive correlation between Fire Drills and Safety Performance of Shop Buildings. The correlation between Fire Drills and Safety Performance is linear with adjusted R2 = 0.849. Kebakaran adalah suatu peristiwa tidak terduga dan menimbulkan banyak kerugian. Hal ini dapat terjadi pada gedung-gedung yang tidak memiliki sistem perlindungan serta manajemen kebakaran dan keselamatan. Dengan mendeteksi awal dan pencegahan bahaya kebakaran yang timbul dalam waktu yang tidak terduga, dapat mencegah korban jiwa dan kerugian pada gedung tersebut. Untuk mencegah permasalahan tersebut, Keputusan Menteri Pekerjaan Umum No. 02/KPTS/1985 dan PERDA DKI No.3 1992 mengenai manajemen kebakaran dan keselamatan, menjelaskan bahwa setiap bangunan yang memiliki kapasitas lebih dari 50 penghuni dan tempat umum yang memiliki lebih dari 30 penghuni harus memiliki dan melaksanakan sistem manajemen kebakaran. Para pengelola gedung harus memiliki beberapa standar kebakaran, salah satunya adalah pencegahan bahaya kebakaran yang disebut dengan Fire Safety Management. Fire Safety Management sangat penting bagi para penghuni dan pengguna bangunan yang kurang memiliki pengetahuan tentang bagaimana menanggulangi bahaya kebakaran. Penelitian Fire Safety Management ini digunakan untuk meneliti hubungan korelasi antara penerapan Fire Safety Management dan ketahanan gedung dalam mencegah kebakaran di Universitas Indonesia ? Depok. Penelitian ini menggunakan data primer dan sekunder. Data primer didapat dengan menyebarkan 83 kuesioner ke gedung-gedung di Universitas Indonesia - Depok, 76 kuesioner telah diterima dan kemudian dianalisa dengan menggunakan program statistik SPSS 10.01 untuk mendapatkan pengukuran dan indikator-indikator yang relevan. Pengolahan data menunjukkan beberapa parameter di Fire Safety Management, yang terdiri dari mengidentifikasi potensi kebakaran = 31,3% dan pemberitahuan awal pada penghuni = 54,7%. Dengan menganalisa berdasarkan klausal-klausal sistem manajemen OHSAS 18001;1999 dan ISO 9001;2000 yang akan dapat memberikan usulan bagi Universitas Indonesia untuk meningkatkan kualitas Fire Safety Management nya. Hasil dari penelitian ini dapat digunakan untuk pengembangan Fire Safety Management pada gedung-gedung di Universitas Indonesia - Depok.

Kebakaran pada gedung perkantoran di Jakarta seringkali terjadi dan menimbulkan kerugian yang cukup besar. Kebanyakan dari kebakaran tersebut disebabkan oleh implementasi fire safety management (FSM) yang tidak maksimal. Salah satu cara untuk menanggulangi kerugian karena kebakaran adalah dengan menggunakan jasa perusahaan asuransi. Kerugian yang dialami oleh pengelola gedung akan ditutupi dengan biaya premi yang harus dibayarkan. Lembaga yang diberi kewenangan untuk menentukan biaya premi tersebut adalah Otoritas Jasa Keuangan (OJK). Dalam penentuan nya OJK menggunakan dua aspek yaitu kelas konstruksi dan okupasi bangunan dan akan menghasilkan tarif atas dan tarif bawah. Prakteknya dalam penentuan biaya premi antar perusahaan asuransi memiliki nilai perbedaan yang cukup signifikan bahkan sampai empat kali lipat. Setiap perusahaan asuransi memiliki dasar penentuannya masing-masing sehingga berbeda-beda. Penentuan premi yang hanya berdasarkan dua komponen belum secara realistis menggambarkan keadaan sebenarnya dari suatu bangunan. Penelitian ini akan menggunakan metode structural equation modeling dengan menggunakan perangkat lunak SmartPLS 3.0. Berdasarkan hasil analisa tersebut didapatkan bahawa kebijakan, stakholder, WBS, okupansi bangunan, BIM dan FSM berpengaruh terhadap biaya premi. Model yang didapatkan untuk biaya premi adalah A= (F:E) + (-0,218 X1 – 0, 194 X2 – 0,256 X3 – 0,243 X4 – 0,175 X5 – 0, 285 X6) + e. ......Fires at office buildings in Jakarta often occur and cause considerable losses. Most of these fires were caused by the implementation of fire safety management (FSM) that was not optimal. One way to deal with losses due to fire is to use the services of an insurance company. Losses suffered by the building manager will be covered by the premium that must be paid. The institution that is given the authority to determine the premium fee is the Financial Services Authority (OJK). In its determination, OJK uses two aspects, namely construction class and building occupation and will produce upper and lower rates. In practice, in determining the cost of premiums between insurance companies, the difference is quite significant, even up to four times. Each insurance company has a basis for determining each, so it varies. The determination of the premium based only on two components does not realistically describe the actual condition of a building. This study will use a structural equation modeling method using SmartPLS 3.0 software. Based on the results of the analysis, the variables that affect the cost of fire insurance premiums will be obtained, and a realistic fire insurance premium cost estimation model. Based on the results of the analysis, it was found that policies, stakholder, WBS, building occupancy, BIM and FSM affect the cost of premiums. Kebakaran merupakan bencana yang merugikan bagi semua pihak, baik pemilik bangunan, pengelola/pengguna atau masyarakat lainnya yang berada dalam gedung. Bangunan-bangunan tinggi, terutama di Jakarta menghadapi ancaman serius dari kebakaran yang dapat menyebabkan kerugian besar. Menurut NFPA, bangunan perkantoran memiliki jalur penyelamatan yang membingungkan dan tidak langsung, sering terjadi disebabkan oleh tata letak kantor atau susunan ruang yang disewakan. Untuk mengantisipasi dan menanggulangi risiko kebakaran tersebut, maka pemilik gedung tinggi bekerja sama dengan suatu perusahaan asuransi sebagai bentuk transfer risiko. Penetapan tarif Premi kebakaran diatur pada Lampiran surat edaran Otoritas Jasa Keuangan (OJK) Nomor 6/SEOJK05/2017. Dalam Lampiran tersebut besar tarif Premi ditetapkan batas bawah dan batas atas yang dibagi hanya berdasarkan Okupansi bangunan dan Kelas Konstruksinya. Penelitian ini bertujuan untuk mengusulkan faktor faktor penentu premi yang dipengaruhi oleh penerapan fire safety management pada bangunan bertingkat tinggi fungsi perkantoran. Pada penelitian ini digunakan WBS dalam perincian indikator yang memenuhi kriteria fire safety management agar lebih sistematis dan mendetail. Berdasarkan studi literatur terdahulu , Kenyataan di lapangan menunjukkan bahwa sebagian besar bangunan tinggi perkantoran belum menerapkan system FSM dengan baik dan konsisten. Selain itu tidak diperoleh relasi yang jelas mengenai peran asuransi dalam pembiayaan proteksi kebakaran pada bangunan gedung. Untuk mengatasi ini, kami mengusulkan untuk mempertimbangkan sejauh mana Gedung melakukan penerapan fire safety management dalam penentuan tarif premi asuransi untuk meningkatkan penerapan manajemen keselamatan kebakaran pada bangunan bertingkat tinggi . Setelah dilakukan penyebaran kuesioner dihasilkan bahwa dari 36 gedung kantor bertingkat tinggi belum sepenuhnya menerapkan fire safety management dengan nilai terendah pada dimensi Keselamatan orang yaitu 89% dan tertinggi pada dimensi Pencegahan Kebakaran yaitu 93%. Hal ini sejalan dengan hasil hubungan Fire safety management dan biaya Premi Asuransi yang menunjukan bahwa Pencegahan Kebakaran berhubungan berbanding terbalik signifikan sedangkan Keselamatan orang tidak signifikan.
Fire is a disaster that is detrimental to all parties, whether the owner of the building, manager/user, or other communities in the building. Tall buildings, especially in Jakarta face a serious threat from fires that can cause major losses. According to NFPA, office buildings have confusing and indirect rescue lines, often caused by the layout of offices or the arrangement of rented space. To anticipate and overcome the fire risk, the owner of a tall building cooperates with an insurance company as a form of risk transfer. The determination of fire premium rates is stipulated in the Attachment to the Circular letter of the Financial Services Authority (OJK) Number 6/SEOJK05/2017. In the Appendix, the premium rate is set the lower limit and the upper limit which is divided only based on the occupancy of the building and its Construction Class. This study aims to propose the determining factor of premiums influenced by the application of fire safety management in high-rise building office functions. In this study, WBS is used in the breakdown of indicators that meet the criteria of fire safety management to be more systematic and detailed. Based on previous literature studies, the reality in the field shows that most high office buildings have not implemented the FSM system properly and consistently. Besides, there is no clear relationship regarding the role of insurance in fire protection financing in building buildings. To address this, we propose to consider the extent to which the Building conducts the application of fire safety management in determining insurance premium rates to improve the application of fire safety management in high-rise buildings. After the dissemination of the questionnaire resulted that 36 high-rise office buildings have not fully implemented fire safety management with the lowest value in the dimension of the safety of people is 89% and the highest in the dimension of Fire Prevention is 93%. This is in line with the results of fire safety management relationships and insurance premium costs that show that Fire Prevention is related inversely significant while people's safety is not significant.
