Abstrak :
The treaty establishing a constitution for Europe is supposed to be the end of a long journey of the European Union establishing an integrated Europe,which was started in 1951 with the establishment of the European coal and still community and recently accomplised with the treaty of nice in 2001. The constitutional treaty is to supply and the existing, treaties, except for the Euratom. The treaty consists of 4 4 parts,sub-divided into 448 paragraphs, 36 protocols,2 annexes and 48 declarations, 852 pages all. It has been signed by 25 heads of states and governments in october 2004.Thirteen member countries have ratified the treaty. The french non and the dutch nee in mid.2005 created a rafication crisis, which resulted in the ratification process being postponed. The Europen union decided to "retreat", to open a period of reflection evaluate its future, since those countries which have not yet ratified... will be unable to furnish a clear reply be fore mid-2007". It will be in the EU agenda for some time to come. A number of proposals to solve the issues have been submitted.

In the historical evolution of relationship between the state as instrument of authority and its subjects, there is no formulation more widely or even globally - accepted other than nation-state. This article will explore the legacies and the influences of nation-state conception - along with its historical development and its national variants - within the European integration process, to see whether the integration process has become another step in the evolution of statehood thinking or only another specimen to nation-state model.

Perjalanan Konstitusi Eropa dalam kerangka pembentukkan 'Negara Federasi Eropa berada dalam persimpangan yang belum menunjukkan arah berakhirnya. Prosedur legal formal melalui referendum yang tidak mendapatkan persetujuan semua negara anggota bukan alasan utarna tidak diterimanya Draf Konstituti Eropa tersebut. Tetapi lebih jauh lagi terhadap materi yang diatur dalam draf konstitusi tersebut. Artikel ini mencoba mempertanyakan dan menjawab tentang keberadaan Draf Konstitusi Eropa sebagai salah satu aspek signifikan dalam proses pembentukan 'Negara Federasi Eropa' serta implikasinya secara politik dengan mendasari kepada 3 (tiga) latarbelakang yaitu; politik, alamiah dan pembatasan yang melingkupi draft Konstitusi Eropa tersebut.

ABSTRAK
Penelitian ini merumuskan latar belakang Uni Eropa melakukan sentralisasi data populasi dan perumahan Uni Eropa dalam sebuah sistem daring diberi nama Census Hub, serta dampaknya terhadap jumlah tunawisma dan ketersediaan hunian di Negara Anggota Uni Eropa. Permasalahan yang diangkat dalam penelitian ini adalah latar belakang Uni Eropa menciptakan aplikasi daring untuk sentralisasi data populasi dan perumahan di Eropa. Permasalahan kedua yang dibahas adalah fenomena jumlah tunawisma dan ketersediaan hunian kosong di Negara Anggota Uni Eropa. Periodisasi penelitian diambil dari tahun 1980-2020. Metode penelitian adalah metode penelitian kualitatif dan kuantitatif. Sumber data diambil dari publikasi resmi yang dikeluarkan oleh Uni Eropa. Teori yang digunakan adalah konstruktivisme untuk integrasi Eropa oleh Jeffrey T. Checkel menekankan pada perspektif politik domestik untuk merumuskan latar belakang inisiatif sentralisasi data populasi dan perumahan di Uni Eropa. Konsep yang digunakan adalah analisis pasar perumahan dilihat melalui faktor permintaan, penawaran, dan legal dari Erick Eschker untuk merekonstruksi dampak sentralisasi sensus terhadap jumlah tunawisma dan ketersediaan hunian di Negara Anggota Uni Eropa. Dari kedua proses analisis untuk menjawab kedua masalah, peneliti menemukan, bahwa sentralisasi sensus populasi dan perumahan Uni Eropa melalui Census Hub tidak dapat menjadi indikator dalam mengatasi peningkatan jumlah tunawisma dan tingkat kekosongan hunian di Negara Anggota Uni Eropa.
ABSTRACT
This research formulates the background of the European Union centralizing population and housing data of the European Union in an online system called the Census Hub, and its impact on the number of homeless and housing availability in EU Member States. The problem raised in this research is the background of the European Union creating an online application for centralizing population and housing data in Europe. The second issue discussed is the phenomenon of the number of the homeless and the availability of empty dwellings in EU Member States. The research period is taken from 1980 to 2020. The research method is qualitative and quantitative research methods. The data sources are taken from official publications issued by the European Union. The theory used is constructivism for European integration by Jeffrey T. Checkel emphasizes the domestic political perspective to formulate the background of the population and housing data centralization initiative in the European Union. The concept used is an analysis of the housing market from Erick Eschker seen through demand, supply, and legal factors to reconstruct the impact of census centralization on the number of homeless people and the availability of dwellings in EU Member States. From the two analysis processes to answer the two problems, the researcher found that the centralization of the population and housing census of the European Union through the Census Hub cannot be an indicator in overcoming the increase in the number of the homeless and in the level of vacancy dwellings in the EU Member States.

A Vision of Europe analyses a little-known collaborative effort by France and Germany to secure a durable peace between the World Wars, through European integration organized around a Franco-German axis. Received wisdom has it that the era of Franco-German rapprochement depended from 1925 on a close personal relationship between the French and German Foreign Ministers, Briand and Stresemann. With Stresemanns death in 1929, and the simultaneous onset of the interwar Great Depression, Germany in particular allegedly turned its back on this process of rapprochement several years before Hitler took power. However, A Vision of Europe challenges this view of Franco-German relations during the Depression years. Upsets and setbacks notwithstanding, a sustained mutual effort drew on political will, diplomatic rationale, economic synergies, cultural affinities, and various peace movements to agree a Franco-German customs union which had European union as its ultimate goal. These efforts were formalized in the Franco-German Berlin Accord of September 1931, with the diplomacy surrounding this event forming the heart of this book. By mid-1932, however, rapprochement had all but failed. An unforeseen crisis in trading relations, the impact on French opinion of a media scandal surrounding the publication of the late Stresemanns memoirs, and the disruptive impact of domestic party politics in both countries derailed a process that had been conceived by France and Germanys diplomatic, political and economic elites. Nonetheless, this first modern attempt at European unification reflected a deeper process and logic that survived Hitler and informed the creation of the contemporary European Union.

This study radically reinterprets the origins of the European Convention on Human Rights (ECHR), arguing that conservatives conceived of the treaty not only as a means of containing communism and fascism in continental Europe, but also as a vehicle for pursuing a controversial domestic political agenda on either side of the Channel. A European Court of Human Rights was meant to constrain the ability of democratically elected governments to implement left-wing policies that British and French conservatives believed violated their basic liberties. Conservative human rights rhetoric evoked a romantic Christian vision of Europe. Rather than follow the model of the Universal Declaration of Human Rights, conservatives such as Winston Churchill grounded their appeals for new human rights safeguards in the values of a bygone European civilization. All told, these efforts served as a basis for reconciliation between Germans and the West, the exclusion of communists from the European project, and the denial of equal protection to colonized peoples. The book highlights the role that culture, ethics, and memory played in the genesis of international law and organization from 1899 to 1959. It elucidates Churchills Europeanism and his critical contribution to the genesis of the ECHR, as well as that of a number of free-market conservatives and social Catholics in the movements for European unity. Revisiting the ethical foundations of European integration, it offers a new perspective on the crisis in which the European Union finds itself today.
