Abstrak :
Kondisi Pemerintahan di Indonesia saat ini berada dalam tahap pengembangan menuju implementasi e-government yang lebih baik. Hal ini terlihat dari upaya-upaya yang dilakukan oleh Pemerintah seperti membuat berbagai layanan konvensional menjadi berbentuk digital, salah satunya adalah EDABU. EDABU adalah sistem informasi berupa website yang dikeluarkan oleh BPJS Kesehatan khusus untuk Badan Usaha. Supaya sistem tersebut dapat diimplementasikan secara optimal, perlu dilakukan analisis untuk melihat kesiapan penerimaan teknologi dari pengguna EDABU. Penelitian ini menggunakan penggabungan teori Technology acceptance model (TAM) menurut Davis et al (1989) dan dilengkapi oleh teori TAM menurut Shin (2007). Penelitian ini merupakan penelitian kuantitatif menggunakan analisis mix metode, dengan pendekatan positifis. Hasil penelitian dari 5 hipotesis seluruhnya diterima. Hipotesis tersebut antara lain: (1) Persepsi Kegunaan (Perceived Usefulness) berpengaruh terhadap Niat Perilaku (Behavioral Intention); (2) Persepsi Kemudahan (Perceived Ease Of Use) berpengaruh terhadap Niat Perilaku (Behavioral Intention); (3) Persepsi ketersediaan layanan (Perceived of Availability) berpengaruh terhadap Niat Perilaku (Behavioral Intention); (4) Sikap Terhadap Perilaku (Attitude towards behavior) berpengaruh terhadap Niat Perilaku (Behavioral Intention), dan (5) Niat Perilaku (Behavioral Intention) berpengaruh terhadap Perilaku (Behavioral). namun masih banyak saran untuk BPJS Kesehatan untuk meningkatkan EDABU agar seluruh user perusahaan dapat menggunakannya.

The Government conditions in Indonesia are currently in the development phase heading to better e-Government implementation. It can be seen from the governments efforts to change various conventional services into digital forms such as EDABU. EDABU is a website information system issued by BPJS Kesehatan specialized for the business entity. In order to optimally implemented the system, therefore the analysis needs to be conducted to see the readiness of the technology acceptance of EDABU users. This research uses a combination of Technology acceptance model (TAM) theory, according to Davis et al (1989) and is complemented by TAM theory, according to Shin (2007). This research is a quantitative research using a mix of analysis methods, with positivity approaches. The research results of 5 hypotheses are entirely acceptable. The hypotheses are 1) Perceived Usefulness has an effect behavioural Intention; 2) Perceived Ease Of Use has an effect Behavioral Intention; 3) Perceived of Availability has an effect behavioural Intention; 4) Attitude towards behaviour has an effect behavioural Intention, and 5) Behavioral Intention has an effect Behavioral. But there are still many suggestions for BPJS Kesehatan to improve EDABU so that all Business Entity can use it.
