Abstrak :
Permasalahan yang cukup sering terjadi pada proyek-proyek jalan di Indonesia adalah tidak terpenuhinya batasan waktu, biaya, kualitas serta pengendalian resikonya. Permasalahan tersebut juga terjadi untuk proyek-proyek jalan dan jembatan di Ditjen Bina Marga, Departemen Pekerjaan Umum, yaitu disebabkan antara lain karena terjadinya keterlambatan pendanaan/pembiayaan yang disebabkan proses lambatnya pengesahan anggaran (DIPA) yang berakibat terhadap keterlambatan dalam proses pengadaan proyek. Permasalahan tersebut juga disebabkan salah satunya karena proyek-proyek konstruksi jalan dan jembatan yang ada saat ini masih menggunakan metode yang dianggap konvensional atau tradisional, seperti metode Design-Bid-Build (D-B-B). Metode kontrak yang saat ini sedang dikaji sebagai alternatif untuk diterapkan dalam proyek-proyek konstruksi jalan dan jembatan di lingkungan Ditjen Bina Marga, Departemen Pekerjaan Umum adalah metode kontrak Design and Build dengan mempertimbangan aspek kinerja hasil pekerjaan dan aspek pertimbangan pembagian resiko. ......The problems that often occur on the highway projects in Indonesia is not meet the restrictions of time, cost, quality and risk control. Problems also occurred for the projects of highways and bridges in the Directorate General of Highways, Ministry of Public Works, which is caused, among others, because of a delay in the funding Z financing because of the slow process of ratification budget (DTPA), which result in delays in the process of the procurement project. Problems are also caused because one of the construction projects of highways and bridges that are currently using a method that is considered conventional or traditional methods such as Design-Bid-Build (DBB). Method of contracts that are currently being examined as an altemative to implement projects in the construction of highways and bridges in the Directorate General of Highways, Ministry of Public Works is a method of Design and Build contract to consider performance aspects of the work and per-equilibrium distribution of risk.

Abstrak :
Ada beberapa macam metode penyelesain proyek yang biasa dilaksanakan seperti design-bid-build, design & build, project management, construction management, dan multiple prime contractor. Metode penyelesaian proyek (project delivery method) yang dipilih oleh pihak owner akan sangat menentukan terhadap pencapaian tujuan proyek (project objectives). Pemilihan metode penyelesaian proyek yang tidak sesuai dapat menyebabkan terjadinya keterlambatan waktu penyelesaian proyek, biaya proyek yang melebihi anggaran yang telah disediakan (over budget), dan kualiatas mutu proyek yang dibawah standard. Dalam memilih metode penyelesaian proyek pihak owner harus memperhatikan beberapa kriteria seperti time constraint, budget, pengalihan risiko, kemungkinan perubahan desain oleh pihak owner, kemampuan pihak owner, type kontrak, type proyek, ukuran proyek. Penelitian yang dilakukan adalah untuk mengetahui seberapa besar faktor-faktor tersebut menjadi bahan pertimbangan bagi pihak owner dalam memilih metode penyelesaian proyek yang digunakan. Untuk mengetahui besarnya pengaruh faktor-faktor tersebut maka digunakan metode Analytical Hierarchy Process (AHP). Dari proses ini maka akan dapat diperoleh faktor-faktor dominan yang menjadi dasar bagi pihak owner dalam menentukan metode penyelesaian proyek yang akan dipilih untuk setiap metode penyelesaian proyek yang ada. Dari nilai bobot dari masing-masing faktor untuk tiap metode penyelesaian proyek yang tertuang dalam matriks utility factor diharapkan dapat memberikan masukan bagi pihak owner dalam menentukan metode penyelesaian proyek yang sesuai.

There are some project delivery method such as design-bid-build, design & build, multiple prime contractor, CM-Agent, and CM-contractor. The selection of project delivery method will affect to the project objectives. The wrong in selection the project delivery method can caused the project delay, over budget, and the quality of the project is low. In selection project delivery method, owner must review some criteria such as time constraint, budget, risk allocation, probability change design, owner capability, contract type, project size, and etc. The research is to know how the criteria will effect the selection of project delivery method. To achieve the goal of this research, analytical hierarchy process is used. From this process the owner will know the dominan factor that effect the selection project delivery method.
