Abstrak :
Studi ini ingin memperoleh gambaran tentang bentuk-bentuk sekuritas sosial yang dapat dialcses oleh perempuan di Desa Blra yang ditinggal migrasi oleh suaminya °daIam rangka menjamin diri dan keluarganya. Penelitian ini menggunakan pendekatan kualitatif berperspektif perempuan. Penelitian dilakukan di Desa Bira, Kabupaten Bulukumba, Provinsi Sulawesi Selatan. Subyek penelitian berjumlah tujuh orang, perempuan yang telah menikah, dan ditinggal migrasi oleh suaminya. Hasil penelitian menunjukkan hahwa budaya masyarakat di Desa Bira yang patriarkal, mengakibatkan percmpuan yang ditinggal migrasi oleh suaminya mengalami berbagai bentuk ketimpangan gender seperti subordinami, marginalisasi, beban ganda dan tidal: memiliki akses dan kontrol atas dirinya sendiri. Hal ini dapat dilihat dari fenomena sosial masyamkat, dimana perempuan di Desa Bira yang ditinggal migrasi oleh suaminya tidak dapat menentukan nasibnya sendiri dan kehidupan keluarganya. Di samping itu, perempuan yang ditinggal migrasi oleh suaminya bergantung pada sekuritas sosial yang diselenggrakan oleh orang tua, kerabat, tetangga, dan kepala desa, Menenun sarung sebagai aktivitas penyelenggaraan sekuritas sosial perempuan yang ditingga] migrasi oleh suaminya sebagai pekerjaannya, sehingga mereka dapat mandiri secara ekonomis.

This study describes types of social securities accessible to women whose husbands are immigrant workers. This study empirical qualitative method with Women?s perspective and was conducted in Bira village, Bulukumba district, South Sulawesi Province. Seven married women Ieli by their migrating husbands are selected as research subjects. Results of the study show that paniarchal culture of society in Bira village has left the subjects with variant gender inequalities such subordination marginalization, dual burden, and no access and control of their own source. This can be seen fiom social phenomenon ofthe society of which women by migration husbands can not on control their own left and their family. Apart from that these women are dependent on the social security provided by parents, relatives, neighbours and head of district. So weaving the sarong is a kind of social securities available for them to make them hnancially independent.

One of the spirits of decentralization in carrying local governance aout currently, is signed by regional willing to conduct regional expansion. It is realized by the establishment of new autonomous region. There are some considerations on the establishment of new autonomous region, such as to get the service closer to people, efficiency of national governance implementation, effectivity of resources use and capability, strangthening local democracy and effort to maintain locality uniqueness. Nevertheless, whatever is the reason of the establishment of new autonomous region, refers to the last aims achievement, which is to make governance more efficient on the use of provided resources, the governance more efficient on the use of provided resources, the governance is more effective in realizing people's welfare and more democratic where all the rights and responsible are conducted fairly.

ABSTRACT
This literature review seeks to provide a comprehensive and systematic review of evidence concerning decentralization and its impact onvulnerable groupsthrough social protection(SP)programs with the specific case of Indonesia. Having explored six major databases with various keyword strings, the resultslead to considerable gaps in the knowledge base for decentralization and social protection, particularly for cases in developing countries. Most of the literature is data free, based on theory, assumption, or conjecture.Four key issues have been generated out of extensive search results. First, the weak correlation and varied results of decentralization implementation and local service delivery. Second, the impact of decentralization on SP is unclear. Third, a countrys current regulatory environment and administrative capacity, significantly determine the overall success of SP programs.Fourth is the potential features of decentralization that can be drawn upon to enhance SP.

Tesis ini membahas Peran Sudanese Professional Association (SPA) dalam proses pelengseran Rezim militer Omar Bashir di Sudan dalam kurun waktu Desember 2018 hingga April 2019. Bashir yang bertahan dengan kekuasaannya selama lebih dari tiga dekade lamanya telah berhasil dilengserkan melalui serangkain aksi yang menekan Lembaga Keamanan Sudan untuk mencopot kekuasaan Bashir. Penelitian ini akan menjawab bagaimana peran SPA dalam proses pelengseran Bashir tersebut. Menggunakan Teori Modal Sosial, Kesempatan Politik, Mobilisasi, dan Pembingkaian, penelitian ini menyimpulkan bahwa peran SPA dalam proses jatuhnya Bashir tercermin dari keberhasilannya dalam mencitrakan dirinya sebagai organisasi sipil murni, memanfaatkan situasi krisis politik dan ekonomi untuk membentuk aliansi the Force of Freedom and Change sebagai jaringan partisipasi sipil, mengkordinir serangkaian aksi “just fall” sebagai mobilisasi massa serta mendeklarasikan piagam freedom and Change sebagai norma yang menjadi tujuan bersama ......This thesis discusses about the role of the Sudanese Professional Association (SPA) in the process of overthrowing the military regime of Omar Bashir in Sudan from December 2018 to April 2019. Bashir, who remained in power for more than three decades, has been successfully removed through a series of actions that put pressure on the Sudanese Security aparatus to remove him from power. This study will answer how the role of SPA in the process of removing this regime. Using Social Capital Theory, political and mobilization, framing structure, this research concludes that the role of SPA in the process of overthrowing Bashir's regime is reflected in its success in perceiving itself as a pure civil society organization, utilizing political and economic crisis situations to form the alliance of the Force of Freedom and Change as a network of civic engagement, coordinating a series of “just fall” protests actions as mass mobilization and declaring the Charter Of Freedom and Change as norms that becomes the common goal of Sudanese civil society
