The article discusses the role of Indonesia in the ASEAN Community and its implications on political and security cooperation in the region. The ASEAN Community can be designed to form a new pattern of balance of power in the region. The leaders of the Southeast Asian countries realize that it is strategically important for ASEAN to establish a regional instrument to overcome the security challenges arising from new regional interactions. Indonesia with the establishment of ASEAN Security Community can play a role as an anchor of regional stability in the Asia Pacific through multilateral structure. This should be the priority of Indonesia's foreign policy.

Tesis ini menaklik modalitas dalam pembentukan Komunitas Keamanan ASEAN. Modalitas yang dimaksud merujuk pada transformasi kekuatan nasional dan derajat dependensi kawasan ASEAN. Transformasi kekuatan diterjemahkan dalam empat indikator: Produk Domestik Bruto, belanja militer, total populasi, dan paten teknologi. Derajat dependensi kawasan diterjemahkan dalam lima indikator: dependensi perdagangan dengan melihat prevalensi impor, hutang eksternal, hutang multilateral, Investasi Luar Negeri, dan dependensi politik keamanan. Penelitian ini menggunakan metode kuantitatif untuk menguji relasi antara variabel transformasi kekuatan nasional dan derajat dependensi kawasan sebagai modalitas pembentukan Komunitas Keamanan ASEAN. Hasil dari penelitian ini menunjukkan bahwa Komunitas Keamanan ASEAN terbentuk ketika tren transformasi kekuatan secara kuantitas naik dan tren derajat dependensi kawasan turun. Artinya, komunitas keamanan yang ideal dapat terwujud ketika negara-negara kawasan mampu secara maksimal meningkatkan kekuatan nasionalnya, diperkuat dengan sebuah sentralitas dan persatuan kawasan yang direalisasikan dalam sebuah pola hubungan mdash; seminimal mungkin mdash; dependen terhadap kekuatan eksternal, didukung penuh dengan hubungan interdependen yang kuat antar negara kawasan.

ABSTRACT
This thesis examines modality on ASEAN Security Community establishment. Modality term refers to ASEAN rsquo s national power transformation and regional dependency degrees. Power transformation is extracted into four indicators which are Gross Domestic Product, military expenditure, sum of population, and technology patent. Regional dependency degrees is extracted into five indicators which are trade dependency by exploring the import prevalence, external debt, multilateral debt, Foreign Direct Investment, and political security dependency. This research applies quantitative methods to examine the relation, between national power transformation and regional dependency degrees as a modality for ASEAN Security Community establishment. The result shows that ASEAN Security Community established when national power transformation trend goes up and regional dependency degrees rsquo trend goes down. In summary, an ideal security community could exist when regional countries are in the top of national power enhancement performance, in accordance with a regional centrality and unity, which are manifested into mdash minimally possible mdash dependent interaction pattern towards external power supported by an ideal interdependent interaction between regional countries.
