Abstrak :
Perusahaan jasa konsultan arsitektur merupakan salah satu cakupan area industri jasa konstruksi yang memerlukan pembenahan terutama dalam peningkatan kinerja waktu dan kinerja mutu untuk mencapai kesuksesan di dunia persaingan yang semakin ketat dan global. Pembenahan terhadap penyimpangan faktor internal merupakan satu langkah awal yang perlu dilakukan, karena masalah internal dihasilkan sendiri oleh perusahaan dan berada dalam kendali organisasi perusahaan, antara lain terdiri dari manajemen, sumber daya manusia, manajemen sumber daya manusia, keuangan, budaya perusahaan, dan sumber daya lainnya. Pendekatan yang tepat untuk dapat meningkatkan kinerja perusahaan jasa konsultan arsitektur adalah dengan mengidentifikasi dan menganalisa pengaruh faktor-faktor internal perusahaan jasa konsultan arsitektur. terhadap peningkatan kinerja waktu dan kinerja mutu proyek. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor internal pada perusahaan jasa konsultan arsitektur yang berpengaruh terhadap peningkatan kinerja waktu dan mutu proyek. Dari hasil survey atau penyebaran kuesioner dan analisa AHP dapat diketahui faktor-faktor internal yang paling berpengaruh terhadap peningkatan kinerja waktu dan mutu proyek. Hasil penelitian ini menunjukkan bahwa faktor manajemen dan faktor sumber daya manusia merupakan faktor utama yang mempengaruhi indicator kinerja waktu dan kinerja mutu proyek sehingga dapat disimpulkan pengelolaan yang baik terhadap faktor internal tersebut dapat meningkatkan kinerja waktu dan kinerja mutu proyek perusahaan jasa konsultan arsitektur.

The architecture firm is one area from many area in the construction industry, it need reconciliation in project performance especially in time and quality performance to gain success in global world competition. Reconciliation in internal factors is a one step need to be done, because internal factors are created by the firm and control by the firm, the internal factors consists of management, human resources, management of human resources, finance, culture of the firm, and other resources. The exact approach to improve performance of the architecture firm is to identified and analyzed internal factors in architecture firm that effect the improvement of project performance especially in time and quality performance. This research objective is to identified and analyzed internal factors in architecture firm that effect the improvement of project performance especially in time and quality performance. From the survey?s result and the use of Analytical Hierarchy Process (AHP) we should found the internal factors that significantly effect the improvement of project performance especially in time and quality performance. This research has shown that the management factor, and human resources factor are significant factors that effect the improvement of project performance especially in time and quality performance, hence it will be concluded that proper organize for the management factor and human resources factor should improve the project performance of architecture firm especially in time performance and quality performance.

Sasaran akhir perancangan adalah menciptakan bentuk yang memuaskan perilaku. Dalam proses pemenuhan kebutuhan tersebut, menjadi sesuatu yang sangat sulit ditentukan secara mutlak yang terkait dengan kinerja waktu. Hal ini tentunya akan berakibat terjadinya keterlambatan pada proses penyelesaian pekerjaan yang sangat berpengaruh terhadap pembengkakan biaya serta citra/performance perusahaan tersebut. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor apa saja yang berpengaruh dalam proses perancangan arsitektur terhadap kinerja waktu, meningkatkan kinerja waktu proses perancangan arsitektur dengan menetukan tindakan pencegahan dan koreksinya, serta membuktikan bahwa faktor-faktor yang berpengaruh tersebut terjadi pada perusahaan jasa konsultan arsitektur 'x' di DKI Jakarta. Dengan menggunakan metode analisa AHP dan analisa korelasi statistik didapat variabel faktor yang berpengaruh yakni pada tahap persiapan, pengambilan keputusan yang tidak jelas dari pemilik, dan lambanya keputusan persetujuan pemberi tugas, pada tahap konsep rancangan, ketidaksiapan dari pemberi tugas, dan banyaknya pengambil keputusan dari pihak pemilik, pada tahap prarancangan, keterlambatan pihak disiplin lain, ketidak serasian kerjasama antar disiplin, dan situasi yang tidak terduga sebelumnya, pada tahap pengembangan rancangan, perubahan program rancangan dari pemilik, sedangkan pada tahap pembuatan gambar kerja, target dan strategi pemasaran terkait dengan pemenuhan kebutuhan pengguna, dan perubahan program rancangan dari pemilik. Untuk menigkatkan kinerja waktu proses perancangan perlu dilakukan tindakan pencegahan dan koreksi untuk setiap faktor yang berpengaruh tersebut. Dan pembuktian studi kasus pada perusahaan jasa konsultan arsitektur 'x' di DKI Jakarta menunjukan indikasi dimana semua variabel hasil temuan penelitian ini terjadi pada proyek yang ditangani oleh perusahaan tersebut, walaupun tidak selalu terjadi secara keseluruhan pada satu jenis proyek. ......Final target of design is to create satisfying form of behavior. In course of accomplishment of the requirement, becoming something that is very difficult determined absolutely which related to time performance. This matter it is of course will cause the happening of delay at completion of task process which is have an effect on to increase of expense of project and also image / the company performance. This research aim to to identify affecting factors in architecture design process to time performance, improving time performance of architecture design process with determining the action of preventif and correction, and also proving that affecting factors happened in architecture firm 'x' at DKI Jakarta. By using method analyse AHP and statistical correlation analysis is got affecting factor variable on namely at preparation phase, ill defined decision making from owner, and tardy of decision of approval/permission from taskmaster, at design concept phase, unreadiness from taskmaster, and to the number of decision taker from owner, at pre-design phase, delay of other discipline, uncompatible of interdisciplinary cooperation, and situation that do not be anticipated previously, at design development phase, change of design program from owner, and while at working drawing phase, marketing strategy and goals related to accomplishment of requirement of new consumer needs, and change of design program from owner. For improving the time performance of architecture design process require to be conducted action by correction and prevention to each every factor having an effect on is the. And verification of case study at architecture firm 'x' at DKI Jakarta showing an indication where all variable result of this research finding happened at project of handled by the company, although do not always happened as a whole at one type of project.
