Abstrak :
Laut menjadi salah satu wilayah terjadinya kejahatan lintas negara. Kejahatan di laut yang paling sering terjadi adalah pembajakan kapal maupun penyanderaan awak kapal. Warga Negara Indonesia berulang kali menjadi korban penyanderaan ASG, salah satu kelompok ekstrem dari Filipina. Penyanderaan WNI tersebut disertai dengan permintaan sejumlah uang tebusan. Penyanderaan tersebut terjadi di Laut Sulu berbatasan langsung dengan Laut Sulawesi dan Sabah. Penyanderaan WNI dengan tebusan perlu diwaspadai oleh Pemerintah Indonesia sebagai bentuk ancaman keamanan di wilayah perbatasan juga mengancam keselamatan warga negara Indonesia. Sebagai upaya pencegahan maka Indonesia menginisiasi sebuah kerja sama bersama Filipina dan Malaysia. Kerja sama tersebut dikenal dengan nama Trilateral Maritime Patrol Indomalphi (TMP Indomalphi) untuk meningkatkan keamanan maritim. Penelitian ini menggunakan konsep dan teori maritim piracy, kidnapping for ransom, keamanan maritim, dan kerja sama internasional. Metode yang digunakan adalah penelitian kualitatif yang bersifat deskriptif. Hasil penelitian bahwa TMP Indomalphi adalah upaya Indonesia mencegah penyanderaan WNI di Laut Sulu. Kesimpulan penelitian ini adalah kerja sama TMP Indomalphi dianggap berhasil meningkatkan keamanan maritim dan mencegah penyanderaan WNI oleh ASG, walaupun masih perlu didukung dengan pembangunan ekonomi dan pendekatan sosial budaya. ......The sea is one of the areas where transnational crimes occur. The most common crimes at sea are ship hijacking and taking hostage. Indonesian citizens have been repeatedly taken hostage by ASG, an extremist group from the Philippines. The hostage-taking of the Indonesian citizen was accompanied by a demand for a ransom. The hostage-taking took place in the Sulu Sea, directly adjacent to the Sulawesi and Sabah Seas. The Indonesian government needs to be aware of the hostage-taking of Indonesian citizens with a ransom as a form of security threat in border areas that also threatens the safety of Indonesian citizens. As a prevention effort, Indonesia initiated a cooperation with the Philippines and Malaysia. The cooperation is known as the Trilateral Maritime Patrol Indomalphi (TMP Indomalphi) to improve maritime security. This study uses the concepts and theories of maritime piracy, kidnapping for ransom, maritime security, and international cooperation. The method used is descriptive qualitative research. The result of the research is that the Indomalphi TMP is Indonesia's effort to prevent Indonesian citizens from being held hostage in the Sulu Sea. The conclusion of this study is that the Indomalphi TMP cooperation is considered successful in improving maritime security and preventing Indonesian citizens from being held hostage by the ASG, although it still needs to be supported by economic development and a socio-cultural approach.

Warga Negara Indonesia WNI pada tahun 2016 telah diculik dan disandera berulang kali oleh kelompok teroris Abu Sayyaf di kawasan maritim. Pemerintah RI telah melakukan berbagai upaya dalam membebaskan WNI yang disandera oleh Abu Sayyaf. Upaya-upaya Pemerintah RI tersebut adalah melakukan negosiasi kepada Abu Sayyaf dan juga melakukan kerjasama terhadap berbagai pihak, baik pemeritah atau non pemerintah. Upaya-upaya tersebut merupakan strategi yang diterapkan oleh Pemerintah RI dalam membebaskan WNI yang disandera oleh Abu Sayyaf. Studi ini mencoba untuk memberi gambaran strategi Pemerintah RI dalam menanggulangi kasus penculikan dan penyanderaan oleh kelompok teroris, khususnya Abu Sayyaf. Studi ini juga memberikan penjelasan mengenai penculikan dan penyanderaan sebagai sebuah aksi teror dan ancaman terhadap Pemerintah RI.
ABSTRACT
In 2016, Indonesian Citizens has been kidnapped and held hostage repeatedly Abu Sayyaf terrorist in maritime area. The Government of Indonesia has made various efforts to free the citizens who held hostage by Abu Sayyaf Group. The efforts of Indonesia Government is negotiating to Abu Sayyaf Group and is also cooperation of various parties, both government or non government. These efforts is the strategy adopted by The Government of Indonesia in freeing Indonenesia Citizens who were held hostageby Abu Sayyaf Group. This study tries to illustrate The Indonesia Government strategy to cope cases of kidnapping and hostage taking by terrorist groups, and also provides an explanation of kidnapping and hostage taking as an act of terror and also pose a threat to The Government of Indonesia.

Nowadays Sulu Sea is becoming the core of geopolitics issues between Indonesia, Malaisya and the Philippines. The three countries are looking at Sulu Sea as the strategic environment which has the substance of their national security interest, but the maritime security condition at Sulu Sea has no longer stable after the existence of Abu Sayyaf Group. In this thesis will explain about the agreement of maritime security cooperation which is called as the Trilateral Cooperation Arrangement in preserving Indonesia, Malaisya and the Philippines national security interests at Sulu Sea. The agreement has been initiated by the minister of foreign affairs of those three countries in order to their common concern about the threat that has been conducted by the Abu Sayyaf Group. Indonesia, Malaysia, and the Philipinnes as the three countries who agreed in the Trilateral Cooperation Arrangement at Sulu Sea recognize the threat in the maritime areas is maritime piracy such as ship hijacking and kidnapping for ransom that could threatened their national security interest as well as their sovereignty at sea. Therefore in order to overcome the maritime piracy at Sulu Sea, the three countries implement the initiatives that have been agreed.
