Abstrak :
Tesis ini membahas tentang kinerja pengawas sekolah dan faktor yang terkait dengan kinerja pengawas sekolah dalam melaksanakan tugas pokoknya, yakni supervisi akademik dan supervisi manajerial. Penelitian berlokasi di Sekolah Menengah Pertama dengan nilai akreditasi C di Kabupaten Hulu Sungai Selatan Kalimantan Selatan. Penelitian ini adalah penelitian dengan metode kualitatif. Hasil penelitian mendeskripsikan bahwa kinerja pengawas sekolah masih belum optimal dalam menjalankan tugas pokoknya. Faktor yang terkait dengan kinerja pengawas sekolah selama ini adalah posisi pengawas sekolah secara struktur dan tidak adanya evaluasi kinerja pengawas sekolah selama ini. Peneliti menyarankan dalam melaksanakan tugas pokoknya, pengawas mempertimbangkan keadaan sekolah dengan melakukan analisis kebutuhan, agar program kepengawasan yang disusun dapat mengakomodasi kebutuhan sekolah sebenarnya. Dengan demikian diharapkan kinerja pengawas sekolah lebih optimal. Selain itu, perlu adanya reposisi pengawas sekolah secara struktur, posisi pengawas sekolah yang berada pada kewenangan dinas pendidikan kabupaten/kota menjadikan posisi yang lemah bagi pengawas sekolah dalam merekomendasikan dan merealisasikan hasil supervisi. Evaluasi kinerja pengawas sekolah perlu dilakukan untuk menilai dan mengevaluasi kinerja pengawas sekolah. ......This thesis discuss about school supervisor performance and factors concerned with school supervisor performance in implementing their main duties namely instructional supervision (supervisi akedemik) and management supervision (supervisi manajerial). The study was located at Junior High School on C criteria of accreditation in Hulu Sungai Selatan regency of South Kalimantan. This study uses qualitative method. The result of this study describe that school supervisors? performance in implementing their main duties is not optimal yet. Factors concerned with recent school supervisor performance is that school supervisor position in case of structure and recently, there is no evaluation towards school supervisor performance. Researcher suggests that, in implementing their main duty, supervisors have to consider the real condition of the school by executing school need analysis in order that there will be differences of supervision strategies implemented in each school, and school supervisor performance will be more optimal. It is necessary to hold reposition of school supervisor structurally. The position of recent school supervisor under the authority of local education office makes the weak position for the school supervisor in recommending and realizing the supervision result. It is necessary to hold an evaluation of school supervisor to assess and evaluate school supervisor performance.

Fenomena dugaan adanya kecurangan dalam pelakasaan Ujian Nasional merupakan hal yang memerlukan perhatian serius dari semua pihak, namun demikian pemerintah masih tetap menyelenggarakan Ujian Nasional untuk mengukur kualitas output peserta didik secara nasional. Peranan pengawas sekolah dalam fungsi supervisi pendidikan dan tugas pokok melakukan penilaian dan pembinaan diperlukan sebagai agent of change pada proses pembelajaran yang di sampaikan kepada guru. Tujuan supervisi tersebut adalah agar guru dapat memberikan pelayanan yang baik pada peserta didik sehingga siswa dapat berhasil dalam Ujian Nasional. Untuk itu diperlukan pengawasan optimal agar pelaksanaan Ujian Nasional dapat berdaya guna dan berahasil guna bagi pendidikan Indonesia. Tujuan dalam penelitian ini adalah untuk menganalisis peranan pengawas sekolah dalam Ujian Nasional di Kabupaten Indramayu. Penelitian ini merupakan penelitian kualitatif dengan analisis deskriptif menggunakan teknik pengumpulan data : wawancara, observasi insidental, dokumenter, dan diskusi kelompok. Hasil Penelitian Pengawas Sekolah dalam Ujian Nasional di Kabupaten Indramayu ini adalah: (1) pengawas sekolah hanya sebagai pemantau kesiapan sekolah penyelenggara UN, kelengakapan administrasi, ketercapaian target kurikulum, dan jumlah peserta Ujian Nasional pada satuan pendidikan, (2) kendala dalam program pengawasan pendidikan adalah kurangnya jumlah pengawas sekolah (3) kompetensi pengawas sekolah belum optimal karena latar belakang pendidikan yang tidak sesuai pada pengawas akademik, (4) nilai dan prinsip kepengawasan belum dapat berjalan dengan baik, serta (5) rekrutmen pengawas sekolah dipengaruhi oleh kepentingan politik Pemerintah Daerah Kabupaten Indramayu. ......The assumption of fraud phenomenon in National Examination needs serious attention from the stakeholders, but the government still implement National Examination to measure the national output of students. The role of school supervisor as their function in educational supervision and the core duties in doing assesment and controlling are needed as the agent of change in teaching and learning process conveyed to the teachers. The aim of supervision is that the teachers can give better service to students so they can pass the National Examination. For that pupose, optimum supervision is needed for efficient and effective result of the National Examination. The aim of this research is to analyze the role of school supervisors in the national examination in Indramayu regency. This research used qualitative method with descriptive analisys through interview, incidental observation, literature study and group discussion for data gathering. The result of this research about the school supervisors in National Examination in Indramayu regency are : (1) the school supervisors are only as the observers of school readiness for national examination, curriculum fulfillment target, and the amount of national examination participants, (2) educational supervision problem is lack of school supervisor quantity, (3) school supervisors competence is not in optimum level due to their inappropriate educational background, (4) the value and principles of supervision doesn?t run well, (5) school supervisor recruitment was affected by political interest of Indramayu regency government.

Dalam tesis ini mengukur efektivitas pelaksanaan supervisi akademik oleh pengawas sekolah di SMA Negeri 2 Bantaeng berdasarkan persepsi guru. Permasalahan yang terjadi di SMA Negeri 2 Bantaeng adalah tidak berjalannya pelaksanaan supervisi akademik oleh pengawas rumpun mata pelajaran, sehingga supervisi akademik dilaksanakan oleh pengawas pembina. Tujuannya adalah untuk menganalisis efektivitas pelaksanaan supervisi akademik oleh pengawas sekolah di SMA Negeri 2 Bantaeng menurut persepsi guru. Metode yang digunakan adalah deskriptif kuantitatif dengan jumlah responden sebanyak 58 orang guru. Kesimpulan dari penelitian ini adalah bahwa pelaksanaan supervisi akademik oleh pengawas sekolah di SMA Negeri 2 Bantaeng kurang efektif menurut persepsi guru. ......In this thesis measure the effectiveness of academic supervision by school Supervisor in SMA Negeri 2 Bantaeng by teachers perceptions. The problems that occur in SMA Negeri 2 Bantaeng is not the passage of implementing academic supervision by school Supervisors subject clusters, so that academic supervision carried out by supervisors builder. The aim is to analyze the effectiveness of the implementation of academic supervision by school Supervisors as perceived by teachers. The method used is descriptive quantitative by the number of respondents were 58 teachers. The conclusion from this study is that the implementation of academic supervision by school supervisor in SMA Negeri 2 Bantaeng less effective as perceived by teachers.

Abstrak :
Guru SMA di Pangkalpinang masih memiliki kelemahan dalam mengelola proses pembelajaran. Kelemahan itu meliputi perencanaan,pelaksanaan dan penilaian pembelajaran. Permasalahan itu perlu diatasi dengan melaksanakan supervisi akademik oleh pengawas sekolah melalui pendekatan supervisi klinis. Supervisi klinis adalah bantuan profesional yang diberikan kepada guru agar yang bersangkutan dapat mengatasi masalahnya dengan menempuh langkah-langkah yang sistematis. Melalui metode kuantitatif(kuesioner kepada guru SMA) dan kualitatif (wawancara mendalam kepada informan kunci) diperoleh temuan bahwa pelaksanaan supervisi klinis oleh pengawas sekolah belum optimal baik dalam prinsip-prinsip, syarat-syarat maupun prosedurnya. Belum optimalnya pelaksanaan supervisi klinis oleh pengawas sekolah tersebut karena lemahnya kompetensi kepribadian, kompetensi supervisi akademik, dan kompetensi sosial pengawas sekolah.

High School teachers in Pangkalpinang have several limitation in managing their learning process. The limitation include planning, implementation and learning assessment. That issues should be overcame by doing academic supervision , conducted by superintendent through clinical supervision approach. Clinical supervision is professional help given to teachers so that the teachers can handle their problem using systematic step. Using two methods, quantitative methods ( questionnaires to High School teacher) and qualitative methods (in-depth interview to key informant) show clinical supervision is not implemented by superintedent optimally both in principles, conditions and procedures. It is because the limitation in personality competence, academic supervision competence and superintendent's social competence.

Tesisi ini membahas tentang peranan pengawas sekolah dalam peningkatan mutu pendidikan di Kabupaten Indramayu. Latar belakang penelitian ini adalah adanya ketidaksetabilan mutu pendidikan di SMK Kabupaten Indramayu dan Pengawas Sekolah belum melaksanakan perannya secara maksimal sebagai inspecting, advising, monitoring, reporting, coordinating, performing leadership. Tujuan penelitian ini yang pertama adalah untuk mengetahui bagaimana kesenjangan peran pengawas di SMK Kabupaten Indramayu saat ini. Tujuan kedua adalah untuk mendapatkan gambaran tentang upaya apa yang dilakukan untuk menghilangkan kesenjangan peran pengawas sekolah di SMK Kabupaten Indramayu tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data campuran atau mix method. Teknik pengumpulan data kualitatif digunakan untuk menjawab pertanyaan penelitian yang pertama. Teknik pengumpulan data secara kuantitatif digunakan untuk menjawab kedua pertanyaan penelitian. Informan terdiri dari kepala dinas pendidikan, korwas, pengawas, kepala sekolah, komite, dan kepala sekolah. Pengumpulan data kuantitatif melalui pemberian angket kepada tujuh puluh lima responden terpilih. Kesimpulan penelitian ini pengawas sekolah Kabupaten Indramayu belum berperan secara maksimal sebagai supervisor, sebagai advising, sebagai monitoring, sebagai reporting, sebagai coordinating, dan performing leadership sesuai dengan Tupoksi pengawas. Saran yang bisa diberikan adalah Tugas pokok dan fungsi pengawas harus dijalankan dan berpedoman pada Permenpan No.21 Tahun 2010, sehingga gap atau kesenjangan peran yang terjadi selama ini dapat dibangun kembali dengan suatu kebersamaan dan semata-mata tugas Negara yang mulia, yaitu mencerdaskan kehidupan anak bangsa. Termasuk di dalam Permenpan tersebut bahwa intensitas kehadiran pengawas pada sekolah binaan harus lebih ditingkatkan kembali agar tidak ada jarak diantara kita, sehingga keberadaan dan kehadiran pengawas sangat dirindukan sebagai supervisor, advising, monitoring, reporting, coordinating, performing leadership. ......The aims of this tesis is about the role of school supervisor in increasing education quality in Indramayu regency. The background of this thesis is about there isn't instability of quality at Vocational High School in Indramayu and the supervisor don't implement their role maximally yet as inspector, advisor, monitor, reporter, coordinator, performer on leadership. The first aim is for knowing how the role gap at Vocational High School in Indramayu Regency for now. The second aim is to get description about an effort to neutralize of the role supervisor gaps. This research use qualitative method by using mix method. The collecting qualitative data used for answering the first research. The collecting quantitative data used to answer the second research. Informans comes from the head of national education in Indramayu, supervisor coordinator, supervisor, headmaster, and school committee. The collecting quantitative data used questioner to seventy respondent. This research concludes that school supervisor in Indramayu regency don't do yet maximally as supervisor, advisor, monitor, reporter, coordinator and performer on leadership based on seven obligation of supervisor. The suggestions are seven obligation have to do based on Permenpan No.21 2010 year, so the gap or the role can be built again together based on state obligation , that is to educate our children. In Permenpan no. 21 2010 year that the present intensity of supervisor have to increase again. So that there isn't space between supervisor and teacher, by this existence that the present of supervisor will be missed as supervisor, advisor, monitor, reporter, coordinator and performer on leadership based on seven obligation of supervisor.

Supervisi akademik dan supervisi manajerial adalah sarana untuk membantu meningkatkan kualitas profesionalitas tenaga pendidik dan tenaga kependidikan. Kualitas pendidikan merupakan suatu hal yang sangat penting dalam kehidupan berbangsa, namun harus diakui bahwa mutu pendidikan di Indonesia ternyata masih rendah. Rendahnya mutu pendidikan ini salah satu penyebabnya adalah kinerja pengawas yang rendah. Penelitian ini bertujuan untuk mengambarkan kinerja pengawas Sekolah Menengah Pertama Swasta dan apa yang menjadi hambatan pengawas dalam menjalankan tugas pokok dan fungsinya di Kota Kendari. Pendekatan penelitian ini di lakukan secara kualitatif dengan metode deskriptif. Teknik pengambilan datanya dengan wawancara dan studi dokumen. Hasil penelitian ini adalah bahwa supervisi akademik dan supervisi manajerial oleh pengawas Sekolah Menengah Pertama Swasta di Kota Kendari di nilai tidak efektif. Karena kegiatan pemantauan, penilaian, pembinaan dan pembimbingan dan pelatihan profesional guru dan kepala sekolah tidak sesuai dengan pedoman tugas kepengawasan, kendalanya adalah karena motivasi, intensitas dan kemampuan pengawas sekolah masih rendah. Quality of education is a very important thing in the life of the nation, but it must be recognized that the quality of education in Indonesia is still low. The low quality of education is one of the reasons is the low performance of the superintendent. The goal of this research are the performance of the Private Secondary School superintendent and what are the obstacles in carrying out supervisory duties and functions in Kendari. This research approach in doing a qualitative descriptive method. The interview data retrieval techniques and study documents. Results of this study was that academic supervision and managerial supervision by supervisors Private Secondary School in Kendari in value is not effective. Because the monitoring, assessment, coaching and monitoring and professional training of teachers and principals are not in accordance with the guidelines of supervisory tasks, the problem are due to motivation, intensity and the superintendent ability is still low. As well as Government is not optimal in empowering school supervisor and workload was heavy school superintendent.

Masalah pendidikan di Kabupaten Belitung adalah rendahnya kualitas guru mengajar. Guru merupakan kunci utama dalam proses belajar mengajar. Kompetensi dan kualifikasi guru menjadi perhatian yang penting. Pengawas sekolah memiliki peran dalam memberikan bantuan profesional kepada guru dalam menjalankan tugas pokoknya, maka dari itu kualifikasi dan kompetensi pengawas sekolah tidak boleh lebih rendah dari guru. Jumlah guru di SMP N 6 Tanjungpandan Belitung ada dua puluh tiga orang, lima diantaranya belum memiliki kualifikasi pendidikan S1, sedangkan Pengawas SMP di Kabupaten Belitung belum ada yang memiliki kualifikasi pendidikan setara S2, maka dari itu harus ditingkatkan kualifikasi dan kompetensinya. Tesis ini mengkaji tentang kegiatan pengawas sekolah dan kegiatan guru dalam kegiatan belajar mengajar di SMP N 6 Tanjungpandan Belitung. Dalam penulisan tesis ini menggunakan metode kualitatif. Hasilnya diketahui bahwa pengawas sekolah telah melakukan tugasnya sesuai dengan peraturan yang ada, sedangkan guru sudah melakuakan kegiatan pembelajaran di dalam kelas. Agar hasil belajar siswa lebih baik dan bermutu, maka kompetensi dan kualifikasi guru dan pengawas sekolah harus ditingkatkan. Untuk meningkatkan kompetensi dan kualifikasi guru dan pengawas sekolah ada beberapa cara, antara lain dengan pendidikan penyetaraan dan pelatihan. Lembaga yang kompeten menyelenggarakan peningkatan kompetensi dan kualifikasi guru dan pengawas sekolah adalah Dinas Pendidikan Kabupaten Belitung. ......Education issues in Belitung regency is the quality of teachers in teaching which is still poor. Teacher is the main key in teaching and learning process. The competency and qualification of teacher is an important thing to be concerned. School supervisor has a role in providing professional assistance toward teacher in carrying out its core functions. The qualification and competency of the school supervisors should not be lower than the teachers. There are twenty three teachers in Public Junior High School 6 in Tanjungpandan Belitung. There are five of them have not got scholar graduate. Junior high school's supervisors in Belitung have not got master degree. Therefore the qualifications and competencies should be improved. This thesis examines the activities of school supervisor and teachers' activities in teaching and learning activities in Public Junior High School 6 Tanjungpandan Belitung. This research applied Qualitative method.The results revealed that the school supevisors have done their job in accordance with existing regulations, while the teachers had done learning activities in the classroom. In order to reach better student learning outcomes and quality, the competencies and qualifications of teachers and school supervisors should be increased. To improve the competencies and qualifications of teachers and school supervisors there are several ways, such as by equalizing education and training. The institution that is competent to organize the enhancement of the competencies and qualifications of teachers and school supervisors is Education Office in Belitung District.

Tesis ini menganalisis rendahnya mutu pendidikan di Indonesia dilihat dari sudut pandang bagaimana peranan pengawas sekolah dalam penjaminan mutu pendidikan bidang akademik di Kota Kendari. Peran pengawas merupakan salah satu cara perbaikan pembelajaran untuk meningkatkan kompetensi guru dan kepala sekolah untuk membentuk peserta didik yang berkompeten khusus pada jenjang sekolah menengah atas, yang menjadi sekolah bersaing dan unggul sebagai integral sumber daya manusia. Adapun peranan pengawas sebagai guidance, konselor untuk memonitoring dan mengevaluasi sekolah binaan bertujuan untuk menciptakan sekolah yang bermutu, dengan dasar perbaikan standar isi, standar proses, standar kompetensi lulusan dan standar penilaian yang didukung dengan kemampuan dan keterampilan secara bertahap dan berkesinambungan, sesuai kurikulum yang merupakan skala prioritas meningkatkan mutu akademik. Penelitian ini menggunakan metode kualitatif dari paradigma konstruktif pada strategi naratif dan strategi phenomenologis, tehnik pengumpulan data dengan menggunakan wawancara mendalam dan studi dokumen. Pengumpulkan data melalui beberapa informan yang mengetahui tentang topik penelitian peneliti, yakni melalui wawancara mendalam dengan kepala dinas, pengawas, guru, kepala sekolah. peranan pengawas sekolah di kota Kendari belum maksimal dari hasil temuan dokumen dan wawancara dari beberapa informan, kunjungan pengawas belum optimal sehingga berdampak pada peningakatn mutu guru dan peserta didik. ......The thesis analyzes the low education quality in Indonesia observed from the perspective of how the school supervisor roles are in academic education quality assurance of in Kendari. The supervisor roles are one of the ways to improve teaching/ learning to increase the competence of teachers and principals to produce competent students particularly at a high school, which becomes a competitive and excellent school, as the integral part for human resources. The roles of a supervisor are as a guidance and a counselor to monitor and evaluate the school under his/her supervision in order to create a qualified school with the fundation of the improvement of content standard, process standard,graduate competence standard, and asssessment standard supported with the gradual and sustainable capability andskills in accordance with the curriculum which is a priority scale to increase academic quality. This research uses the qualitative method from the constructive paradigm at the narrative strategy and the phenomenology strategy. The datacollention technique uses indepth interview and a document study. The data collection was through several informants who know about the researcher?s research topic by conducting in-depth interview with the heads of a government agency, supervisors, teachers, and principals. The school supervisor roles in Kendari are not yet maximal from the document finding results and interview from several informants; the supervisor visits are not yet optimal so that this affects the quality increase of the teachers and students.

Supervisi akademik sebagai salah satu sarana untuk membantu meningkatkan kualitas profesionalitas tenaga pendidik, belum banyak dirasakan manfaatnya oleh para guru. Indikator dan faktor-faktor yang menghambat efektivitas pelaksanaan supervisi akademik tersebut diungkap melalui penelitian ini. Pendekatan penelitian dilakukan secara kualitatif dengan metode observational case studies. Teknik pengambilan data secara participant observation dan wawancara. Hasil penelitian ini menyimpulkan bahwa pelaksanaan supervisi akademik pengawas SMK di Kabupaten Kuningan dinilai tidak efektif, karena kegiatan penyusunan program dan laporan hasil pengawasan, kegiatan pembinaan, pemantauan, penilaian, dan kegiatan pembimbingan dan pelatihan profesionalitas guru tidak sesuai dengan pedoman tugas pengawasan. Faktor penyebabnya adalah motivasi, komitmen dan kemampuan pengawas rendah, komunikasi tidak lancar, upaya pemberdayaan Kepala Dinas Pendidikan belum optimal, kompleksitas dan beban kerja pengawas berat, dan budaya sekolah tidak mendukung. Perlu penelitian lebih lanjut untuk mengetahui adanya hubungan dan pengaruh faktor-faktor tesebut terhadap efektivitas pelaksanaan supervisi akademik Pengawas SMK. ......The benefit of academic supervision as one of the means to help improving the professional quality of educators has not yet been maximally spread among teachers. Indicators and factors that prevent the effectiveness of academic supevision aplication will be revealed through this research. Research approaches are done qualitatively by means of observational case studies. Techniques of data collection through participant observations and interviews. The result of this research concludes that academic supervision for vocational school supervisors in Kuningan is considered not effective because the activities of program settings and the report of supervision result, the activities of building, observation, assessment, guidance and training for teacher profesionalism are not appropriate with the guides of supervision duties. These occur because of inadequate motivation, commitment, and supervisors abilities, bad communications, the effort from the head of education service which is not optimal yet, complexity and the heavy burden of supervisors and school cultures that do not support. Further researches are needed to find out whether there are relationships and influences of those factors againts the effectiveness of academic supervision for vocational school supervisors.
