Abstrak :
Lengserya Suharto dilatarbelakangi dengan kri- sis ekonami yang ditandai dengan melonjaknya harga sembilan bahan pokok. Krisis tersebut, telah memicu kerusuhan sosial secara Iuas di beberapa kata di Jawa dan Sumatera pada tanggl 13-14 Mei 1998. Riset ini membuktikan ada distorsi terhadap implementasi monopoli BU- LOG untuk pengadaan beras dan tepung terigu, yaitu berupa pemberian hak ekslusif impor beras dan tepung terigu bagi perusahaan yang memi- liki hubungan dekat dengan mantan presiden Soeharto. Pengadann beras dan tepung terigu se- harusnya difakukan melalui mekanisme tender yang terbuka, sehingga akan tercapai harga yang kompetitif.

Abstrak :
In the period of 2004 to 2014 there was a significant growth of employment in the logistics sector in Indonesia. This reflects a rapid rise in the need for logistics activities to support outsourcing. Because there is strong competition in the sector, logistics services should be able to deliver both cognitive and affective customer satisfaction. Studies in logistic services have been mainly focused on service gaps, an aspect related to cognitive satisfaction in customers. Many studies have been conducted to evaluate logistics service quality using SERVQUAL and the Kano model. However, these are insufficient in addressing all aspects of logistics provision. Hence, a deep understanding of customer affective need (known in Japanese as Kansei) is required, to provide competitive advantage by modeling more comprehensive customer experiences based on perceived logistics services. This paper proposes a combined model of Kansei Engineering, Kano, and quality function deployment (QFD), which it is hoped will generate more innovative ideas for improvements related to customer emotional satisfaction and customer delight. A case study in supporting logistics services has been chosen to validate the proposed model, and a survey through face-to-face questionnaires involving 157 customers was carried out. The model was then validated, and through the House of Quality (HoQ) concept, some innovative improvement ideas are proposed. They include the use of apps for order confirmation and cancellation, the integration of Google Maps into the ordering system, pre-order booking, and a bilingual feature in the transaction menu. Thus, from a practical implication point of view, it is hoped that this study will provide guidelines to the managers of logistics services companies in capturing, measuring and analyzing customer emotional needs (Kansei), with respect to the service attributes which are highly significant to Kansei aspects.

Latar belakangdari penelitian ini, adanya peningkatan produksi hasil pertanian padi yang terjadidi jawa timur namun tidak dapat meningkatkan kesejahteraan petani. BULOGsebagai lembaga implementor dari kebijakan presiden untuk pembelian hasilpertanian padi petani, dimana perpres ini menentukan harga pembelianpemerintah untuk menjaga kesejahteraan petani. Tujuan dari penelitian ini untukmenganalisis implementasi kebijakan penyerapan hasil pertanian padi petani 2015di Jawa Timur dan Untuk mengetahui peranan yang dilakuakan oleh BULOGDivisi Regional Jawa Timur dalam meningkatkan penyerapan hasil pertanian.Penelitian ini menggunakan pendekatan post positivist dengan metode kualitatif.Hasil dari penelitian ini menunjukan bahwa sebagai Operator kebijakan,BULOG telah melakukan sebuah implementasi yang masih kurang baik dan dapatdilakuakan peningkatan dimana akan banyak berpengaruh terhadap kesejahteraanpetani. Dalam penyerapan hasil dari pertanian padi sendiri tidak mencapai targetyang dicanangkan dan dalam pembelian yang dilakuakan oleh BULOG terlihatdidominasi melalui mitra BULOG dimana hal ini banyak mengurangi pendapatanpetani kecil. Kehadiran BULOG juga tidak tepat waktu serta banyak informasimengenai penyerapan yang dilakukan oleh BULOG tidak sampai ke petani.Kata Kunci : Implementasi Kebijakan, Kesejahteraan Petani, BULOG

Background of this research is theincreasing of agricultural product in East Java but it can not increase the farmers rsquo welfare. BULOG as implementer institution from the President policy for buyingthe farmers rsquo agricultural product where the Presidents rsquo law is determinegovernments rsquo buying cost for stabilize the farmers rsquo welfare. The purpose of thisresearch are to analyze policy implementation of agricultural product absorptionin East Java year 2015 and to acknowledge the role of BULOG East JavaRegional Division in order to increase agricultural product absorption. Thisresearch is using post positivist approach with qualitative method. Research resultshows that BULOG as the policy implementer has done the programimplementation not optimal yet. In agricultural product absorption is not achievethe set target. Beside that, buy process which is done by BULOG is dominated byits colleague. So that, it can decrease small farmers rsquo income. Kegiatan logistik minyak mentah merupakan salah satu bagian penting dalam industri pengilangan minyak. Salah satu strategi yang dapat dilakukan untuk menghadapi tantangan global dalam industi pengilangan minyak adalah dengan melakukan optimisasi terhadap biaya logistik minyak mentah dari lapangan minyak ke kilang. Kegiatan logistik minyak mentah yang sebagian besar dilakukan dengan menggunakan kapal tanker merupakan salah satu penyumbang emisi gas rumah kaca (GRK). Berdasarkan hasil studi IMO tahun 2014, emisi GRK hasil dari kegiatan logistik diprediksi akan terus naik secara signifikan sampai tahun 2050 sehingga perlu dikendalikan dengan strategi perencanaan logistik yang tepat. Penelitian ini bertujuan untuk melakukan optimisasi muti tujuan dengan meminimalkan biaya dan emisi GRK pada kegiatan logistik minyak mentah dari lapangan minyak ke kilang dengan mempertimbangkan multi depot, multi product, dan heterogeneous fleet. Penelitian ini mengambil studi kasus untuk logistik minyak mentah ke kilang RU-X dengan skenario menggunakan kapal tanker konvensional dan kapal tanker berteknologi baru yang berbahan bakar LNG. Optimisasi multi tujuan dilakukan dengan permodelan matematika dan pemrograman linear pada piranti lunak AIMMS dan solver CPLEX. Hasil optimisasi multi tujuan dengan menggunakan kapal tanker konvensional menunjukkan bahwa sebagai akibat dari perubahan rute dan lapangan minyak terpilih, emisi GRK turun sebesar 11% yang disertai dengan penambahan biaya logistik minyak mentah sebesar 0,47%. Penggunaan kapal tanker berteknologi baru dengan bahan bakar LNG dapat menurunkan emisi GRK sebesar 22% dengan penambahan biaya sebesar 0,42%. Hasil optimisasi juga menunjukkan bahwa perubahan biaya logistik lebih didorong oleh biaya pembelian minyak mentah dari lapangan minyak terpilih yang memiliki porsi 99% terhadap total biaya logistik. ......Crude oil logistics activity is an important part of the oil refining industry. One strategy that can be taken to face global challenges in the oil refining industry is to optimize the logistics costs of crude oil from oil fields to refineries. Crude oil logistics activities, which are mostly carried out using tankers, are one of the contributors to greenhouse gas (GHG) emissions. Based on the results of the IMO study in 2014, GHG emissions from logistics activity are predicted to continue to increase significantly until 2050 so it needs to be controlled with an appropriate logistical planning strategy. This research aims to perform multi-objective optimization by minimizing cost and GHG emissions in the crude oil logistics activity from oil fields to refinery by considering multi-depot, multi-product, and heterogeneous fleet. A case study for crude oil logistics from certain oil fields to RU-X refinery is considered under the scenario of using conventional oil tankers and new technology oil tankers that are fueled by LNG. Multi-objective optimization is performed with mathematical modeling and linear programming on AIMMS software and CPLEX solver. The result of the multi-objective optimization shows that by using conventional tankers, GHG emissions decreased by 11% accompanied by additional logistical costs of crude oil by 0.47% because of changes in selected routes and oil fields. The use of new technology tankers with LNG fuel can reduce GHG emissions by 22% with an additional cost of 0.42%. Optimization result also show that the logistics costs are driven more by the cost of crude oil purchasing from selected oil fields, which account for 99% of the total logistics costs.
