ABSTRAK
Sumber utama lepasan radioaktif 137Cs yang dikategorikan sebagai global fallout berasal dari percobaan senjata nuklir pada masa lalu serta kecelakaan nuklir PLTN Chernobyl dan PLTN Fukushima yang masing-masing terjadi pada tahun 1986 dan 2011. Kontaminasi radioaktif yang berada di atmosfir akan terdeposisi ke daratan dan terdispersi melalui perairan. Operasional fasilitas nuklir yang telah ada dan rencana pembangunan RDE (Reaktor Daya Eksperimental) di Kawasan Puspiptek Serpong dapat berpotensi melepas radioaktif 137Cs melalui sungai Cisadane dan bermuara ke Teluk Jakarta. Diperlukan pemantauan lingkungan terhadap kandungan radioaktif hasil fisi sebagai kontrol terhadap tingkat radioaktivitas lingkungan laut saat fasilitas nuklir yang direncanakan dan fasilitas yang ada beroperasi. Disisi lain unit yang digunakan memiliki kelemahan efisiensi adsorpsi serta diperlukannya suatu unit yang mudah mobilisasi dan terintegrasi dengan pemantauan kualitas air. Pada penelitian ini telah dibuat alat ekstraksi 137Cs di air laut yang terintegrasi dengan pemantauan parameter air laut seperti pH, konduktivitas dan suhu. Prototipe telah menjalani proses pengujian dan memenuhi pedoman analitik IAEA dengan hasil batas kuantifikasi dan batas deteksi sebesar 0,13 mBq/l dan 0,29 mBq/l serta hasil uji bias relatif dan presisi dibawah batas yang diperbolehkan.
ABSTRACT
The main source of 137Cs radioactive releases categorized as global fallout came from nuclear weapon experiments in the past as well as nuclear accidents of the Chernobyl and Fukushima nuclear power plant occurred in 1986 and 2011. Radioactive contamination in the atmosphere will be deposited on land and dispersed through the water. The existing operational nuclear facilities and plan to construct an Experimental Power Reactor in the Serpong Puspitek area could potentially release radioactive 137Cs through the Cisadane river and ended in Jakarta bay. Environmental monitoring of fission product is required as control of the level radioactivity of the marine environment when the new nuclear facilities and existing facilities operate. On other hand the unit used has a weakness of adsorption efficeinsy and new unit that easily mobilized and integrated with monitoring of seawater parameter such as pH, conductivity and temperature. The unit have been made integrated with water quality checker and the data from the results can be downloaded on a computer device. This prototipe has been tested and fulfilled IAEA analytical guidelines with the results of decision threshold and detection limit were 0,13 mBq/l and 0,29 mBq/l respectively, also the results of the relative bias and precision test are below the permissible limit.

Resource management, extractive industries have a significant role to state revenues. Extractive industries sector in Indonesia is a very closed industry sectors primarily on revenues derived from state income Cooperation Contract (KKS). Resource management paradigm for the extractive industries exploited only to pursue exchange of reliance State Budget (Budget) by denying the maximum prosperity for the people. Globalization can not be avoided has affected the existence of Law No. 22 of 2001 on Oil and Gas value-laden liberal-capitalistic. Consequently, there has been a paradigm shift in both the PSC and the people of the country to the tyranny of capital resulted in the country and people can not renegotiate the contract. Therefore, reform of the legal arrangements in the extractive industries absolutely must be done in order to realize the people’s welfare. Urgency juridical formation of the Draft Law on Amendments of Law No. 22 of 2001, based on the decision of the Constitutional Court Case No. 002/PUU-I/2003 and Decision No. 36/PUU-X/2012. Just and prosperous society, as a goal, requires the struggle to create the basics, which is referred to as the national interests of the Indonesian people. All efforts and actions to ensure the implementation of state remains fixed on the terminus ad quem, just and prosperous society.

Transparansi dan keterbukaan data dipercaya dan berkembang sebagai suatu best practice untuk mencapai tata kelola pemerintahan yang baik good governance . Begitupun promosi transparansi bagi tata kelola sektor ekstraktif, khususnya minyak, gas, dan tambang telah diterima sebagai solusi yang paling efektif untuk lsquo;menyelamatkan rsquo; negara-negara berkembang yang kaya akan sumber daya alam dari buruknya tata kelola mereka. Meskipun begitu, penerimaan bahwa transparansi industri ekstraktif merupakan sebuah hal yang baik tidak terjadi begitu saja melainkan melalui berbagai perdebatan hingga akhirnya membentuk suatu pandangan umum. Berbeda dengan perspektif literatur-literatur yang dominan berkembang, tulisan ini mencoba melihat dari sudut pandang kritis penyebaran gagasan transparansi industri ekstraktif hingga adopsi dan implementasinya di negara berkembang yang penulis fokuskan pada Indonesia. Penulis menggunakan perspektif Gramsci untuk melihat proses terjadinya hegemoni intelektual dalam penyebaran suatu gagasan oleh sebuah blok historis yang bergerak dari berbagai arah. Penulis memfokuskan analisis pada lima fitur hegemoni intelektual yang merupakan hasil pemikiran Robert Cox, kemudian melihat proses penyebaran gagasannya mulai dari pembentukan blok historis hingga perluasannya keluar blok historis. Tulisan ini akan memperlihatkan proses perkembangan gagasan transparansi industri ekstraktif serta peran berbagai aktor didalamnya hingga mencapai adopsi dan implementasi di Indonesia.Kata kunci: EITI, Extractive Industries Transparency Initiative, good governance, transparansi, transparansi industri ekstraktif, Gramsci, Hegemoni.
ABSTRACT
Transparency through data disclosure has evolved as a best practice to achieve good governance. The promotion of transparency for extractive sector governance, particularly oil, gas and mining has been accepted as the most effective solution to 39 rescue 39 resource rich developing countries from poor governance. Nevertheless, the acceptance of the notion of extractive industry transparency should not be taken for granted as it went through various debates to finally win the general consensus that makes it has to be seen as a process. In contrast to the dominant perspectives of the spreading literatures, this paper attempts analyze the idea of extractive industry transparency through a critical perspective. This writing is focusing on the adoption and implementation of the notion in Indonesia. This writing uses Gramscian perspective to analyze the aspect of intellectual hegemony promoted by a historical bloc through different directions. This writing focuses on the five features of intellectual hegemony from Robert Cox, then sees the process of idea dissemination within the historical bloc to the actors outside of the historical bloc. This paper shows the dissemination of the notion of extractive industries transparency and the role of various actors within it to reach the adoption and implementation in Indonesia.Keywords EITI, Extractive Industries Transparency Initiative, good governance, transparency, extractive industries transparency, Gramsci, Hegemony.
