"ABSTRAK
Tesis ini membahas mengenai peranan instrumen ASEAN berupa forum-forum yang berfokus pada keamanan maritim seperti ASEAN Maritime Forum AMF , Extended ASEAN Maritime Forum EAMF , dan ASEAN Defense Minister Meeting ADMM Plus Experts rsquo; Maritime Group on Maritime Security yang belum berperan secara efektif dalam upaya menurunkan tingkat kejahatan di perairan Asia Tenggara, khususnya pembajakan dan perompakan. Penelitian ini adalah penelitian kualitatif deduktif. Hasil penelitian berkesimpulan bahwa kerjasama yang sudah disepakati dalam kerangka ASEAN tidak terlalu berjalan efektif karena adanya relative gain dan self-interest yang berbeda dari setiap anggota ASEAN, sehingga forum kerjasama maritim di bawah ASEAN hanya menjadi forum trust building tanpa ada tindak lanjut berupa operasi bersama atau patroli bersama di dalam kerangka ASEAN. Penelitan ini menyarankan agar Indonesia sebagai pemimpin tradisional ASEAN dapat memimpin kerja sama regional dalam menangani pembajakan dan perompakan di wilayah Asia Tenggara.

ABSTRACT
This thesis discusses the role of ASEAN instruments in the form of forums focusing on maritime security such as the ASEAN Maritime Forum AMF , the Extended ASEAN Maritime Forum EAMF , and the ASEAN Defense Minister Meeting ADMM Plus Experts rsquo Maritime Group on Maritime Security have not functioned effectively in the efforts to reduce crime rates in Southeast Asian waters, especially sea piracy and armed robbery at sea. This research is a deductive qualitative research. The research concludes that the agreed cooperation within the framework of ASEAN are not very effective because of the relative gain and different self interest of each ASEAN member, so that the maritime cooperation forums under ASEAN merely becomes forums of trust building without any follow up in the form of joint operation or joint patrol within the framework of ASEAN. This research suggests that Indonesia, as a traditional ASEAN leader, can lead regional cooperation in dealing with sea piracy and armed robbery at sea in the Southeast Asian region."

"Penelitian ini bertujuan untuk melihat pelayanan air bersih di Jakarta ditinjau dari perspektif water security/ketahanan air dan ketahanan nasional dengan studi kasus kebijakan dan pengelolaan air minum di Marunda-Kepu, Jakarta Utara. Jakarta adalah salah satu kota yang memiliki tingkat kepadatan penduduk yang tinggi di dunia. Badan Pusat Statistik mencatat, jumlah penduduk Jakarta mencapai 10,64 juta jiwa pada 2022. Namun cakupan layanan air di Jakarta tercatat baru tercapai 65,85% dari target 78,71% pada 2022. Pemerintah Jakarta telah memetakan sembilan titik wilayah krisis air bersih di Jakarta, salah satu titik wilayah yang terparah adalah di Kelurahan Marunda Kepu yang terletak di Kecamatan Cilincing. Kelurahan ini adalah salah satu wilayah di Jakarta Utara yang termasuk dalam pengelompokan wilayah dengan kelangkaan air. Adapun metode pada penelitian ini adalah metode kualitatif dengan menggunakan sumber data primer dan data sekunder. Kemudian dalam proses analisisnya, peneliti menggunakan jenis penelitian deskriptif-analitik dengan dengan pendekatan konsep water security dan ketahanan nasional dalam bingkai kebijakan publik. Hasil penelitian ini menemukan bahwa tiga elemen ketahanan air yaitu; aksesibilitas air, keamanan air, dan keterjangkauan air. Dalam konteks ketahanan air di Wilayah Marunda-Kepu, Jakarta Utara masih belum terpenuhi karena beberapa kendala yang ditemukan seperti masih adanya tekanan air yang kecil sehingga suplai air masih rendah, pengelolaan limbah yang buruk sehingga berpotensi mengganggu keamanan air, serta masih adanya aktivitas ilegal monopoli harga dari pihak ketiga yang mengakibatkan tingginya harga air. Pemerintah melalui Perusahaan Daerah Air Minum Jakarta (PAM Jaya) telah mengambil langkah kebijakan yang bersifat inkremental dalam memenuhi pelayanan dan pengelolaan air, termasuk dalam mengantisipasi air baku dan mewujudkan ketahanan air yang berkelanjutan dalam rangka memperkuat ketahanan nasional.

This study aims to see clean water services in Jakarta from the perspective of water security and national resilience with a case study of drinking water policy and management in Marunda-Kepu, North Jakarta. Jakarta is one of the cities that has a high population density in the world. The Central Statistics Agency noted that Jakarta's population reached 10.64 million people in 2022. However, water service coverage in Jakarta has only reached 65.85% of the target of 78.71% in 2022. The Government of Jakarta has mapped nine points of clean water crisis areas in Jakarta, one of the worst areas is in Marunda Kepu Village located in Cilincing. This village is one of the areas in North Jakarta that is included in the grouping of areas with water scarcity. The method in this study is a qualitative method using primary data sources and secondary data. Then in the analysis process, researchers use a type of descriptive-analytical research with an approach to the concept of water security and national resilience in the frame of public policy. The results of this study found that three elements of water resistance are; water accessibility, water security, and water affordability. In the context of water security in the Marunda-Kepu Area, North Jakarta is still not fulfilled due to several obstacles found such as the existence of small water pressure so that the water supply is still low, poor waste management that has the potential to disrupt water security, and the illegal activity of price monopoly from third parties which results in high water prices. The government through the Jakarta Regional Water Supply Company (PAM Jaya) has taken incremental policy steps in fulfilling water services and management, including in anticipating raw water and realizing sustainable water security in order to strengthen national resilience"

"ABSTRAK
Air adalah kebutuhan dasar kehidupan. Pertumbuhan jumlah penduduk dan dampak perubahan iklim menyebabkan banyak kota menghadapi masalah ketersediaan air. Semarang adalah kota level kedua di Indonesia yang menghadapi masalah ketahanan air. Terancamnya ketahanan air Kota Semarang disebabkan oleh kondisi geologi, litologi batuan, dan geomorfologi wilayah. Sebagai kota pesisir, Semarang menghadapi dampak perubahan iklim. Berdasar kondisi tersebut maka upaya pemanfaatan metode pemanenan air hujan seharusnya dapat digunakan untuk mendukung pemenuhan kebutuhan air, sehingga dapat meningkatkan ketahanan air Kota Semarang. Namun, penerapan sistem pemanenan air hujan di Kota Semarang kurang berhasil, sehingga perlu dikaji penyebabnya. Penelitian ini memiliki tiga tujuan. Metode yang dipergunakan dalam penelitian ini adalah metode statistik non-parametrik memanfaatkan data kuesioner. Penelitian ini menghasilkan tiga hal. Yang pertama tingkat penerimaan masyarakat Kota Semarang terhadap penerapan pemanenan air hujan secara umum berada pada level rendah hingga sedang, dengan wilayah penerimaan paling tinggi berada di wilayah Semarang Tengah. Hasil kedua menunjukkan bahwa semakin kearah selatan, curah hujan semakin tinggi dan jika dikaitkan dengan potensi pemanenan air hujan maka wilayah Semarang Tengah memiliki potensi pemanenan air hujan paling baik. Hasil ketiga adalah, model sosio-spasial berdasar tujuh parameter, mampu menggambarkan distribusi tingkat kemauan masyarakat untuk menerapkan pemanenan air hujan dengan akurasi model mencapai 89,69 .

ABSTRACT
Water is a basic necessity of life. Population growth and climate change effects have caused many cities to face water supply problem. Semarang categorized as a second level city in Indonesia. Water security threat in Semarang City is due to its geological condition, lithology, and geomorphology of the region. As a coastal city, Semarang also faces climate change impacts. Rainwater harvesting methods should be utilized as an alternative to support water needs fulfillment hence improving water security condition. Currently, implementation of rainwater harvesting system in Semarang City has not yet successful and lead to questions on this research. The method used in this research is non parametric statistical method using questionnaire. This research has three results first, the level of Semarang City public acceptance of rainwater harvesting application in general is at low to moderate levels, with the highest reception area in Central Semarang second, towards the southern area of the city, rainfall is higher and if it is associated with the potential of rainwater harvesting, Central Semarang region has the best rainwater harvesting potential and third, the socio spatial model based on seven parameters that able to describe the distribution of community willingness to apply rainwater harvesting has yield to 89.69 model accuracy. "

""The world of development thinkers and practitioners is abuzz with a new lexicon: the idea of "the nexus" between water, food, and energy which is intuitively compelling. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water-Food-Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions - a dynamic understanding of water-food-energy systems, and a normative positioning around nexus debates, in particular around social justice. The authors argue that a shift in nexus governance is required towards approaches where limits to control are acknowledged, and more reflexive/​plural strategies adopted. "This book explores the implications of urbanization and climate change for peri-urban water security in South Asia. Focusing on four locations in the region, namely Kathmandu (Nepal), Khulna (Bangladesh), and Hyderabad and Gurgaon (India), the book describes how climate change and urbanization shape peri-urban water security. The research documents the socio-technical mediation of water insecurity, describing both technological and institutional adaptive responses. In describing adaptation, the focus is both on planned and autonomous adaptation. The book further documents the differential vulnerabilities of peri-urban communities, describing the factors that disadvantage certain men, women, and groups of people as compared to others. With a focus on peri-urban contexts, the book bridges an important gap in current studies of adaptation and vulnerability to the impacts of climate change that tend to focus on purely agrarian or urban contexts.
