Penelitian ini bertujuan untuk menyajikan gambaran mengenai fenomena kejahatan kekerasan menggunakan senjata api yang terjadi di wilayah hukum Polres Lhokseumawe yang meliputi wilayah Kota Lhokseumawe dan sebagian wilayah Kabupaten Aceh Utara yang terjadi pasca MoU Helsinki sepanjang periode tahun 2005 sampai dengan tahun 2010 serta bagaimana upaya penaggulanganya. Data di lapangan menunjukan bahwa masih terjadi kejahatan kekerasan menggunkan senjata api di Aceh pasca MoU Helsinki seperti penculikan dengan meminta tebusan, pemerasan, perampokan, hingga pembunuhan yang dikaji dengan menggunakan Routine Activities Theory. Kejahatan kekerasan menggunakan senjata api pasca MoU ini dilakukan oleh oknum mantan GAM (Gerakan Aceh Merdeka) yang berasal dari kalangan kelas bawah yang terbiasa hidup dalam suasana penuh kekerasan sesuai Lower Class Culture Theory. Mereka melakukan kejahatan tersebut karena didorong alasan kebutuhan ekonomi disamping memiliki sarana senjata api illegal sisa konflik bersenjata di Aceh yang masih banyak beredar di tangan para oknum mantan GAM tersebut sebagai bentuk inovativ dalam Anomie Theory dengan mempertimbangkan untung ruginya kejahatan tersebut dilakukan sesuai dengan Rational Choice Theory. Kejahatan kekerasan menggunakan senjata api yang dilakukan oleh oknum mantan GAM tersebut pada akhirnya menimbulkan keresahan dan gangguan keamanan serta ketertiban bagi masyarakat sehingga diperlukan adanya upaya penanggulangan kejahatan yang bersifat pencegahan (preemtif dan preventif) dan penindakan (represif) oleh Polres Lhokseumawe selaku aparat kepolisian yang mengacu pada konsep penanggulangan POLRI maupun konsep penanggulangan O.W Wilson yang secara garis besar digunakan oleh kepolisian diseluruh dunia. Data yang ada menunjukan bahwa upaya penanggulangan yang telah dilakukan dapat dikatakan cukup berhasil menurunkan angka kejahatan kekerasan menggunakan senjata api di wilayah hukum Polres Lhokseumawe. Namun demikian, mengacu pada data yang ada, keberhasilan upaya penaggulangan tersebut bukan hanya merupakan kerja dari pihak kepolisian semata akan tetapi juga karena adanya dukungan dan faktor-faktor lainya yang mempengaruhi keberhasilan tersebut sebagaimana konsep dari Walter C. Reckless, termasuk juga adanya dukungan dari berbagai instansi lain diluar kepolisian seperti aparat pemerintahan, TNI, unsur-unsur penegak hukum dalam Criminal Justice System, pihak swasta, serta masyarakat itu sendiri.
This research is aimed to description about phenomenon of violence crime uses fire arm that happened at jurisdiction of Lhokseumawe's Police territory which cover Lhokseumawe's city area and North Aceh regency area after MoU Helsinki since 2005 until 2010 and how to prevention it. Field data confirmed and found that the crimes that happened in Aceh's after MoU, such as kidnapping, blackmail, robberies, and murder may learned by using Activities Rootine Theory?s. The Violence crime uses fire arm does by ex GAM (Aceh Freedom Movement) from lower class community and usually lived in violence atmosphere basic on Lower Class Culture's Theory. They doing that crime because pushed by economy needs, beside they still have illegal fire arm from Aceh leavings conflict as forms inovative in Anomie Theories after they decided about lost and benefit doing crimes according to Rational Choices Theories. That crime must fight with prevention efforts by Lhokseumawe's Police with preventive and repressive action according to POLRI concept and O.W. Wilson concept that used by police throughout world. Existing data has demoed that crime prevention efforts has success to demoted violence crime number at Lhokseumawe's Polres' territory of jurisdiction. But such, according to existing data, that success not only because of police work, but also caused by other factors that influence success as concept from C. Walter. Reckless, including existence support from government, TNI, Law enforcer elements in Criminal Justice System's , private, and society itself.

Skripsi ini membahas mengenai sextortion atau pemerasan yang dilakukan dengan memanfaatkan konten intim milik korban. Konten intim tersebut didapatkan oleh pelaku dengan berbagai cara, baik itu melalui hubungan konsensual, catfishing, hacking, dan/atau ditemukan konten intim tersebut oleh pelaku. Perbuatan pemerasan sudah diatur dalam peraturan pidana di Indonesia, yaitu KUHP ataupun ketika pemerasan dilakukan dengan menggunakan media elektronik maka diatur dalam UU No. 19 Tahun 2016 dan UU No. 11 Tahun 2008. Namun ketentuan tersebut dinilai masih kurang efisien untuk menangani kasus sextortion yang tentunya berbeda dengan pemerasan dalam ranah umum, karena esensi dari sextortion adalah digunakannya konten intim milik korban untuk menjadi bahan pemerasan dan sextortion termasuk dalam ranah kekerasan seksual. Berdasarkan penelitian yang bersifat deskriptif ini, menyarankan bahwa perlu dikriminalisasikan perbuatan sextortion di Indonesia. Meskipun pada akhirnya sextortion sudah diatur dalam UU No. 12 Tahun 2022 melalui Pasal 14 ayat (2) huruf a jo. Pasal 14 ayat (1), namun tetap saja perlu dirumuskan kembali. ......This thesis discusses sextortion or extortion carried out by utilizing intimate content that belonging to the victim. The intimate content is obtained by the perpetrator in various ways, it can be by through consensual relationships, catfishing, hacking, and/or finding the intimate content by the perpetrator. The act of extortion has been regulated in criminal regulations in Indonesia, by the Criminal Code or when extortion is carried out using electronic media, it is regulated in Law number 19 of 2016 jo. Law number 11 of 2008. However, this provision is still considered inefficient to handle cases of sextortion, which is certainly different from extortion in the public domain, because the essence of sextortion is the use of intimate content belonging to the victim to be used as material for extortion and sextortion is included in the realm of sexual violence. Based on this descriptive study, it is suggested that it is necessary to criminalize the act of sextortion in Indonesia. Although sextortion has been regulated in the Act on the Law Number 12 of 2022 through Article 14 paragraph (2) letter a jo. Article 14 paragraph (1), however, still needs to be reformulated.
