Abstrak :
Transportasi daerah perkotaan tidak pernah terlepas dari pengelolaan sistem angkutan umumnya. Didalam sistem angkutan umum dikenal adanya lima tahapan perencanaan ysng terdiri dari perencanaan rute (jaringan), perencanaan frekuensi kendaraan , perencanaan time tabling (jadwal angkutan umum) yang dipergunakan oleh (user), perencanaan Jadwal pemberangkatan armada dan perencanaan jadwal bagi pengemudi armada. Untuk mempermudah pemecahan masalah transportasi maka pada perencanaannya dibuat dalam bentuk model. Model untuk perencanaan transportasi sendiri dapat dibuat secara dinamik atau statik, dimana model statikjauh lebih sederhana dibandingkan model dinamik. Skripsi ini bertujuan untuk membuat model perencanaan rule untuk angkutan umum dengan simulasi dinamika sistem. Dengan model penetapan rute ini dapat diketahui rute mana yang paling layak untuk dioperasikan. Pada tahapan selanjutnya model ini disimulasikan dengan metode dinamika sistem, sehingga dapat diprediksi kelayakan rute untuk tahun-tahun mendatang. Pembuatan model perencanaan rute untuk angkutan umum didasarkan pada faktor-faktor yang mempengaruhi perencanaan rute, yaitu profit yang dihasilkan oleh tiap pilihan rute. Profit merupakan fungsi dari revenue yang dihasilkan dan total cost yang harus dikeluarkan untuk pembiayaan rule. Revenue sendiri sangat dipengaruhi oleh jumlah demand dan travel time sedangkan total cost dipengaruhi jarak tempuh dan teknologi yang dipergunakan. Salah satu kelebihan dari dinamika sistem adalah dapat memberikan feedback yang diperlukan dalam pembuatan suatu model. Feedback pada model penetapan rute terletak pada optimasi jumlah demand terhadap headway yang terjadi. Dari hasil simulasi didapatkan jumlah demand akan naik turun hingga mencapai suatu kondisi dimana jumlahnya konstan. Model perencanaan rute ini sendiri dibuat dengan memilih salah satu rute yang dioperasikan oleh operator sebagai bahan kajian akan layak atau tidaknya rute yang telah dioperasikan serta memberikan pertimbangan terhadap alternatif-alternatif pertimbangan terhadap rute-rute lain yang memiliki tujuan sama. Rute yang dipergunakan sebagai bahan kajian dan sumber data-data yang dipergunakan didalam simulasi ini adalah P-43 (trayek Depok - Lapangan Banteng). Dalam tahapan perancangan hasil pemodelan harus mendekati sistem yang sebenarnya, sehingga dari pemodelan ini tujuan utama penulisan berupa penggunaan pendekstan dinamika sistem dalam proses penetapan rute untuk angkutan umum dapat tercapai.
