Skripsi ini membahas tentang kebijakan-kebijakan yang dikeluarkan oleh Sheikh Zayed bin Sultan Al Nahyan selama memimpin Uni Emirat Arab pada periode 1971 hingga 2004. Landasan teori yang digunakan adalah teori kebijakan negara serta teori modernisasi dan teori kekuasaan untuk memahami tentang kekuatan dari kebijakan yang sangat berpengaruh bagi kehidupan negaranya. Metode penelitian yang digunakan adalah metode penelitian sejarah dengan jenis penelitian deskriptif. Berakhirnya perjanjian antara Inggris dengan emirat di Teluk Arab memunculkan keinginan membentuk sebuah negara yang berdaulat. Pada 2 Desember 1971, enam emirat di kawasan Teluk Arab bersatu dan mendirikan negara federasi yaitu Uni Emirat Arab. Sheikh Zayed bin Sultan Al Nahyan didaulat menjadi presiden pertama. Selama memimpin UEA, Sheikh Zayed bin Sultan Al Nahyan melakukan modernisasi melalui kebijakan di bidang politik, ekonomi, sosial dan budaya. Kebijakan politik memberlakukan dua sistem pemerintahan yaitu sistem federal dan sistem tradisional. Kebijakan Ekonomi yaitu tidak diberlakukannya pajak. Kebijakan Sosial berupa pelayanan pendidikan dan kesehatan gratis. Kebijakan Budaya yaitu dengan mendirikan institusi-institusi kebudayaan di setiap emirat. Kebijakan-kebijakan tersebut memberi dampak yang positif bagi kehidupan Uni Emirat Arab.

ABSTRAK
This thesis aimed to discuss about Sheikh Zayed bin Sultan Al Nahyan?s policies since led the United of Arab Emirate in the period 1971 to 2004. The analysis was performed using the theory of state policy and the theory of modernization as well as the theory of power to understand about the power of the most influential policies to his country life. This thesis used historical research method with descriptive research. The overall of data were obtained by the author through literatures in the form of books, scientific articles, journals, research reported, magazines and related newspaper. The result of this analysis showed the end of agreement between the British with Emirate in the Arabia Gulf which emerged the eagerness to establish a sovereign state. In december 2, 1971, six emirate in the Arabian Gulf were coalesced to establish federal state, namely the United Arab Emirates. Zayed bin Sultan Alnahyan became the first president of the United of Arab Emirates. During leading the UAE, Zayed bin Sultan Alnahyan had modernized through policies in the political, economic, social, and culture fields. The political policy enforced two administration system, namely federal and traditional system. The economic policy enforced no taxation. The social policy given education and health serving freely. The culture policy was such as establishing cultural institutes in the every emirates. The policies given positive impact for the United of Arab Emirates life.

Artikel ini membahas tentang pariwisata halal di Uni Emirat Arab (UEA). Negara UEA adalah salah satu anggota Organisasi Kerjasama Islam (OKI) yang mendapat peringkat ke-5 sebagai destinasi pariwisata halal terbaik dunia pada 2019. Sebagai negara di kawasan Timur Tengah, dengan mayoritas penduduk beragama Islam, bukankah kehalalan tidak perlu dinyatakan lagi? Demikian pertanyaan yang mendasari penelitian ini. Dengan menggunakan penelitian kualitatif melalui studi pustaka, artikel ini menjelaskan konsep pariwisata halal dalam perspektif UEA, potensi pariwisata yang dikembangkan dan penerapan pariwisata halal di UEA. Teori yang digunakan dalam penelitian ini adalah teori pengembangan pariwisata. Hasil penelitian menunjukkan bahwa konsep pariwisata halal di UEA merupakan konsep standardisasi pelayanan dan sarana dalam menarik wisatawan muslim mancanegara. Adapun potensi yang dikembangkan adalah warisan kebudayaan Islam dalam kemasan modernitas. ......This article discusses halal tourism in the United Arab Emirates (UAE). The UAE is a member of the Organization of Islamic Cooperation (OIC) which is ranked 5th as the world's best halal tourism destination in 2019. As a country in the Middle East region, with the majority of the population being Muslim, doesn't halal need to be declared again? These are the questions that underlie this research. By using qualitative research through literature study, this article explains the concept of halal tourism in the UAE perspective, the tourism potential that is developed and the application of halal tourism in the UAE. The theory used in this research is the tourism development theory. The results show that the concept of halal tourism in the UAE is a concept of standardization of services and facilities in attracting foreign Muslim tourists. The potential to be developed is Islamic cultural heritage in the packaging of modernity.

Tulisan ini bertujuan menjelaskan proses modernisasi yang berlangsung di Uni Emirat Arab hingga saat ini (2023) dengan mengeksplorasi perubahan bidang ekonomi, pendidikan, sosial, dan budaya di negara tersebut dapat memengaruhi peran perempuan di masyarakat. Metode penulisan yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengambilan data berupa studi pustaka dari menggali literatur, seperti buku, jurnal ilmiah, dan artikel internet. Dalam menganalisis sejarah perkembangan peran perempuan di Uni Emirat Arab, penulis menggunakan pemikiran tokoh emansipasi perempuan dari Mesir, Qasim Amin (1863-1908) dan teori perubahan sosial dari sosiolog asal Indonesia, Soerjono Soekanto (1922-2015). Penulis menemukan bahwa terdapat perubahan berkelanjutan mengenai perkembangan peran perempuan di Uni Emirat Arab. Perempuan UEA masa tradisional, banyak digambarkan berperan dalam rumah tangga saja. Faktanya, perempuan di masa sebelum ditemukannya minyak (tradisional), juga berperan dalam bidang ekonomi untuk membantu pendapatan keluarga. Proses modernisasi UEA sejak ditemukannya minyak hingga saat ini, membuat warga UEA lebih stabil secara finansial dan peran perempuan semakin terlihat tidak hanya dalam bidang ekonomi, tetapi juga dalam publik sebagai administrator, politisi, pengusaha, dan banyak lagi. Di bawah konstitusi, Uni Emirat Arab menjamin hak dan status hukum yang setara antara laki-laki dan perempuan. ......This writing aims to explain the ongoing process of modernization in the United Arab Emirates up to the present (2023) by exploring changes in the economic, educational, social, and cultural fields that may impact the role of women in society. The writing methodology employed in this research is qualitative, utilizing literature review as a data collection technique by examining literature such as books, scholarly journals, and internet articles. In analyzing the history of the development of women's roles in the United Arab Emirates, the author draws on the thoughts of the women's emancipation figure from Egypt, Qasim Amin (1863-1908), and the social change theory of the Indonesian sociologist, Soerjono Soekanto (1922-2015). The author finds that there has been continuous change regarding the development of women's roles in the United Arab Emirates. In traditional UEA society, women were often depicted as having roles primarily within the household. In reality, during the pre-oil discovery period (traditional), women also played a role in the economy to contribute to family income. The modernization process in the UEA since the discovery of oil until now has made UEA citizens more financially stable, and the role of women is increasingly visible not only in the economic sphere but also in the public domain as administrators, politicians, entrepreneurs, and more. Under the constitution, the United Arab Emirates ensures equal rights and legal status between men and women.

Akhir ini membahas tentang Industri Pariwisata Dubai. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif analitis. Dari penelitian ini penulis mengetahui bahwa Dubai beralih menggunakan sektor Industri Pariwisata sebagai tambahan pemasukan negara selain sektor migas. Hal ini dibuktikan dari besarnya pertumbuhan wisatawan yang bermalam di Dubai sehingga mendorong GDP dari devisa yang diterima Dubai. Kemudian, pemerintah Dubai mendukung hal tersebut dengan kebijakannya membentuk Dubai Tourism and Commerce Market yang telah melakukan berbagai upaya menarik wisatawan ke Dubai serta pembangunan infrastruktur penunjang seperti hotel dan apartemen. Di samping itu, tersedianya berbagai macam objek wisata yang ada di Dubai yaitu, objek wisata religi, konvensional, budaya, dan cagar alam. Dengan demikian, hasil penelitian ini menyimpulkan bahwa potensi alam, kebudayaan, infrastruktur dan kebijakan pemerintah mendukung perkembangan industri pariwisata telah mempengaruhi pertumbuhan perekonomian Dubai. ...... This Final Project discusses the Dubai tourism industry. This research is a qualitative research with analytical descriptive design. From this research, the author learns about Dubai using the Tourism Industry sector as an additional state income besides the oil and gas sector. This is evidenced from the increased growth of tourists who spend the night in Dubai so that it encourages GDP from foreign exchange received by Dubai. Then, the Dubai government supported this by making its policy to form the Dubai Tourism and Commerce Market which has made various efforts to attract tourists to Dubai as well as the construction of supporting infrastructure such as hotels and apartments. In addition, the availability of various kinds of tourist objects in Dubai, namely, religious, conventional, cultural, and nature reserve. Thus, the results of this study discuss the natural potential, development, infrastructure, and policy. Dubai's economic growth.

Negara Dubai memiliki bangunan-bangunan modern di kawasan Timur Tengah yang tepatnya berada di kawasan Uni Emirat Arab. Saat ini Negara Dubai telah menjadi objek pariwisata turis mancanegara. Peradaban Dubai sangat maju ini banyak mengubah sudut pandang para turis mengenai kawasan Timur Tengah yang banyak mempertahankan bentuk bangunannya sejak peradaban kuno. Dubai, yang didominasi oleh bangunan modern, tentunya memiliki sejarah awal modernisasi bangunan-bangunan tersebut. Karya tulis ini membahas mengenai sejarah modernisasi bangunan di negara Dubai dan juga upaya pemerintah dalam pemeliharaan bangunan tradisional di negara tersebut.

ABSTRACT<>br> This paper discusses about modernization of Dubai rsquo s building. The method used in this research is literature review methods. The Emirate of Dubai has modern buildings in the Middle East region, precisely located in the United Arab Emirates. Currently, Dubai has became a great travel attraction of foreign tourists. This highly developed of Dubai civilization has greatly changed the tourist point of view about the Middle East region which has retained much of its buildings shape since ancient civilizations. Dubai, which is dominated by modern buildings, certainly has an early history of modernization of the buildings. This paper discusses the history of modernization of buildings in the emirate of Dubai and also government efforts to maintain the traditional buildings in the country.
