"Salah satu fungsi Pusat Data dan Informasi (Pusdatin) adalah melakukan kegiatan pengelolaan aplikasi. Permasalahan yang ada di Pusdatin saat ini adalah minimnya indikator kinerja pengelolaan aplikasi yakni baru sebatas penyelenggaraan helpdesk aplikasi. Aplikasi yang saat ini menjadi prioritas utama untuk dikelola oleh Pusdatin adalah E-Monitoring yang sudah 11 tahun diimplementasikan namun belum dilakukan kegiatan pengelolaan. Untuk itu, perlu dilakukan pengelolaan yang tepat. E-Monitoring merupakan aplikasi keuangan yang memiliki fungsi utama untuk membuat rincian pengeluaran, sebagai dasar untuk mengisi aplikasi keuangan yang disediakan oleh Kementerian Keuangan. Data Aplikasi E-Monitoring merupakan rujukan dalam rapat pimpinan di Kementerian Perindustrian sehingga pimpinan dapat melihat rincian pengeluaran dan kinerja penyerapan anggaran secara detail di seluruh satuan kerja. Teori yang digunakan dalam penelitian ini adalah gabungan dari DeLone and McLean, UTAUT, dan Extended EECM IT. Metode pengambilan data dilakukan dengan kuesioner kepada 107 user aplikasi E-Monitoring. Dari penelitian ini didapatkan hasil bahwa Net Benefit implementasi sistem E-Monitoring APBN dipengaruhi oleh Satisfaction dan Intention to Use. Faktor yang memengaruhi Satisfaction, dan Intention to Use sistem, diantaranya System Quality, Service Quality, Perceive Usefulness, Facilitating Condition, dan Social Influence, menjadi pijakan dalam memberikan rekomendasi. Pada penelitian ini, ada 17 rekomendasi yang telah dikonfirmasi oleh Pusdatin Kementerian Perindustrian. Beberapa rekomendasi yang dihasilkan antara lain penyelenggaraan training online untuk user baru aplikasi E-Monitoring APBN, pembentukan satuan tugas helpdesk aplikasi, pembuatan regulasi setingkat Peraturan Menteri untuk implementasi E-Monitoring, dan penyesuaian fungsionalitas E-Monitoring dengan perkembangan kebutuhan informasi di lingkungan Kementerian Perindustrian saat ini, mengingat adanya perubahan aplikasi keuangan dari Kementerian Keuangan.

One of the functions of the Data and Information Center (Pusdatin) of the Ministry of Industry is to carry out application management activities. The problem at the Pusdatin is the lack of performance indicators for application management at these times, currently it is only limited to the implementation of application helpdesk. E-Monitoring become the top priority to be managed which is already 11 years old and has not been done is implemented management activities, for it is necessary for the proper management. E-Monitoring is a financial application that has the main function of making a recap of expenditure receipts as a basis for further financial administration. E-Monitoring Application Data is a reference to the leaders meeting at the Ministry of Industry, so that the leadership of the details can view the details of expenditure and budget absorption performance in all work units. The theory used in this research is a combination of DeLone and McLean, UTAUT, and Extended EECM IT. The data collection method is done by using questionnaires to the 107 users of E-Monitoring application. From this research found that the Net Benefit of the implementation of the E-Monitoring system was influenced by Satisfaction and Intention to Use. Factors that influence Satisfaction and Intention to Use the system including System Quality, Service Quality, Perceive Usefulness, Faciting Conditions and Social Influence, it's become the basis for providing recommendations. In this study, there are 17 recommendations which have been confirmed by the Pusdatin of the Ministry of Industry. Some of the recommendations made include: the implementation of online training for new users of the E-Monitoring APBN application, the formation of an application helpdesk task force, making regulations at the level of a Ministerial Regulation for the implementation of E-Monitoring, and adjustment of the E-Monitoring functionality to developments the current need for information within the Ministry of Industry considering the changes in financial applications from the Ministry of Finance."
