ABSTRAK Tingginya volume kendaraan berat yang masuk, keluar atau melintasi area perkotaan, khususnya Jakarta, menyebabkan kemacetan lalu lintas. Pihak berwenang merencakan untuk melaksanakan pembatasan akses kendaraan berat pada Jakarta Outer Ring Road (JORR) untuk mengurangi kemacetan di jalan tol. Penelitian ini bertujuan untuk menganalisa solusi alternatif dari perusahaan logistik untuk mengatasi dampak dari kebijakan tersebut. Data dikumpulkan dengan mewawancarai 102 pengemudi truk dan 7 staf dari perusahaan logistik yang menggunakan JORR. Hasil menunjukkan pilihan tindakan terbanyak adalah pergantian waktu operasional. Berdasarkan uji hipotesis, kebijakan pembatasan akses di JORR mempunyai dampak yang berarti pada biaya pengiriman. Pergantian waktu operasional akan meningkatkan durasi waktu pengiriman sebesar 1.04% dan biaya operasional sebesar 1.71%, sementara pergantian rute akan meningkatkan durasi waktu pengiriman sebesar 2.96% dan biaya operasional sebesar 4.35%. Selain itu, pergantian moda akan mengurangi durasi waktu pengiriman sebesar 25% dan biaya operasional sebesar 50%, dan kombinasi tindakan pergantian rute dan waktu akan berdampak pada peningkatan durasi waktu pengiriman sebesar 3.05% dan biaya operasional sebesar 5.39%.

ABSTRAK The high volume of freight vehicles that enters, leaves or passes through the urban areas, especially Jakarta, has caused traffic congestion. Local authority plan to perform the access restriction on freight vehicles on the Jakarta Outer Ring Road (JORR) to reduce the congestion on that toll road . This study is aimed to analyze the alternative solutions of the logistics companies to overcome the impact of such policy. The data collection was done by interviewing 102 truck drivers and 7 staffs of logistic companies that use JORR. The results shows that the most preferred action is to shift the operating time. Based on the hypothetical test, access restriction policy on JORR have a significant impact on the operational costs of delivery. Shifting the operational time will increase the delivery duration time by 1.04 and the operating cost by 1.71%, while shifting the route will increase the delivery duration time by 2.96% and the operating costs by 4.35%. Moreover, shifting the mode will reduce the delivery duration time by 25% and the operating expenses by 50%, and the combination action of shifting the route and time will have an impact on the delivery duration time as increased by 3.05 and the operating costs as increased by 5.39%.
