Abstrak :
Pada periode 2019 dan 2020 terjadi dua fenomena restrukturisasi PT. Krakatau Steel dan Pandemi Covid-19. Restrukturisasi PT. Krakatau Steel pada tahun 2019 mengakibatkan 2.683 tenaga kerja dirumahkan. Pada tahun 2020, Pandemi Covid-19 terjadi dan mengakibatkan tingginya angka Pemutusan Hubungan Kerja (PHK) yang juga berimplikasi pada peningkatan angka Tingkat Pengangguran Terbuka (TPT) di Kota Cilegon. Untuk dapat memenuhi kebutuhan hidup sehari-hari, masyarakat yang terdampak berusaha untuk mendapatkan pekerjaan kembali. Akan tetapi, data menunjukkan bahwa angkatan kerja yang memasuki sektor informal menunjukkan peningkatan pada periode tersebut. Studi empiris yang dilakukan Chen (2002) dan Torres (2020), menunjukkan adanya keterikatan sektor pekerjaan informal dengan kemiskinan, dimana semakin besar tingkat kemiskinan, maka semakin besar sektor informal di negara tersebut. Sesuai dengan studi tersebut, kondisi kemiskinan di Kota Cilegon juga meningkat pada periode 2019-2020. Menghadapi permasalahan terkait kemiskinan dan pengangguran, dibutuhkan suatu intervensi pemerintah dalam bentuk kebijakan. Salah satu intervensi pemerintah yang berkaitan dengan human capital dan memberikan efek jangka panjang adalah dengan melaksanakan kebijakan program pelatihan kerja. Pemerintah Kota Cilegon berdasarkan Peraturan Walikota Cilegon Nomor 34 Tahun 2015, melaksanakan Program Pelatihan Kerja DPWKeL. Berdasarkan hasil analisis Partial Least Square – Structural Equation Modeling (PLS-SEM) diperoleh hasil bahwa pelatihan kerja DPWKeL memiliki pengaruh dalam keputusan bekerja di sektor formal pada rumah tangga sasaran. Namun, variabel kemiskinan tidak signifikan memengaruhi pelatihan kerja secara langsung dan keputusan bekerja di sektor formal secara tidak langsung. Hal ini dapat diperkuat hasil dari tabulasi silang yang menunjukkan bahwa pengaruh positif dari pelatihan kerja DPWKeL ini bermanfaat baik untuk rumah tangga yang mengalami kemiskinan multidimensional maupun tidak. Sementara itu, penilalian partisipasi dan efektifitas kelurahan dalam membantu membuka peluang rumah tangga sasaran untuk mengikuti pelatihan kerja, meningkatkan keterampilan, dan mendapatkan pekerjaan memiliki persentase yang tinggi. Hasil ini juga diperkuat dari analisis PLS-SEM dimana indikator-indikator ini termasuk pada variabel more is better then less yang signifikan di dalam model. ......In the period 2019 and 2020 there were two restructuring phenomena of PT. Krakatau Steel and the Covid-19 Pandemic. Restructuring of PT. Krakatau Steel in 2019 resulted in 2.683 workers being laid off. In 2020, the Covid-19 Pandemic occurred and resulted in a high number of Terminations of Employment (PHK) which also had implications for an increase in unemployment rate in Cilegon Municipality. To be able to meet the needs of daily life, the affected people are trying to find work again. However, the data shows that the labor force entering the informal sector showed an increase in that period. Empirical studies conducted by Chen (2002) and Torres (2020), show the attachment of the informal employment sector to poverty, where the greater the poverty rate, the larger the informal sector in the country. According to the study, poverty conditions in Cilegon Municipality also increased in the 2019- 2020 period. Facing problems related to poverty and unemployment, a government intervention is needed in the form of policies. One of the government's interventions related to human capital and has a long-term effect is to implement job training program policies. The Cilegon Municipality Government based on Cilegon Mayor Regulation Number 34 of 2015, implements the DPWKeL Job Training Program. Based on the results of the Partial Least Square – Structural Equation Modeling (PLS-SEM) analysis, it was found that the DPWKeL job training had an influence on the decision to work in the formal sector in the target household. However, the poverty variable does not significantly affect job training directly and decisions to work in the formal sector indirectly. This can be reinforced by the results of the cross tabulation which shows that the positive effect of DPWKeL job training is beneficial for both households experiencing multidimensional poverty or not. Meanwhile, the assessment of the participation and effectiveness of the kelurahan in helping to open up opportunities for target households to take part in job training, improve skills, and get a job has a high percentage. This result is also reinforced from the PLS-SEM analysis where these indicators are included in the more is better then less variable which is significant in the model.

Penelitian ini terbagi menjadi dua studi, yaitu studi 1 (studi korelasional) dan studi 2 (program intervensi). Studi 1 bertujuan untuk meneliti hubungan persepsi peluang karier dengan intensi mengundurkan diri. Sedangkan studi 2 bertujuan untuk mengetahui efektivitas pelatihan career coaching dalam meningkatkan persepsi peluang karier dan menurunkan intensi mengundurkan diri. Terdapat 63 karyawan dari Divisi Rooms (Health Club & Spa) Hotel XYZ yang berpartisipasi dalam studi 1. Alat ukur yang digunakan untuk studi 1 adalah alat ukur Turnover Intentions (2018) dan Perceived Career Opportunity (2011). Hasil analisis korelasi menggunakan Pearson pada studi 1 menunjukkan terdapat hubungan yang negatif dan signifikan antara persepsi peluang karier dengan intensi mengundurkan diri (r = -0.35, p < 0.01). Selanjutnya, terdapat delapan karyawan dari Divisi Rooms (Health Club & Spa) Hotel XYZ yang berpartisipasi dalam studi 2. Hasil analisis menggunakan Wilcoxon pada studi 2 menunjukkan terdapat perbedaan skor intensi mengundurkan diri (Z = -2.02, p < 0.05) dan persepsi peluang karier (Z = -2.03, p < 0.05) sebelum dan setelah pemberian intervensi.
This research divided into two studies, namely study 1 (correlational study) and study 2 (intervention program). Study 1 aims to examine the relationship between perceived career opportunity and turnover intentions. Study 2 aims to determine the effectiveness of career coaching training in increasing perceived career opportunity and reducing turnover intentions. There were 63 employees from the Rooms Division (Health Club & Spa) of Hotel XYZ participating in Study 1. Measuring instruments used for Study 1 are Turnover Intentions (2018) and Perceived Career Opportunity (2011) measuring tools. The results of the correlation analysis using Pearson in Study 1 showed that there was a negative and significant relationship between perceived career opportunity and turnover intentions (r = -0.35, p < 0.01). Furthermore, there were eight employees from the Rooms Division (Health Club & Spa) of Hotel XYZ participating in Study 2. The results of the analysis using Wilcoxon in Study 2 showed that there were differences in the scores of turnover intentions (Z = -2.02, p < 0.05) and perceived career opportunity (Z = -2.03, p < 0.05) before and after the intervention.
