Abstrak :
Penelitian ini dilatarbelakangi temuan modus baru TPPO pada jenis eksploitasi seksual melalui kawin kontrak di wilayah Puncak Bogor Jawa Barat, yang menunjukkan bahwa pengungkapan TPPO belum maksimal. Penelitian ini ditujukan untuk menjelaskan strategi Satgas TPPO Dittipidum Bareskrim Polri dalam pengungkapan sindikat tindak pidana perdagangan orang dengan jenis eksploitasi seksual pada modus kawin kontrak di Puncak Bogor Jawa Barat. Teori yang digunakan antara lain teori aktivitas rutin, teori disorganisasi sosial, teori manajemen, teori efektivitas hukum, teori pemolisian kolaboratif, teori analisis SWOT, dan konsep tindak pidana perdagangan orang. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif analitis. Hasil penelitian ini menunjukkan pengungkapan kelompok yang terorganisir TPPO dengan jenis eksploitasi seksual pada modus kawin kontrak di Puncak Bogor Jawa Barat yang dilakukan oleh Satgas TPPO Dittipidum Bareskrim Polri belum efektif, yang disebabkan oleh banyaknya korban yang secara sukarela menjadi korabn TPPO tersebut, dan lemahnya hukum yang menjerat para pelaku dan tidak adanya jerat hukum pada korban yang sukarela menjadi korban TPPO. Strategi Satgas TPPO Dittipidum Bareskrim Polri dalam pengungkapan TPPO dapat dilakukan dengan pendekatan preemtif, preventif dan represif melalui cara memotong mata rantai terbentuknya pola kejahatan TPPO guna menghilangkan adanya unsur korban agar kerentanan TPPO dapat dihilangkan. ......The background of the research is the findings of a new mode of human trafficking, also known as trafficking in person (TIP) as one of the types of sexual exploitation through contract marriages in Puncak, Bogor, West Java. Such findings reveal that the uncovering of disclosure efforts of TIP have not been done maximally.The study aims at elaborating the strategies TIP Task Force of General Crime Directorate of Criminal Investigation Department of Indonesian National Police (Dittipidum Bareskrim Polri) in uncovering the crime syndicate of TIP which employs contract marriage as its modus operandi in committing the crime in Puncak, Bogor, West Java The author employs several theories, such as routine activity theory, social disorganization theory, management theory, legal effectiveness theory, collaborative policing theory, SWOT analysis theory, as well as the concept of trafficking in persons. The research uses the qualitative method with descriptive analytical approach. The results of the study reveal that Dittipidum Bareskrim Polri has not carried out the disclosure efforts effectively. This is reflected by the fact that there are still many women who willingly become the victims of TIP, and the weakness of the law regulating the crime. Furthermore, there are no stipulations in the law regarding the punishment given to women who willingly become the victims of TIP. The author recommends TIP Task Force of Dittipidum Bareskrim Polri to cut the chain of the formation of the patterns of TIP in order to eliminate the victim element so that the TIP vulnerability can be eliminated.

Skripsi ini membahas tentang program rehabilitasi sosial bagi anak korban perdagangan anak diselenggarakan oleh Rumah Faye Batam, yang pada umumnya bertujuan untuk memulihkan fungsi sosial anak korban perdagangan anak. Penelitian ini adalah penelitian evaluasi formatif dengan fokus pada pendekatan kualitatif menjelaskan proses pelaksanaan program rehabilitasi sosial yang dilakukan oleh Rumah Faye, serta mengidentifikasi dan menganalisis faktor pendukung dan penghalang, yang dapat menjadi dasar untuk mengembangkan program. Hasil penelitian menunjukkan bahwa dalam program rehabilitasi sosial di Rumah Faye berbagai permasalahan muncul dari internal dan eksternal institusi, seperti absennya tenaga profesional yang dimiliki oleh Faye House, begitu pula masalahnya lainnya yang menghambat proses implementasi program. Selain itu, ada beberapa sumber daya yang dapat dikembangkan dan dimaksimalkan untuk mendukung implementasi program, seperti kolaborasi dengan lembaga lain, keterlibatan relawan, dll. ...... This thesis discusses the social rehabilitation program for child victims of child trafficking organized by Rumah Faye Batam, which generally aims to restore the social function of child victims of child trafficking. This research is a formative evaluation research with a focus on a qualitative approach explaining the social rehabilitation program implementation process carried out by Rumah Faye, as well as identifying and analyzing supporting and barrier factors, which can be the basis for developing the program. The results showed that in the social rehabilitation program at Rumah Faye various problems arose from internal and external institutions, such as the absence of professionals owned by Faye House, as well as other problems that hindered the program implementation process. In addition, there are several resources that can be developed and maximized to support program implementation, such as collaboration with other institutions, involvement of volunteers, etc.
