Abstrak :
Model pembangunan manusia diharuskan memiliki prinsip pokok berkelanjutan dengan mencakup aspek ekonomi, sosial dan lingkungan. Model pembangunan manusia dalam komunitas nelayan tangkap tradisional yang telah diterapkan di Pulau Tunda hanya membangun dari aspek sosial dan aspek ekonomi dengan tidak menyertakan aspek lingkungan dalam proses pembangunannya sehingga masih belum mencapai hasil yang baik, padahal jika penerapan model pembangunan manusianya mencapai hasil yang baik dapat meningkatkan kualitas SDM, kesejahteraan dan kemampuan SDM untuk mengelola lingkungan di Pulau Tunda. Penelitian ini bertujuan menganalisis tingkat kualitas, kesejahteraan dan kemampuan SDM dalam komunitas nelayan. Hubungan antara tingkat kualitas SDM dengan tingkat kesejahteraan dan tingkat kemampuan dianalisis menggunakan uji statistik nonparametrik dengan analisis Spearman rho dan pengembangan model pembangunan manusia dalam komunitas nelayan tangkap tradisional di Pulau Tunda. Hasil penelitian ini adalah tingkat kualitas, tingkat kesejahteraan dan tingkat kemampuan SDM pada komunitas nelayan tangkap tradisional di Pulau Tunda tergolong rendah. Rendahnya tingkat kualitas SDM berhubungan kuat dengan rendahnya tingkat kesejahteraan dan tingkat kemampuan sumber daya manusia untuk mengelola lingkungan di Pulau Tunda. Pengembangan model pembangunan manusia dalam komunitas nelayan tangkap tradisional dapat dikembangkan dengan menambahkan satu aspek pembangun dalam model pembangunan manusia yaitu aspek lingkungan. ...... Model of human development in traditional capture fisheries communities have been implemented in Tunda island on the social and economic aspects by not including the environmental aspects of the development process. This led to the adoption of human development model have not achieved good results. If the application of the model has achieve good results this can improve the quality of human resources, welfare and level of ability to manage environment in Tunda Island. This study aimed to analyze the level of quality, welfare and level of ability to manage environment in traditional capture fisheries communities. The relationship between the level of quality of human resources with a level of welfare and ability levels were analyzed using nonparametric statistical test with Spearman rho analysis and development model of human development in traditional capture fisheries communities in the Tunda island. The result of this research is the level of quality, the level of welfare and level of ability to manage environment in traditional capture fisheries communities on the Tunda island is low. The low level of human resource quality was strongly associated with lower levels of welfare and level of ability to manage the environment in Tunda island. Improvement of a model of sustainable human development in traditional capture fisheries communities can be extended by adding one aspect in a model of human development, namely environmental aspects.

Nelayan merupakan salah satu mata pencaharian yang banyak dilakukan oleh masyarakat Indonesia yang bermukim di pesisir pantai. Di negara dengan salah satu garis pantai terpanjang di dunia ini, nelayan seharusnya memiliki kesejahteraan yang baik dan gaya hidup yang sehat. Namun kenyataanya sebagian besar nelayan tradisional di Indonesia belum merasakannya. Mereka masih melakukan kegiatan penangkapan ikan dengan cara yang kurang efisien, karena mereka hanya mengikuti pola kerja yang telah dilakukan oleh para pendahulunya. Jauh dari sentuhan kemajuan teknologi yang berdampak pada tingginya biaya operasional dan pemeliharaan saat mencari ikan. Batasan dari penelitian ini adalah menghitung rata-rata biaya energi dari penerangan kapal, hingga penggunaan sumber energi dengan menggunakan metode simulasi software HOMER Pro. Tujuan dari penelitian ini adalah membandingkan konsumsi energi yang dihasilkan oleh kapal listrik (e-Boat) 12 GT dan kapal nelayan konvensional 12 GT. Teknologi penerangan merkuri pada perahu nelayan konvensional dibandingkan dengan lampu perahu listrik LED dengan tingkat pencahayaan yang sama, konsumsi energi 75% lebih rendah, dan perbedaan Levelized Cost of Energy (LCoE) hanya 2% lebih tinggi. Namun, energi yang diperoleh lebih hemat, bersih, dan ada pola baru yang lebih efektif. ......Fishermen are one of the livelihoods that many Indonesians who live on the coast. In a country with one of the longest coastlines in the world, fishermen are should have good welfare and a healthy lifestyle. However, in fact, most of the traditional fishermen in Indonesia have not felt it. They still carry out fishing activities in a less efficient manner, because they only follow the work patterns that have been done by their predecessors. Far from being touched by technological advances that have an impact on high operational and maintenance costs when fishing. The limitation of this research is to calculate the average cost of energy from ship lighting to the use of energy sources using the HOMER Pro software simulation method. The purpose of this study is to compare the energy consumption produced by electric boat (e-Boat) 12 GT and conventional fishing boat 12 GT. The mercury lighting technology in conventional fishing boat is compared to LED electric boat lights with the same lighting level, 75% lower energy consumption, and only 2% higher Levelized Cost of Energy (LCoE) difference. However, the energy obtained is more efficient, cleaner, and there are new patterns that are more effective.

Segara Anakan Lagoon (SAL) is widely known as a traditional fishing ground for many aquatic organisms and is located in Central Java, in an area with high rainfall rates. The objectives of this study were to determine the effects of rainfall on the distribution of Penaeus monodon Fabricius in SAL and/or mangrove waters and to explain the cause of yearly fluctuations in this area’s fish catch during a 13-year period from 1998 to 2011. The effects of rainfall on the local distribution and abundance of shrimp in SAL, Cilacap, Central Java, Indonesia, were examined using the Anco method for three periods, namely: first period (i.e., commercial catch production, 1998–2011), second period (December 2010–November 2011) and third period (December 2011–April 2012) as part of a shrimp fishery and eco-biology study in this region. The marked increase in rainfall from 557 mm during the East Monsoon (June–August) to 1,225 mm in the second transition season (September–November) and West Monsoon (December–February) in the Segara Anakan region enhanced the seasonal movement of shrimp into the Zone IV fishing ground and produced an initial increase in the abundance of adults (CL>25 mm) in the region from 312 to 2,630 individuals. This initial increase in adult abundance enhanced the shrimp’s reproductive potential, while heavy rainfall indirectly assisted the recruitment of young shrimp into the estuary, their growth, and survival, to increase shrimp abundance in the following year. Lower rainfalls from July to September) adversely affected shrimp population and usually resulted in smaller populations (312 individuals). Statistical analysis of the relationship between shrimp catch and annual rainfall showed a high level of significance at 1%.

Pulau Pasir, atau dikenal Australia dengan nama Ashmore Reef, telah lama menjadi tujuan utama nelayan-nelayan tradisional dari Indonesia Timur, yang salah satunya berasal dari Dusun Papela, Pulau Rote, Nusa Tenggara Timur, sejak abad ke-18. Berubahnya batas-batas wilayah yang disepakati oleh kedua negara turut mempengaruhi aktivitas nelayan tradisional di perairan timur Indonesia yang telah berlangsung berabad-abad tersebut. Di beberapa tahun belakangan ini, muncul sejumlah kasus penangkapan nelayan tradisional Pulau Rote yang dianggap sebagai pelintas batas karena melaut hingga ke perairan utara Australia. Peristiwa lintas batas ini lantas memancing reaksi dari kedua negara yang saling mempertanyakan implikasi kesepakatan yang telah mereka capai melalui Nota Kesepakatan di tahun 1974. Melalui pengkajian terhadap aspek geografis dan historis, serta hukum laut internasional, penelitian ini menunjukkan bagaimana sikap kedua negara dalam menghadapi ketidaksepahaman terkait kasus-kasus pelintas batas ke Ashmore Reef/Pulau Pasir. ...... Pulau Pasir, an island used to be known by the Australians by the name of Ashmore Reef, has been regularly visited mainly by Indonesian traditional fishermen, especially from the village of Papela, Rote Island, Nusa Tenggara Timur, since the 18th century. The changing sea borders between Indonesia and Australia, which has already been agreed by both of the countries, are certainly affecting the traditional fishermen?s activities in the south-eastern side of Indonesia that has took place for centuries. In these past few years, apprehension of the traditional fishermen came out to the surface. They?ve been subjected as cross-borders due to their sails to the Australian waters. The apprehension of the cross-borders provoke reactions from both countries, questioning the implications of the agreement they?ve signed, the 1974?s Memorandum of Understanding. Through assessing the geographical and historical aspects, as well as understanding the international law of the sea, this thesis presents a complete elaboration concerning on how both countries overcome the issues, the disagreements, and the rising cases of the cross-borders sailing to Ashmore Reef/Pulau Pasir.

The fisherman community of Arungkeke village, Arungkeke district, Jeneponto regence, can be devided in two gropus, traditional fisherman using traditional catching equipment and modern fishermen using modern catching equipment. Due to the decreasing fish resources has prompted traditional fishermen to work as mere labours in catching-fish boats. When many fishermen have to sell their boats or change the boat fuction as timber carrier in the years of 2000, many fishing laborers back to their prevous job as traditional fishermen even in Arungkeke water pool has been suffering from decreasing fish resources. Since they had lived in difficult condition their lives changed since 2006. Many fishermen have double occupation, as fishermen and seagrash cultivators. Patron and client (labors) then are dependable equally. The majority of fishermen feel they are able to exploit sea potential resources, especially since mutual cooperation working relation system had been applied. The research that based on qualitative-descriptive method finds that mutual cooperative working relation system have a strong effect on the ability of Arungkeke fishermen community to optimize see resources. It can be concluded that in the sea water zone of Arungkeke village the limit of sea resources can be resolved with mutual cooperative working system among fishermen. It is recommended that local government should prompt every fishermen community to apply mutual cooperative working system in optimizing limited sea fish resources to insure fishermen living continutity

Di kawasan pesisir Jakarta, Cilincing merupakan salah satu kawasan yang berbasis nelayan tradisional. Nelayan tradisional yang menggantungkan mata pencahariannya di daerah ini sangat rentan terhadap masalah penangkapan ikan karena ketergantungannya pada musim, alam dan modal yang besar. Dalam keluarga nelayan, peran istri biasanya memiliki peran ganda. Peran ganda ini terbagi menjadi peran domestik yaitu mengurus urusan rumah tangga dan peran produktif sebagai pencari nafkah untuk membantu perekonomian keluarga. Pola hidup produktif istri nelayan menciptakan gerakan-gerakan yang menghasilkan pola gerakan berdasarkan perilaku spasial sebagai aktivitas dan peran istri nelayan. Pola pergerakan ini nantinya akan menunjukkan hubungannya dengan pendapatan istri nelayan sebagai bagian dari kegiatan produktif mereka. Pola pergerakan istri nelayan dibagi menjadi jenis pekerjaan dan musim. Pola pergerakan pedagang pada setiap musim sama tetapi durasi dan pendapatan kerja berbeda. Pola pergerakan pengolah kerang dan udang berbeda di setiap musim baik jarak, durasi maupun pendapatan, karena bergantung pada hasil komoditas laut.
ABSTRACT
In the coastal area of ​​Jakarta, Cilincing is an area based on traditional fishermen. Traditional fishermen who depend their livelihoods in this area are very vulnerable to fishing problems because of their dependence on seasons, nature and large capital. In fishing families, the role of the wife usually has a dual role. This dual role is divided into domestic roles, namely taking care of household affairs and productive roles as breadwinners to help the family economy. The productive lifestyle of fishermen's wives creates movements that produce movement patterns based on spatial behavior as the activities and roles of fishermen's wives. This pattern of movement will later show its relationship with the income of fishermen's wives as part of their productive activities. The movement patterns of fishermen's wives are divided into types of work and seasons. The pattern of movement of traders in each season is the same but the duration and income of work are different. The movement pattern of mussel and shrimp processors is different in each season in terms of distance, duration and income, because it depends on the results of marine commodities.
