Abstrak :
Metode pendanaan terorisme di Indonesia semakin berkembang menjadi lebih kompleks dan variatif seiring dengan kemajuan zaman. Awalnya, metode yang digunakan bersifat konservatif seperti penggunaan kurir tunai dan melibatkan badan amal. Namun, saat ini teroris telah memanfaatkan kemajuan teknologi keuangan, khususnya dalam ranah perbankan digital. Penelitian ini bertujuan untuk memahami dan menganalisis strategi lembaga perbankan dalam mengidentifikasi, melaporkan, dan mencegah transaksi pendanaan terorisme di Indonesia. Fokus penelitian juga mencakup pemahaman tentang upaya perbankan dalam mendukung pencegahan pendanaan terorisme secara keseluruhan, terutama dalam konteks era digitalisasi. Analisis dilakukan dengan menggunakan pendekatan case-oriented analysis, yang bertujuan untuk memahami satu atau beberapa kasus secara mendalam. Metode penelitian yang digunakan adalah studi kasus, dengan melibatkan wawancara dengan pihak terkait, seperti AVP AML Development Supervision dan Manager AML Development Supervision dari Compliance Division PT. Bank Negara Indonesia (Persero) Tbk, serta Koordinator Substansi Kelompok Legislasi dari Direktorat Hukum dan Regulasi PT. Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK). Hasil penelitian menunjukkan bahwa peran perbankan sangat signifikan dalam mengidentifikasi, melaporkan, dan mencegah transaksi pendanaan terorisme. Bank menggunakan sistem analisis risiko dan pemantauan transaksi secara real-time untuk mendeteksi pola keuangan yang mencurigakan atau anomali yang dapat terkait dengan aktivitas terorisme. Untuk pencegahan pendanaan terorisme, perbankan mengimplementasikan regulasi dan standar internasional seperti Know Your Customer (KYC) dan Anti-Money Laundering (AML). Perbankan juga terlibat dalam kerjasama dengan lembaga pemerintah, seperti PPATK, melalui pembentukan Public Private Partnership (PPP). Selain itu, kerjasama dilakukan dengan Otoritas Jasa Keuangan (OJK) dan US OPDAT dengan menyelenggarakan pelatihan bagi Pihak Jasa Keuangan (PJK) terkait Anti-Pencucian Uang (APU), Pencegahan Pendanaan Terorisme (PPT), dan Pencegahan Pembiayaan Proliferasi Senjata Massal (PPSPM). ......Terrorism financing methods in Indonesia continue to grow increasingly in a complex and varied manner. From initially using conservative methods such as cash couriers, charities, they are now starting to take advantage of advances in financial technology, such as through banking in the era of digitalization. Thus, this research aims to understand and analyze banking institutions in identifying, reporting and preventing terrorist financing transactions, understanding and analyzing the role of banking in supporting efforts to prevent terrorism financing as a whole, as well as analyzing the role of banking in preventing terrorist financing in the context of the digitalization era. The analysis in this research was carried out using case-oriented analysis, namely an analysis method that aims to understand one or several cases in detail and in depth. The research method used is a case study, namely the role of banking in preventing terrorism financing in Indonesia. Research data was obtained by way of interviews with AVP AML Development Supervision, Compliance Division, PT. Bank Negara Indonesia (Persero) Tbk, Manager of AML Development Supervision, Compliance Division, PT. Bank Negara Indonesia (Persero) Tbk and Substance Coordinator of the Legislation Group of the Legal and Regulatory Directorate of Financial Transaction Reports and Analysis Centre (PPATK). The results of this research show that the role of banks in identifying, reporting and preventing terrorism financing transactions is in identifying suspicious transactions by banks using risk analysis systems and real- time transaction monitoring to detect unusual patterns or financial anomalies that could be related to terrorist activities. To prevent terrorism financing, banks use international regulations and standards such as KYC (Know Your Customer) and AML (Anti-Money Laundering). Banks also collaborate with government institutions in efforts to prevent terrorism funding in the digital era, such as in addition to collaborating with PPATK in establishing PPP (Public Private Partnership) and collaborating with OJK, US OPDAT by holding training for PJK regarding AML CFT and PPSPM.

Lembaga keuangan khususnya perbankan sangat rentan terhadap kemungkinan digunakan sebagai media pencucian uang dan pendanaan terorisme. Hal ini disebabkan oleh berbagai faktor seperti arus transaksi keuangan di perbankan yang sangat cepat dan terjadi dalam jumlah yang banyak, serta berbagai pilihan transaksi keuangan. Mengingat fungsi dan peran perbankan yang rentan, maka perlu diterapkan prinsip Customer Due Diligence (CDD). Penerapan prinsip Customer Due Diligence merupakan salah satu cara untuk memberantas dan mencegah bentuk-bentuk kejahatan yang berkaitan dengan uang dalam perbankan di Indonesia. Sumber data dalam penelitian ini adalah data sekunder yang terdiri dari bahan hukum primer dan bahan hukum sekunder. Permasalahan yang dibahas dalam penelitian ini adalah penerapan prinsip Customer Due Diligence (CDD), pencucian uang di perbankan, dan penerapan prinsip Customer Due Diligence (CDD) pada PT. Bank Mandiri Tbk dalam mencegah pencucian uang. Hasil penelitian menunjukkan bahwa CDD diatur dalam Pasal 11 Peraturan Otoritas Jasa Keuangan Nomor 23/POJK.01/2019 tentang Perubahan Atas Peraturan Otoritas Jasa Keuangan Nomor 12/POJK.01/2017 Tentang Penerapan Anti- Program Pencucian Uang dan Pencegahan Pendanaan Terorisme di Sektor Jasa Keuangan yang merupakan implementasi standar rekomendasi dari FATF (Financial Action Task Force). Ada tiga tahapan dalam proses pencucian uang di perbankan, yaitu Placement, Layering, dan Integration. Penerapan CDD di PT. Bank Mandiri Tbk tertuang dalam “Kebijakan Penerapan Program Anti Pencucian Uang (APU) dan Pencegahan Pendanaan Terorisme (PPT) PT Bank Mandiri (Persero) Tbk”, yang dilakukan dengan melakukan identifikasi nasabah, permintaan informasi & verifikasi data, pemantauan nasabah, EDD (Enhanched Due Diligence), hingga pengkinian data nasabah. Penerapan prinsip Customer Due Diligence (CDD) harus lebih ditingkatkan. Bank harus dapat mengenali nasabahnya dan juga mengetahui transaksi yang dilakukan nasabahnya, sehingga dapat mencegah terjadinya tindak pidana pencucian uang dengan memanfaatkan bank. ......Financial institutions, especially banks, are very vulnerable to the possibility of being used as a medium for money laundering and terrorism financing. This is due to various factors such as the flow of financial transactions in banking which is very fast and occurs in large numbers, as well as the various choices of financial transactions. Due to the vulnerable banking functions and roles, it is necessary to apply the Customer Due Diligence (CDD) principle. The application of the principle of Customer Due Diligence is one way to eradicate and prevent forms of crime related to money in banking in Indonesia. The source of data in this research is secondary data consisting of primary legal materials and secondary legal materials. The problems discussed in this study are the application of the principle of Customer Due Diligence (CDD), money laundering in banking, and the application of the principle of Customer Due Diligence (CDD) at PT. Bank Mandiri Tbk in preventing money laundering. The research results indicate that CDD is regulated in Article 11 of Financial Service Authority Regulation No. 23 /POJK.01/2019 concerning Amendment to Financial Services Authority Regulation No. 12/POJK.01/2017 concerning the Implementation of the Anti-Money Laundering Program and the Prevention of the Financing of Terrorism in the Financial Services Sector which is the implementation of standard recommendations from the FATF (Financial Action Task Force). There are three stages in the money laundering process in banking, namely Placement, Layering, and Integration. Application of CDD at PT. Bank Mandiri Tbk is contained in the "Policy for the Implementation of the Anti-Money Laundering (APU) and Prevention of Terrorism Financing (PPT) Programs of PT Bank Mandiri (Persero) Tbk”, which is carried out by customer identification, information request & data verification, customer monitoring, EDD (Enhanced Due Diligence), to customer data updates. The application of the principle of Customer Due Diligence (CDD) must be further improved. Banks must be able to recognize their customers and also know the transactions made by their customers, so as to prevent the occurrence of money laundering crimes by using banks.
