"Kebijakan Travel Ban pada masa pemerintahan Donald Trump diperkenalkan sebagai strategi untuk melindungi Amerika Serikat dari ancaman terorisme. Narasi utamanya secara eksplisit mengaitkan imigrasi, khususnya dari negara-negara mayoritas Muslim, dengan peningkatan risiko keamanan nasional. Akan tetapi, penelitian ini menyoroti adanya ketidaksesuaian yang signifikan antara landasan kebijakan tersebut dengan fakta historis. Data menunjukkan bahwa klaim tersebut tidak didukung oleh analisis objektif, mengingat mayoritas tindak terorisme dan kriminalitas di AS justru dilakukan oleh penduduk lokal. Kesenjangan antara justifikasi kebijakan dan fakta inilah yang mengindikasikan bahwa Travel Ban lebih merupakan alat politik daripada respons nyata terhadap ancaman terorisme. Berangkat dari latar belakang tersebut, penelitian ini berupaya menjawab pertanyaan: Bagaimana pemerintahan Donald Trump merumuskan kebijakan Travel Ban sebagai strategi dalam menangani ancaman terorisme? Dengan menggunakan kerangka analisis kebijakan luar negeri, studi ini menunjukkan bahwa perumusan Travel Ban merupakan sebuah proses multifaset yang tidak lahir dalam ruang hampa. Kebijakan ini merupakan produk dari interaksi dinamis antara kondisi global yang dipersepsikan, tekanan dari elemen masyarakat, serta karakteristik personal dan agenda ideologis Presiden Donald Trump. Pada tingkat internasional, perumusan kebijakan ini dipengaruhi oleh pergeseran paradigma "America First" serta narasi global mengenai terorisme dan krisis migrasi. Sementara itu, pada tingkat domestik, faktor pendorong utamanya meliputi dinamika opini publik pascaserangan 9/11, peran kelompok kepentingan, dominasi cabang eksekutif dalam prosesnya, dan gaya kepemimpinan Presiden Trump. Penelitian ini menyimpulkan bahwa Travel Ban lebih merupakan sebuah konstruk politik yang didorong oleh keinginan untuk memenuhi janji kampanye dan mengonsolidasikan basis pendukung, daripada sebuah respons yang rasional dan terukur terhadap ancaman terorisme.

The Travel Ban policy during the Donald Trump administration was introduced as a central strategy to protect the United States from the threat of terrorism. Its primary narrative explicitly linked immigration, particularly from Muslim-majority countries, with an increased risk to national security. However, this research highlights a significant discrepancy between the policy's foundation and historical facts. Data indicates that this claim was not supported by objective analysis, considering that the majority of terrorist and criminal acts in the U.S. are actually committed by the local population. This gap between the policy's justification and the facts indicates that the Travel Ban was more of a political tool than a genuine response to the threat of terrorism. Based on this background, this research seeks to answer the question: How did the Donald Trump administration formulate the Travel Ban policy as a strategy for dealing with the threat of terrorism? Using a foreign policy analysis framework, this study demonstrates that the formulation of the Travel Ban was a multifaceted process that did not arise in a vacuum. This policy was the product of a dynamic interaction between perceived global conditions, pressures from societal elements, and the personal characteristics and ideological agenda of President Donald Trump. At the international level, its formulation was influenced by the 'America First' paradigm shift and global narratives concerning terrorism and migration crises. Meanwhile, at the domestic level, its primary drivers included the dynamics of post-9/11 public opinion, the role of interest groups, the dominance of the executive branch in the process, and President Trump's leadership style. This research concludes that the Travel Ban was more of a political construct driven by the desire to fulfill campaign promises and consolidate a support base, rather than a rational and measured response to the threat of terrorism."
