Tesis ini membahas penetapaan oleh AS terhadap sejumlah negara sponsor kelompok terorisme. Pembahasan dilakukan untuk memahami bagaimana kebijakan AS tersebut dapat ditinjau sebagai deterrence yang mengalami perluasan konsep dan non tradisional. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Dari hasil penelitian akan teridentifikasi variabelvariabel pembentuk deterrence yang dapat menangkal (denial) atau menghukum (punish) negara pendukung kelompok pelaku teror. Hasil penelitian ingin menyarankan pengembangan teori deterrence secara lebih luas dan penerapannya dapat lebih terukur efektivitasnya untuk memperkaya keilmuan dan kebijakan negara guna merespon ancaman terorisme internasional.

ABSTRACT
The thesis will discuss about the designation of state-sponsors of terrorism by the US upon several terrorist group supporting states. This discussion aims to build a comprehension on how the designation policy by the US could be reviewed as a broader, and a non-traditional concept of deterrence. Research is conducted with descriptive method on qualitative approach. Results will determine and identify the variables that form deterrence effect on a denial and punishment purpose against state-sponsors of terrorism. At the end, this thesis would also like to encourage the future development of a broader yet measurable deterrence concept in order to enrich the studies and state policy on responding potential threat posed by international terrorism.
