Tesis ini menjelaskan mengenai pelaksanaan reformasi birokrasi dalam sistem perizinan penyelenggaraan telekomunikasi yang merupakan bentuk pelayanan publik pada Direktorat Jenderal Penyelenggaraan Pos dan Informatika, Kementerian Komunikasi dan Informatika. Penelitian ini menggunakan metode yuridis normatif. Hasil penelitian menunjukkan bahwa reformasi birokrasi merupakan langkah penting dalam me-redefinisi birokrasi dalam kehidupan masyarakat. Dalam pelaksanaannya, reformasi birokrasi di bidang telekomunikasi menunjang kinerja pelayanan perizinan penyelenggaraan telekomunikasi dimana reformasi birokrasi telah memberikan kerangka perbaikan birokrasi dalam menunjang kinerja birokrasi yang menekankan orientasi pelayanan kepada masyarakat dalam upaya mewujudkan suatu Tata Kelola Pemerintahan Yang Baik. Adapun dalam pelaksanaannya, reformasi birokrasi pada sektor perizinan masih memiliki beberapa kendala, yaitu melalui penerapan pelayanan perizinan berusaha terintegrasi secara elektronik atau Online Single Submission sehingga perlu untuk diperbaiki dan lebih ditingkatkan.
This thesis describes the implementation of bureaucratic reform in licensing telecommunications operations system which is a form of public service at the Directorate General of Post and Informatics Operations, Ministry of Communication and Informatics. This research was conducted by applying normative juridical method. The results of the study showed that bureaucratic reform is an important step in redefining bureaucracy in the society. In its implementation, bureaucratic reform in the telecommunications sector supports the performance of licensing services in telecommunications operations where bureaucratic reform has provided a framework for improving bureaucracy in supporting bureaucratic performance that emphasizes service orientation to the community in an effort to realize Good Governance. As for its implementation, bureaucratic reform in the licensing sector still has several obstacles, namely through the implementation of the electronic integrated business licensing services or Online Single Submission so that it needs to be improved and further improved.
