Abstrak :
One main problem that must be coped with by a telecommunication company (Telco) is the connection interference experienced by customers. When a cell phone number Pn in a region R suffers from a connection problem, the first step commonly taken by that Telco’s technician is to find the base transceiver station (BTS) among existing BTSs in R that is currently covering Pn. However, the proprietary tools used to locate the covering BTS can usually be accessed only from the regional office’s intranet with a specific IP address. Alternatively, a technician can use telnet to log in to a mobile switching center (MSC) server and search to determine whether Pn is being attached in a BTS that is registered in the related MSC server. However, this method is exhausting and inefficient because an MSC server usually registers hundreds to thousands of BTSs. This article proposes improving the efficiency, mobility, and interoperability of BTS location-finding by making use Telegram’s bot and command-line interfaces. Mobility and interoperability are improved because the proposed method can run both on PCs and smartphones. The proposed method is investigated experimentally at Telkomsel Ltd., a known Telco in Indonesia. This method requires only 30 seconds to locate the covering BTS, which is 20 times and four to seven times faster than manual telnet and the proprietary tool, respectively.

Tesis ini membahas tentang konvergensi regulasi telekomunikasi dan regulasi penyiaran terhadap penyelenggaraan IPTV serta korelasi kajian regulasi layanan IPTV terhadap peraturan perundang-undangan terkait lainnya yang berlaku di Indonesia yang bertujuan adanya kepastian hukum bagi pelaku bisnis dalam menyelenggarakan layanan IPTV, dan bagi konsumen/pelanggan untuk menikmati layanan IPTV secara aman, terlindungi dan berkualitas. Penelitian hukum dalam tesis ini menggunakan penelitian hukum normatif dengan menganalisis kaedahkaedah hukum dalam aturan perundang-undangan yang terkait, penelitian eksploratoris dengan mengetahui sejumlah hal yang berkaitan dengan konvergensi IPTV baik dalam lingkungan nasional maupun internasional, penelitian deskriptif yang memaparkan hasil eksplorasi informasi yang menggambarkan hal-hal yang relevan dengan tujuan penelitian serta mengadakan Focus Group Discussion (FGD) secara bertahap yang melibatkan regulator, pelaku usaha, penyedia teknologi dan pengguna. Dalam penyelenggaraan IPTV di Indonesia harus mematuhi ketentuan Peraturan Menteri KOMINFO No. 30 tahun 2009 tentang Penyelenggaraan Layanan Televisi Protokol Internet (Internet Protocol Television/IPTV) di Indonesia yang dilakukan tinjauan analisis dari sudut pandang hukum persaingan usaha, hukum perlindungan konsumen, hukum hak cipta dan hukum transaksi elektronik dengan kesimpulan penyelenggara IPTV di Indonesia dapat menyelenggarakan layanan IPTV apabila telah memiliki izin penyelenggaraan Jasa Akses Internet (ISP), Jaringan Tetap Lokal berbasis Packet Switched dan Lembaga Penyiaran Berlangganan (LPB) serta perlu dilakukan revisi terhadap beberapa ketentuan yang tercantum dalam Peraturan Menteri KOMINFO No. 30 tahun 2009 dengan memasukkan unsur-unsur sesuai ketentuan-ketentuan yang tercantum dalam UU Larangan Praktek Monopoli dan Persaingan Usaha Tidak Sehat, UU Perlindungan Konsumen, UU HAKI, UU Pornografi, UU Perfilman, UU ITE dan Cybercrime.

This thesis discusses the convergence of telecommunications regulation and the regulation of broadcasting of the implementation of IPTV and correlation study of the IPTV service regulation laws and regulations related applicable in Indonesia, which aims for legal certainty in the conduct of business IPTV services, and for consumers / customers to enjoy IPTV services are safe, protected and quality. Legal research in this thesis using normative legal research by analyzing the legal rules in laws and regulations related, research eksploratoris by knowing a number of things related to the convergence of IPTV in both national and international environment, descriptive study that describes the results of the exploration information that describes things that are relevant to the research objectives and a Focus Group Discussion (FGD) which involves gradually regulators, business, technology providers and users. In the implementation of IPTV in Indonesia must comply with the provisions of Regulation Minister KOMINFO No. 30 year 2009 about implementation o f IPTV Services (Internet Protocol Television / IPTV) in Indonesia is carried out a review of analysis from the perspective of competition law, consumer protection law, copyright law and the law of electronic transactions with the conclusion IPTV provider in Indonesia may carry IPTV services if the organization has licensed Internet Access Service (ISP), Network-based Local Fixed Packet Switched and Non-Subscription Broadcasting (LPB) and the necessary revisions to certain provisions contained in the Ministerial Regulation No. KOMINFO. 30 in 2009 to include appropriate elements of the provisions contained in the Act on the Prohibition of Unfair Business Competition, Consumer Protection Law, Intellectual Property Law, Law on Pornography, Film Act, ITE and Cybercrime Act.

Skripsi ini membahas mengenai transformasi sistem telekomunikasi Indonesia. Awalnya, Indonesia masih menggunakan sistem kabel laut untuk sarana telekomunikasi. Melihat kendala dalam penggunaan kabel laut, akhirnya sistem tersebut digantikan oleh teknologi gelombang mikro. Dibuatnya proyek Gelombang Mikro Nusantara ternyata tidak dapat menjangkau seluruh wilayah Indonesia, Pemerintah akhirnya melakukan perubahan yang besar terhadap telekomunikasi. Awalnya Pemerintah Indonesia hanya ingin menyewa satelit dari INTELSAT dan membangun Stasiun Bumi di Jatiluhur. Melihat potensi satelit dapat menjangkau wilayah Indonesia, akhirnya pemerintah Presiden Soeharto memutuskan untuk membangun satelit komunikasi untuk kepentingan domestik. Satelit tersebut dikenal dengan Satelit Palapa. Setelah Peluncuran Satelit Palapa, Palapa tidak hanya untuk bidang telekomunikasi melainkan juga sebagai penggerak Pembangunan Nasional di bidang-bidang lainnya. ...... This undergraduate thesis is about transformation of technological in Indonesian telecommunication. Initially, Indonesia still uses the submarine cable technology for telecommunication facilities. Looking at the constraints on the use of submarine cables, eventually the system was replaced by microwave technology. The creation of ldquo Nusantara Microwave rdquo project was not able to reach all areas of Indonesia, the Government finally made major changes to telecommunications. Initially the Government of Indonesia just wanted to rent a satellite from INTELSAT and build Earth Station in Jatiluhur. Seeing the potential of the satellite can reach parts of Indonesia, President Suharto 39 s government finally decided to build a satellite communication for domestic purpose. That satellite is known as Satellite Palapa. After the launch of Palapa Satalitte, Palapa is not only for telecommunication but also as a driver of National Development in other fields.
