ABSTRAK
Kekuatan sistem ekonomi berlandaskan pengetahuan dan daya saing dapat diketahui dari keberadaan kebijakan iptek dan inovasi yang diterbitkan negara tersebut. Tesis ini memberikan kontribusi dalam memahami kebijakan terutama dari sisi konten. Kebijakan iptek dan inovasi selama periode 2000 ? 2011 dibedah menggunakan analisis isi dengan kerangka sistem inovasi. Hasil analisis menunjukkan sebagian besar kebijakan nasional kurang berpihak pada pengembangan (riset), difusi, dan penerapan teknologi di daerah. Akan tetapi pada tingkat daerah terutama Provinsi Jawa Timur dan Sumatera Selatan dukungan kebijakan cenderung lebih baik, khususnya Sumatera Selatan menunjukkan keberpihakan terhadap pengembangan sistem inovasi. Keberadaan kebijakan iptek dan inovasi di Indonesia cenderung tidak beraturan, kondisi semacam ini berbeda dengan kebijakan iptek dan inovasi di Brazil dimana regulasi yang ada secara historis terbangun dengan baik dimulai dengan kemunculan dan penguatan kelembagaan, dukungan program kapasitas iptek dan inovasi, dan penguatan sistem inovasi nasional yang kemudian menjadi kekuatan sistem iptek dan inovasi di negara tersebut. Hasil penelitian ini pun berhasil mengungkap adanya fenomena kemunculan dukungan kepemimpinan daerah sangat memengaruhi kebijakan iptek dan inovasi di daerah tersebut, bahkan ada sejumlah regulasi yang diterbitkan secara nasional yang menuntut untuk dibuatkan pengaturan di tingkat daerah tetapi tidak ditindak lanjuti oleh kepemimpinan daerah tersebut.
ABSTRACT
Power of economic system based on science and competitiveness can be identified by its science, technology and innovation published by its country. This thesis contributes to understand the policy especially from its content. The science, technology and innovation during 2000-2011 period will be studied using content analysis with the framework of innovation system. The outcome shows that most of the national policy less takes side to regional development (in research), diffusion, and technology application. However, in regional level, support for the policy tends to be better than in the national level, especially in South Sumatera region. Indonesia?s Science, Technology, and Innovation Policy tend to be not well organized, this is contrast with Brazil?s, and they were historical well organized. They started with the organizational emergence and empowerment, support of the science, technology and innovation program, and then become the power of science, technology and innovation system in that country. This research also discovered a phenomenon that the Science, Technology, and Innovation Policy was greatly affected by its regional support and leadership. There are even a number of regulations that had been issued nationally but demands to be made in form of regulation at the regional level, but still not followed up by the authority of the regions.

The book describes and analyses the new environment for innovation, it does this with an emphasis on yet uncharted regions within the field of practice-based innovation, coming up with guidelines for innovation policy measures needed in order to realise this. While it focuses on these policies it also takes into account multi-actor innovation processes, user-driven innovation, "related variety" and many other aspects; aspects such as, just to name a few: communicating creative processes and distributing practice-based innovation; then there is creativity itself, encompassing new fields of knowledge and expertise. The authors go on to describe value networks, showing how to make practice-based innovations, explaining innovation diffusion and absorptive capacity. The book presents new insights as well as the latest research related to the frequently used term "innovation". Definitions are put forward, giving, by way of examples, a detailed description of concepts we draw upon when using these. Innovation as a concept is constantly being subdivided into increasingly finer distinctions, which, in turn, determine the discourse. The book takes a close look at these, further taking into account the challenges as well as the opportunities inherent in developing practice-based innovation procedures and policies of global importance, never losing sight of advancing long-term effectiveness.

The book examines the conditions for successful high-technology policy from theoretical and empirical perspectives. It enhances the predominant national systems of innovation approach to innovation policy with concepts based on new developments in the govern-ance of complex systems and processes. The book provides a critical overview of innovation policy in Europe and a synopsis of the current institutional framework of Europe shaped after the Europe2020 strategy and in view of the upcoming Horizon2020 agenda. What emerges is a rather gloomy outlook for the future of Europe's innovation, unless EU institutions and Member States will decide to streamline existing policies and build a "layered" model of innovation, in which governments act as investors in key enabling infrastructure such as ICT and education, as enablers of large technology markets where researchers and entrepreneurs can meet, and as purchasers of innovation when key societal challenges are at stake. The book contains proposals for the future innovation strategy of the EU and a specific analysis of areas such as the unitary patent, the transfer of technology (particularly as far as climate-related technologies and IP markets are concerned), standardization, and the digital agenda.

[South Korea has attained spectacular economic success in recent decades. It has reached the status of a Newly Advanced Economy, with challenges increasingly mirroring those faced by other advanced economies. These include the necessary upgrading of the labor force, the frictions of switching to a national system of innovation adapted to leadership in R&D, market-based economic policies that reflect the government’s difficulties in foreseeing future technological developments, and the consequences of social change for the innovation system and policy-making. In the forthcoming book the parallel challenges for innovation and technology for the Republic of Korea and other advanced economies will be analyzed more thoroughly with an international perspective in mind.
