"Universitas Terbuka (UT) sebagai lembaga pendidikan tinggi jarak jauh di Indonesia, menggunakan modul sebagai sarana pembelajaran utama. Mutu modul serta ketepatan waktu modul sampai ke tangan mahasiswa merupakan faktor yang menentukan kualitas hasil pembelajaran. Meskipun secara kualitatif hasil penerbitan modul di UT saat ini telah cukup baik, akan tetapi dari segi waktu sering terjadi keterlambatan penerbitan.
Penerbitan modul merupakan serangkaian kegiatan yang melibatkan banyak pihak. Upaya untuk mendapatkan modul berkualitas dan tepat waktu perlu didukung oleh pengelolaan yang baik serta sumber daya yang memadai. Selain personil dan peralatan, maka arsip dan sistem informasi juga merupakan sumber daya penunjang yang perlu diperhatikan, karena peranannya penting dalam pengendalian proses penerbitan modul.
Untuk mengkaji peranan sistem informasi dalam proses penerbitan modul di UT, telah dilakukan penelitian dengan metode kualitatif yang melibatkan 38 (tiga puluh delapan) responden yang diambil secara acak dan purposive sampling. Tiga puluh responden dari fakultas yang diambil secara acak, enam responden Kepala Unit pelaksana terkait yang diambil secara purposive sampling serta dua responden Piinpinan Universitas. Pengumpulan data menggunakan metode wawancara dengan bantuan kuesioner, observasi, inventarisasi dan studi dokumen.
Hasil penelitian menunjukkan terjadinya keterlambatan penerbitan modul dipengaruhi adanya keterbatasan sumber daya dan belum memadainya sistem pemantauan/pengawasan terhadap setiap proses penerbitan modul. Keterbatasan informasi proses penerbitan modul merupakan faktor yang turut menyebabkan pemantauan/pengawasan kurang efektif, sehingga setiap kegiatan proses penerbitan belum dapat dikendalikan waktu penyelesaiannya. Untuk memenuhi kebutuhan informasi yang memadai dan akurat, maka pengarsipan harus dikelola secara sistematis sebagai masukan bagi informasi modul. Sedangkan untuk memperoleh ketersediaan informasi yang cepat dan terpadu, maka sistem informasi sebaiknya dirancang dengan sistem terkomputerisasi yang terintegrasi pada setiap unit pelaksana dan dapat dipantau oleh pengawasan pimpinan.

Universitas Terbuka (UT), the open learning, education institution in Indonesia, uses module as a main learning media. The quality of modules and the punctuality of the modules to be received by the students are the factors that determine the quality of the output of the learning process. Although recently the output of module publishing in UT qualitatively is acceptable, but it is frequently behind the schedule.
Module publishing is a set of activities that involves many divisions/units. In order to get the quality and punctuality, it must be supported by a good management and human resources. Besides personal and the tool, archive and information system are also supporting resources that have to be noted, because it take an important role in controlling module publishing process.
The research is to study the role of information system in the process of module publishing in UT. It uses qualitative methods that have 38 respondents taking part in the research. By random and purposive sampling method, 30 respondents from the faculty were randomly selected, the 6 managers involved in the activities were purposively chosen, and the two other were from upper managerial in the university. In collecting data it uses interview method and supported by a questionnaire, observation, archiving and studying documents.
The result of research shows that the tardiness of module publishing is influenced by the limitedness of resources and the lack of controlling system towards every publishing module process. The limitedness of information in the publishing module process constitutes one of the factors that causing ineffectiveness controlling. So that every publishing process cannot be predicted and checked when the process finished. To fulfill the accurate and sufficiency of the information need archive of the process must be systematically managed as an input of module information. While to get the availability and integrated ness of information, information system must be computerize designed, integrated in every division involved, and able to be controlled by supervisors or the managers.

"Penelitian ini bertujuan untuk mengetahui bagaimana pemaparan verba modal di dalam bahan ajar bahasa Inggris. Permasalahan tersebut diperinci dengan pertanyaan: modalitas apa saja yang diungkap oleh verba modal sebagai pengungkap modalitas dan sejauh mana teori linguistik mengenai aspek semantis verba modal dapat dimanfaatkan dalam penyusunan bahan ajar tentang modalitas. Data diambil dari buku ajar yang digunakan di LBPP LIA yaitu Basic 2, Basic 3, Basic 4 , dan Intermediate 3. Verba modal yang dianalisis adalah must, can, could, may, might, should, will, would; have (got) to, dan ought to. Verba modal tersebut dianalisis untuk mengetahui modalitas apa saja yang diungkap oleh verba modal dalam bahan ajar.
Hasil penelitian menunjukkan terdapat tiga kategori modalitas yang diungkap verba modal yaitu modalitas epistemis, modalitas deontis, dan modalitas dinamis. Makna semantis yang diungkap adalah makna perintah dan larangan (modalitas deontis); makna kemungkinan, kepastian, dan prediksi (modalitas epistemis); makna keharusan, kemungkinan, dan kemauan (modalitas dinamis). Walaupun verba modal sudah mengungkap ketiga jenis modalitas, aspek semantis verba modal belum dipaparkan secara menyeluruh di dalam bahan ajar. Hasil penelitian juga menunjukkan bahwa teori linguistik mengenai aspek semantis verba modal sebagai pengungkap modalitas dapat dimanfaatkan dalam penyusunan bahan ajar bahasa Inggris.

The purpose of this research is to find out how the modal auxiliaries are presented in the English teaching material. The specific questions of this research are what kinds of modality are expressed by the modal auxiliaries in the English teaching materials and to what extent the linguistic theory of the semantics of modals can be used in the English material development. The data was taken from LBPP LIA English Course books. There are four books used as the source of data: Basic 2, Basic 3, Basic 4, and Intermediate 3. The analyzed modals are must, can, could, may, might, should, will, would; have (got) to and ought to. The modal auxiliaries from the data were analyzed semantically to find out what kinds of modality are presented in the materials. The data also analyzed to know how the semantic aspect is applied in the materials.
The result shows there are three kinds of modality presented in the materials: epistemic modality (possibility, certainty, and prediction); deontic modality (obligation, necessity, and prohibition); and dynamic modality (volition, ability, necessity, and possibility). Although the modals have expressed some meanings but semantically, the modals have not been presented adequately in the English teaching materials. The result also shows that the linguistic theory can be very useful to be applied in the English teaching materials.

"Tingginya angka perokok aktif di Indonesia diikuti dengan tingginya anak dibawah umur mencoba merokok untuk pertama kalinya pada umur ≤ 13 tahun merupakan suatu ironi yang terjadi di Indonesia. Siswa Sekolah Dasar umumnya menghabiskan hampir 50% waktunya di sekolah sehingga hal tersebut merupakan potensi untuk adanya intervensi pendidikan kesehatan terutama untuk mencegah anak untuk mencoba rokok. Dengan pendekatan Design Thinking, penelitian ini mencoba untuk merancang suatu alat bantu ajar sebagai media pendidikan kesehatan yang disesuaikan dengan kebutuhan dan keinginan pengguna. Dimulai dari fase empathy hingga define terhadap pengguna sehingga dapat didefinisikan elemen-elemen apa saja yang perlu dimiliki alat bantu ajar ini. Dilanjutkan dengan fase ideate sampai prototype yaitu memberikan solusi terhadap permasalahan yang dihadapi oleh pengguna. Diakhiri dengan fase test yang menunjukkan bahwa intervensi alat bantu ajar dengan Asymp.Sig. < 0.05 yang berarti memberikan perubahan terhadap pengetahuan siswa, yang mana perubahan tersebut adalah peningkatan pengetahuan dan kewaspadaan siswa terhadap bahaya rokok. Alat bantu ajar yang dirancang terbukti memberikan pengaruh positif kan kepuasan terhadap penggunanya.

The high number of active smokers in Indonesia followed by the escalation of young smoker who tried smoking for the first time at the age of ≤ 13 years old is an irony that occurs in Indonesia. Primary school students spend a large part of 50% received at school so this is a potential for the intervention of health education for children particularly for protecting them to try to smoke. By Design Thinking approach, this study discusses a teaching aid as a health education media tailored to the needs and wants of users. Starting from the empathy phase and define, elements that user needs and wants can be defined in this teaching aid Followed by the ideate phase until the prototype is to provide a solution to the problems faced by users. Ends with the test phase which shows that the teaching aid intervention with Asymp. Sig. <0.05 which means giving a change to students 'knowledge, which changes are an increase in students' knowledge and awareness of the dangers of smoking. Teaching aids designed to provide a positive influence on satisfaction with users."
