"Terimplementasinya teknologi informasi yang baik dan handal sudah menjadi salah satu tuntutan bagi suatu organisasi khususnya organisasi pemerintah. Hal ini dapat dilihat dengan keluarnya INPRES No.3 Tahun 2003 tentang kebijakan dan strategi nasional pengembangan E-Goverment dimana tujuan utamanya adalah menciptakan lingkungan pemerintahan yang bersih dan transparan. Sekretariat Jenderal Dewan Energi Nasional selaku Satuan Kerja dibawah Kementerian Energi dan Sumberdaya mineral dituntut pula mempunyai teknologi informasi yang baik dan handal guna mendukung pelaksanaan INPRES E-Goverment tersebut. Selain itu dengan terimplemenetasinya teknologi informasi yang baik, diharapkan dapat mendukung terlaksananya rencana strategis Setjen DEN, sehingga target kinerja organisasi dapat tercapai secara maksimal. Karya akhir ini merancang infrastruktur teknologi informasi yang mendukung proses bisnis di lingkungan Setjen DEN. Penelitian ini menggunakan The Open Group Architecture Framework (TOGAF). Pada penelitian di dapatkan hasil bahwa dengan TOGAF dapat membuat sebuah tata kelola infrastruktur TI yang mendukung tugas dan fungsi serta tujuan Sekretariat Jenderal Dewan Energi Nasional.

A good and reliable implementation of information technology has become one of the demands for an organization, especially governmental organizations. It can be seen by the release of Presidential Instruction No.3 Tahun 2003, on the development of national policies and strategies for e-Government whose main purpose is to create an environment that is clean and transparent government. Secretariat General of the National Energy Board as a Unit under the Ministry of Energy and Mineral Resources is also required to have good technology and reliable information to support the implementation of the Presidential Instruction E-Government. In addition, a good implementation of information technology, are expected to support the implementation of the strategic plan of the General Secretariat of DEN, so the organizational performance targets can be achieved optimally.

This final work designs information technology infrastructure to support existing business processes within the General Secretariat of DEN. This study uses The Open Group Architecture Framework (TOGAF). The study results indicate that TOGAF create a governance IT infrastructure that supports the task and function and purpose of the General Secretariat of the National Energy Council."

TOGAF memberikan solusi bagi perancangan enterprise architectureyang lebih sistematis dan terorganisir dengan baik. Melalui TOGAF ADM dapatdiketahui kondisi IS/IT SIKN dan JIKN yaitu arsitektur saat ini, usulan untukarsitektur, dan gap analisis. Diharapkan dengan penggunaan TOGAF framework dalam enterprise architecture, ANRI memiliki perencanaan yang baik dalam membangun SIKN dan JIKN dan sesuai dengan ekspektasi pemerintah, ANRI, dan masyarakat.

ABSTRACTNational Archives of Indonesia (Arsip Nasional Republik Indonesia) plays animportant role in the preservation of the national archives. A Good archivesrecords management could create a good governance. To create good governance as part of the e-government, the National Archives develop Simpul Informasi Kearsipan Nasional (SIKN) and Jaringan Informasi Kearsipan Nasional (JIKN). SiKN and JIKN would be the basis for the government for the implementation of e-Records and e-Archives for which has been developed by the National Archives. Implementation SIKN and JIKN may still in the early stages and requires a lot of changes and adjustments related to the needs and development basis on the system and infrastructure technology of SIKN and JIKN. The use of TOGAF ADM as a framework for designing enterprise architecture provides a good requirements for the needs of the IS / IT of SIKN and JIKN. TOGAF provides a good solution for design of enterprise architecture to be more systematic and well-organized. By using TOGAF ADM, It would know the condition of IS/IT SIKN and JIKN like architecture as-is, identification solution (architecture to-be), and gap analysis.
