ALDI adalah supermarket berbasis Jerman yang beroperasi di beberapa negara. Laporan ini fokus pada pengembangan toko cabang baru. Lokasi toko ALDI saat ini menghasilkan toko yang representatif di area utama di seluruh Australia. Untuk analisis yang lebih mendalam tentang lokasi toko, laporan ini kemudian menunjukkan pengembangan pedoman 7 langkah, yang mencakup pemilihan area dengan perkembangan saat ini dan masa depan, penilaian ukuran pasar potensial, penentuan ukuran daerah tangkapan, penyaringan kode pos menggunakan kriteria untuk area baru dan area toko yang sudah ada, analisis persaingan, strategi situs secara keseluruhan, dan analisis daya tarik situs. Dalam penerapan panduan ini, laporan ini berfokus pada area Victoria, Australia. Analisis ini merekomendasikan ALDI untuk membuka toko baru di 13 lokasi di Victoria.

ABSTRACT
ALDI is a German-based grocery store operating in multiple countries. This report will focus on developing guidelines for ALDI in assessing the best store locations to open its new stores. ALDI rsquo;s current store location strategy results in having representative stores in key areas across Australia. For a more thorough analysis about the store locations, this report then shows the development of 7-step guideline, that consists of selecting areas with current and future development, potential market size assessment, determine size of catchment area, postcode screening using criteria for new and existing areas, competition analysis, overall site strategy, and site attractiveness analysis. In application of this guideline, this report focuses on Victoria, Australia. The analysis then results in recommending ALDI to open new stores in 13 locations in Victoria.

Abstrak :
Skripsi ini membahas mengenai pembatalan putusan Komisi Pengawas Persaingan Usaha Nomor 09/KPPU-L/2009 pada tanggal 3 November 2009 terhadap PT. Carrefour Indonesia (Carrefour) oleh Pengadilan Negeri Jakarta Selatan yang mengeluarkan hasil putusan banding pada tanggal 17 Februari 2010. Carrefour diputus oleh Komisi Pengawas Persaingan Usaha telah melanggar pasal 17 ayat (1) dan pasal 25 ayat 1 huruf a Undang-Undang Nomor 5 Tahun 1999 tentang Larangan Praktik Monopoli dan Persaingan Usaha Tidak Sehat dengan melakukan tindakan persaingan usaha tidak sehat berupa monopoli dan posisi dominan di sektor pasar ritel modern pasca akuisisi PT.Alfa Retalindo. Metode penelitian yang digunakan di dalam skripsi ini adalah metodologi kepustakaan dengan pendekatan yuridis normatif. Tipe data yang digunakan adalah data sekunder yang mengandung bahan hukum primer, bahan hukum sekunder, dan bahan hukum tersier yang diolah untuk menghasilkan laporan penelitian yang sesuai dengan tujuan penelitian. Komisi Pengawas Persaingan Usaha ditenggarai telah keliru dalam menerapkan ketentuan pasal-pasal yang dijatuhkan terhadap Carrefour sehubungan dengan fakta-fakta hukum dan data empiris dalam sektor ritel modern yang diajukan sebagai bahan pertimbangan hukum yang baik dan benar.

This thesis discusses about the annulment of the decision of Commission for The Supervision of Business Competition Number 09/KPPU-L/2009 to PT. Carrefour Indonesia (Carrefour) by the South Jakarta Court on February 17, 2010 through appeal of the higher court decision. Carrefour is judged guilty due to infringement of competition as stated in section 17 article 1 and section 25 article 1 letter a in Law Number 5 Year 1999 on Antimonopoly and Unfair Competitions by executed the acquisition over PT. Alfa Retailindo, which action is allegedly created monopoly and dominant position in the relevant market of the modern retail sector. The methodology in this thesis based on literature and normative legal approach. Types of data that used are secondary data consisting of primary legal materials, secondary legal materials, and tertiary legal materials which are processed and produce a comprehensive overview of issues and facts relating to the object of research. The conclusion of this thesis is Commission for The Supervision of Business Competition is already mistaken in implementing the law determinations based on the legal aspects and empirical facts which presented to be justified considerations.
