"Perencanaan merupakan hal yang penting dalam menetapkan dasar untuk mengatur, mengendalikan tujuan yang ingin dicapai dari sebuah sistem. Tujuan dalam penelitian ini adalah untuk menganalisis proses perencanaan tahunan di Dinas Kesehatan Provinsi DKI Jakarta tahun 2019. Penelitian ini adalah penelitian deskriptif dengan metode kualitatif. Data dikumpulkan dengan wawancara mendalam dan telaah dokumen. Dari penelitian ini ditemukan bahwa sumber daya manusia (SDM) dari tenaga perencana yang ada belum sesuai dengan kebutuhan, belum adanya standar operasional prosedur (SOP) yang mengatur baik dalam hal kebutuhan SDM perencana serta proses perencanaan yang lebih merinci yang dapat dijadikan acuan para tenaga perencana dalam penyusunan perencanaan. Hasil penelitian menyarankan untuk perlu ditingkatkan lagi kualitas perencana, diberikan fasilitas yang memadai serta pembuatan SOP yang lebih detail.

Planning is an important thing in setting the basis for regulating, controlling the goals to be achieved from a system. The goal of this research is to analyze the annual planning process in Dinas Kesehatan Provinsi DKI Jakarta on the year of 2019. The research is a descriptive study with qualitative methods. The data was collected by in-depth interviews and document review. From this research it was found that the human resources (HR) of the existing planning staff were not in accordance with the needs, there was also no standard operational procedure (SOP) that regulates both in terms of planning HR needs and a more detailed planning process that could be used as a reference for planning staff in planning preparation. The researcher suggest that the quality of the planner needs to be improved again, given adequate facilities and more detailed SOP development."

"Indonesia merupakan salah satu negara yang memiliki potensi bencana yang cukup tinggi di mana berdasarkan data World Risk Report di tahun 2020 Indonesia menduduki posisi ke-35 di dunia. E-government menjadi salah satu upaya BMKG dalam memberikan pelayanan publik berupa informasi melalui Aplikasi InfoBMKG. Namun, dalam pelaksanaanya Aplikasi InfoBMKG menemui berbagai masalah, yaitu tidak bisa diakses, error, tidak dapat memuat data, tidak bisa diakses (blank page/force close), pencarian lokasi gagal, informasi tidak menyeluruh, dan tampilan aplikasi yang kurang menarik serta terkesan berantakan. Penelitian ini dilakukan untuk menganalisis tingkat kematangan Aplikasi InfoBMKG dalam perspektif bisnis internal COBIT 4.1. Teori yang digunakan dalam penelitian ini adalah pelayanan publik, e-service, e-maturity level, dan COBIT 4.1. Penelitian ini menggunakan pendekatan post-positivist dengan tujuan deskriptif melalui teknik pengumpulan data wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa sub-dimensi fungsionalitas proses bisnis, mengelola perubahan bisnis, dan produktivitas operasional dan staf berada di level 2 yaitu repeatable but intuitive yang dapat dikategorikan bahwasanya di tingkat ini BMKG sudah melakukan beberapa upaya untuk aplikasi InfoBMKG namun belum terdapat standar prosesnya. Sedangkan untuk sub-dimensi kebijakan internal mendapatkan skor level 1 yaitu non existing di mana di level atau tingkat tersebut menunjukkan bahwa sub dimensi kebijakan internal masih dalam tahap paling awal sehingga setiap proses yang terjadi belum terdefinisi dengan baik. Melihat dari tingkat atau level di setiap sub-dimensi di atas, maka dari itu dapat disimpulkan bahwa tingkat kematangan Aplikasi InfoBMKG dalam perspektif bisnis internal COBIT 4.1 mendapatkan nilai 1.8 yang berarti Aplikasi InfoBMKG belum mencapai tingkat kematangan level 2 (repeatable but intuitive).

E-government is one of BMKG's efforts in providing services in the form of public information through the InfoBMKG Application. However, in its implementation, the InfoBMKG application encountered various problems, namely inaccessibility, errors, unable to load all data, inaccessibility (blank page/force close), failed location search, incomplete information, and the appearance of the application was less attractive and impressed. untidy. This research was conducted to analyze the maturity level of the InfoBMKG application in the perspective of COBIT 4.1 internal business. The theory used in this research is public service, e-service, e-maturity level, and COBIT 4.1. This study uses a post-positivist approach with descriptive objectives through in-depth data collection techniques and literature study. The results show that the sub-dimensions of business process functionality, managing business change, and operational and staff productivity are at level 2, namely repeatable but intuitive which can be categorized that at this level BMKG has made several efforts for the InfoBMKG application but there is no standard process yet. Meanwhile, for the internal policy sub-dimension, the score is level 1, namely the non-existing level, which indicates that the internal policy sub-dimension is still in the early stages so that every process that occurs is not well defined. Looking at the level or levels in each of the sub-dimensions above, it can be said that the maturity level of the InfoBMKG Application in the internal business perspective of COBIT 4.1 gets a score of 1.8, which means that the InfoBMKG application has not yet reached maturity level 2 (repeatable but intuitive)."
