Abstrak :
Masyarakat Muslim di Indonesia memiliki wajah yang beragam. Sistem demokrasi di Indonesia secara paradoksikal turut mendukung bangkitnya kelompok konservatisme yang menolak paradigma Barat. Sehingga seringkali terjadi perdebatan sengit mengenai pluralisme agama, hak asasi manusia, dan kebebasan. Salah satunya adalah perdebatan mengenai kebijakan penghapusan kekerasan seksual. Berbagai aksi menentang pengesahan Rancangan Undang-Undang Penghapusan Kekerasan Seksual (RUU P-KS) salah satunya adalah Indonesia Tanpa Jaringan Islam Liberal (ITJ) yang hingga saat ini menyuarakan penolakannya terhadap RUU P-KS di media sosial. Mereka menyebarkan pesan melalui ruang digital dan gerakannya semakin meluas. Namun, dengan beragamnya khalayak ITJ, setiap penerimaan pesan pun terjadi secara spesifik. Khalayak tidak selalu pasif menerima setiap pesan yang diterima. Oleh karena itu, penelitian ini melihat bagaimana penerimaan pengikut akun ITJ terhadap konten ITJ mengenai penolakan RUU P-KS dengan menggunakan teori Encoding-Decoding Stuart Hall (1980). Selain itu, peneliti akan menggunakan konsep liberal, moderat dan konservatif dalam melihat latar belakang ideologi informan untuk menjelaskan posisi penerimaan informan terhadap konten ITJ. Penelitian ini menggunakan studi kasus untuk menjelaskan polemik RUU P-KS, khususnya dalam konten ITJ. Hasil penelitian menunjukkan bahwa pemaknaan informan terhadap konten ITJ mengenai RUU P-KS melalui berbagai pertimbangan. Ideologi setiap informan mempengaruhi pertimbangan terhadap pemaknaan. ......Muslim society in Indonesia have various faces. Various actions against the ratification on the anti-sexual violence (RUU P-KS), also voiced through the Indonesia Tanpa Jaringan Islam Liberal (ITJ) which is currently voicing its decision on the RUU P-KS on social media. Their voices and movements expand through digital space. However, with the diversity of ITJ audiences, each message reception was carried out specifically. Audiences are not always passive in accepting every message received. Therefore, this study will look at how the acceptance of ITJ account followers towards ITJ content regarding the rejection of the the anti-sexual violence bill by using Stuart Halls encoding-decoding theory (1980). In addition, the researcher will look at the background of the informants ideology to explain the position of the informants acceptance of the ITJ content. This research will use to explain the polemic of the anti-sexual violence bill especially in the ITJ content. In addition, researcher will use the concepts of liberal, moderate and conservative in looking at the background of the informants ideology to explain the position of the informants acceptance of ITJ content. This research uses a case study to explain the polemic of the P-KS Bill, especially in the ITJ content. The results of this study indicate that the interpretation of the informants toward the content of ITJ about the the anti-sexual violence bill through various consideration. These consideration depend on the ideology of informants.

Ombudsman Republik Indonesia merupakan lembaga negara pengawas penyelenggaraan pelayanan publik. Melalui perwakilannya di Provinsi Papua, Ombudsman berwenang menindaklanjuti laporan terkait dugaan maladministrasi pada kasus distribusi Bantuan Sosial Beras Sejahtera di Kabupaten Jayawijaya dengan menyampaikan saran kepada kepala daerah (Bupati Jayawijaya) guna perbaikan dan penyempurnaan prosedur pelayanan publik yang dikemas melalui suatu kajian sistemik. Adapun kasus tersebut berkaitan dengan pelayanan publik dan kesejahteraan sosial dalam hal ketidaksesuaian penyelenggaraan distribusi Bansos Rastra sebagai pemenuhan hak atas kebutuhan dasar masyarakat di Kabupaten Jayawijaya dengan ketentuan peraturan yang berlaku. Dalam hal ini, metode penelitian yang digunakan adalah bentuk penelitian yuridis normatif, tipologi penelitian deskriptif, jenis data sekunder dengan studi dokumen sebagai alat pengumpulan data, pendekatan kualitatif sebagai metode analisis data, serta bahan hukum primer, sekunder, dan tersier. Berdasarkan hasil penelitian ini, terdapat dugaan maladministrasi pada kasus tersebut. Diketahui pula bahwa Ombudsman sebenarnya dapat menggunakan wewenangnya untuk membuat Rekomendasi, agar lebih memiliki daya ikat melalui prosedur lanjutan yang lebih mendesak, sehingga menjamin kepastian dalam penyelenggaraan pelayanan publik yang prima untuk mencapai kesejahteraan sosial yang merata bagi masyarakat di Kabupaten Jayawijaya.

Ombudsman of the Republic of Indonesia is a state agency that oversees the administration of public services. Through its representatives in Papua Province, the Ombudsman is authorized to proceed on reports related to alleged maladministration in the case of distribution of Prosperous Rice Social Assistance in Jayawijaya Regency by submitting suggestions to the regional head (namely Regent of Jayawijaya) for the improvement and completion of public service procedures that are packaged through a systemic study. That case is related to public services and social welfare in terms of an incompatibility in the distribution of Prosperous Rice Social Assistance as a fulfillment of the rights to the basic needs of people in Jayawijaya Regency with the provisions of the applicable regulations. In this case, the research methods used are normative juridical research forms, descriptive research typologies, secondary data types with document studies as data collection tools, qualitative approaches as data analysis methods, as well as primary, secondary and tertiary legal materials. Based on the results of this study, there are some alleged maladministration in the case. It is also known that the Ombudsman can actually use its authority to make Recommendations, to have more binding power through more urgent follow-up procedures, so as to ensure certainty in the administration of public services to achieve equitable social welfare for the people in Jayawijaya Regency.
