Abstrak :
Nikel merupakan barang tambang penting terutama bagi industri pembuatan logam sehingga pembangunan pabrik pengolahannya sangat dibutuhkan. Tantangan yang dihadapi oleh proyek ini adalah kebutuhan dan ketersediaan tenaga kerja terampil. Tesis ini menjabarkan kesenjangan kebutuhan dan ketersediaan tenaga terampil pada proyek X serta mencakup wilayah potensi dan proses pemenuhan kebutuhannya melalui analissi kesenjangan dan strategi optimasi. Berdasarkan untuk proyek X diharapkan untuk proporsi tenaga kerja lokal mencukupi untuk kebutuhan proyek X namun untuk proporsi tenaga kerja regional tidak mencukupi dan harus didatangkan dari wilayah nasional. Untuk memenuhi kebutuhan tenaga kerja terampil prada proyek ini dibutuhkan proses perekrutan, pelatihan serta penilaian kinerja yang dilakukans ecara terstruktur dan baik secara berkala mulai dari sebelum proyek dimulai, saat proyek berlangsung dan akhir proyek hingga proyek yang akan datang.
Nickel is one of the key mineral in the world, especially for the industrial manufacture of metal so that its processing plant is needed. But the challenges faced by the project one of them is demand and supply of skilled labor for the project. This thesis describes the gap needs and availability of skilled labor on the project and covers an area of potential X and the process of fulfilling their needs through the gap analysis and optimization strategies. For these project, based on the expected proportion for local labor to meet the needs of the project X but for the proportion of the regional labor force is inadequate and must be imported from the national territory. To meet the needs of skilled manpower in this project required the hiring process, training and performance assessment in a structured from the beginning of the project,construction and the end of the project to future projects.

Abstrak :
Pembangunan sumber daya manusia menjadi arah prioritas kebijakan pemerintahan Presiden Joko Widodo saat ini. Hal tersebut ditenggarai munculnya berbagai permasalahan ketenagakerjaan di Indonesia yang menyebabkan meningkatnya tingkat pengangguran terbuka. Salah satu permasalahan yaitu adanya ketidakcocokan (mismatch) keterampilan dengan kebutuhan industri, hal ini juga berdampak pada kesejahteraan para pekerja yang terjebak pada pekerjaan dengam keterampilan dan upah yang rendah. Provinsi Jawa Barat merupakan provinsi dengan tingkat pengangguran tertinggi dan memiliki kawasan industri terbesar di Indonesia. Potensi kawasan industri terbesar menjadi peluang bagi Balai Besar Pengembangan Latihan Kerja Bekasi untuk mengembangkan kerja sama dan meningkatkan kecocokan keterampilan dengan kebutuhan industri. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sedangkan pengumpulan data menggunakan metode wawancara mendalam dengan 20 informan yang terdiri dari staf Balai Besar Pengembangan Latihan Kerja Bekasi, industri dan peserta pelatihan. Hasil penelitian ini menunjukan penguatan program pelatihan telah diarahkan dan disesuaikan dengan Standar Kompetensi Kerja Nasional Indonesia dan menghimpun masukan atas kebutuhan keterampilan melalui forum komunikasi industri untuk menciptakan link and match. Melalui kerja sama pelatihan dan penempatan antara BBPLK Bekasi dan industri dapat meningkatkan kemampuan peserta pelatihan dan peningkatan peluang untuk dipekerjakan. Melalui program pelatihan triple skilling yang dipetakan kedalam 3 target dan 3 sasaran perlu adanya penyesuaian metode pelatihan dan administratif guna mendorong penguatan link and match di BBPLK Bekasi.
......Human resource development has become the priority of President Joko Widodo's current policy. It is suspected that the emergence of various labor problems in Indonesia has led to an increase in the open unemployment rate. One of the problems is the mismatch of skills with industrial needs, this also has an impact on the welfare of workers who are trapped in low skilled jobs and low wages. West Java Province is a province with the highest unemployment rate and has the largest industrial area in Indonesia. The potential for the largest industrial area is an opportunity for the Bekasi Center for Job Training Development to develop cooperation and improve the match between skills and industrial needs. This research uses a qualitative approach with descriptive research type. Meanwhile, data collection used in-depth interviews with 20 informants consisting of staff from the Bekasi Center for Job Training Development, industry and training participants. The results of this study indicate that the strengthening of the training program has been directed and adjusted to the Indonesian National Work Competency Standards and has gathered input on skills needs through industrial communication forums to create links and matches. Through cooperation in training and placement between BBPLK Bekasi and industry, it can improve the skills of training participants and increase the opportunities for employment. Through the triple skilling training program, which is mapped into 3 targets, it is necessary to adjust training and administrative methods to encourage link and match strengthening at BBPLK Bekasi.

Pengalaman Optimal (Flow) merupakan pengalaman positif yang memiliki banyak manfaat bagi individu, terutama pada pekerja. Pekerja akan lebih baik performanya jika memiliki Time Management Skill (keterampilan manajemen waktu) yang baik. Sampel populasi yang digunakan pada penelitian ini adalah pekerja pada tahap dewasa muda dan minimal pendidikan D3 (N=322). Penelitian ini memperoleh rentang usia partisipan adalah 21 hingga 40 tahun (M = 28.9, SD = 5.67). Instrumen yang digunakan dalam penelitian ini adalah Assessment Time Management Skill (ATMS) dan Work-Related Flow Inventory (WOLF) yang masing-masing memiliki internal konsistensi sangat baik. Analisis yang digunakan adalah Pearson Correlation dengan menggunakan total skor secara keseluruhan dan setiap dimensi. Hasil dari penelitian ini menunjukkan bahwa adanya hubungan yang signifikan dan memiliki arah positif antara Time Management Skill dengan flow...... Optimal Experience (Flow) is a positive experience that has many benefits for individuals, especially for workers. Workers will have better performance if they are good time management skills. The population sample used in this study is workers in young adulthood and minimum D3 (N = 322). Participant in this study have age range of 21 to 40 years (M = 28.9, SD = 5.67). The instruments used in this study are Time Skills Management Assessment (ATMS) and Work-Related Flow Inventory (WOLF), each of which has very good internal consistency. The analysis used is Pearson Correlation by using the overall total score and each dimension. The results of this study is significant and have a positive direction between Time Management Skills and Flow.

The 2008 global financial and economic crisis led to a significant increase in unemployment rates in most developed economies, yet despite the rising supply of labor, a high share of employers claim that they cannot find the right talent and skills. Concerns that economic restructuring and changing skill needs associated with new technologies and workplace organization practices will not be met by an adequately skilled workforce, has placed the issue of skill mismatch the incongruence between skill supply and skill demand high up in the policy agenda. This volume contains eleven original research articles which deal with the linkages between education and skills and the causes and consequences of different types of skill mismatch. Global Value Chain, salah satu fenomena perdagangan internasional terbaru, sedang dialami oleh industri apparel Indonesia. Hal ini menimbulkan suatu pertanyaan apakah keterlibatan industri apparel Indonesia ke dalam global value chain akan mempengaruhi permintaan terhadap tenaga kerja terampil. Studi ini akan mencoba untuk meneliti dampak dari keterlibatan industri apparel Indonesia ke dalam global value chain, dengan menggunakan faktor yang berkaitan dengan perdagangan vertical specialization dan faktor yang tidak berkaitan dengan pedagangan kepemilikan asing sebagai proxy dari global value chain. Studi ini juga menggunakan jenis pekerjaan sebagai tolak ukur dari keterampilan/skill dari tenaga kerja. Hasil dari studi ini adalah keterlibatan industri ini ke dalam global value chain ternyata meningkatkan permintaan terhadap tenaga kerja terampil, namun hanya untuk faktor yang berkaitan dengan perdagangan, sedangkan faktor lainnya tidak berpengaruh.
......Global value chain, one of the newest trade phenomenon, is being experienced in Indonesias apparel industry. This makes a remarkable question whether it would affect the demand for skilled labor in Indonesia. This study is going to examine the impact of an involvement of Indonesias apparel industry in global value chain using trading related factor vertical specialization and non trading related factor foreign ownership as a proxy of global value chain and using an occupational level to categorize skill of labor. By using a panel data regression, the result is an involvement of the industry in global value chain increases demand for high skilled labor yet it is only for trading related factor. Non trading related factor does not affect the demand for skilled labor in Indonesias apparel industry.
