"Tesis ini membahas mengenai analisa efektivitas kebijakan Pelayanan Terpadu Satu Pintu terhadap perusahaan Penanaman Modal Asing di sektor perdagangan penjualan langsung. Dengan adanya kebijakan tersebut, perusahaan melewati 5 (lima) tahapan perizinan dan melalui 4 (empat) institusi untuk dapat memulai kegiatan usahanya di Indonesia secara komersial. Hasil penelitian menunjukkan bahwa kebijakan tersebut belum efektif karena walaupun terjadi penurunan biaya dan waktu namun penurunan tersebut tidak signifikan dan persepsi pelaku usaha bernilai cukup. Untuk mendukung kebijakan tersebut harusnya dilakukan pelimpahan kewenangan dari berbagai macam instansi dan didirikannya lembaga pemantau kebijakan.

This thesis discusses about the analysis of the effectiveness of One Stop Service Policy towards foreign investment in direct selling sector. With this policy, the company through 5 (five) stages of licensing and through the 4 (four) institutions to be able to start its business in Indonesia. The results showed that the policy is not effective because the decreasing of cost and time was not significant and the perception of the business is worth enough. To support this policy should be total delegation of authority from various agencies and the establishment of a policy monitoring agency."

"Sektor usaha mikro, kecil, dan menengah (UMKM) memiliki andil yang cukup besar terhadap perekonomian nasional serta penyerapan tenaga kerja yang tidak sedikit jumlahnya. Salah satu usaha UMKM yang memiliki omzet cukup besar adalah usaha toko ritel sembako. Akan tetapi, keberadaan UMKM ini semakin terancam eksistensinya dikarenakan pertumbuhan toko ritel modern yang jauh lebih pesat selama jika dibandingkan dengan pertumbuhan UMKM ini. UMKM UD. Tjandra yang berlokasi di Cinere Depok, merupakan salah satu unit usaha bertipe toko ritel sembako tradisional yang memiliki beberapa keunggulan dibandingkan para kompetitor di sekitarnya seperti harga yang lebih murah dan adanya variasi produk yang tidak dapat ditemukan pada toko ritel modern. Berdasarkan analisis yang dilakukan masih terdapat beberapa kesenjangan di unit usaha, yaitu pada aspek promosi dan suasana toko, sehingga diperlukan suatu proses optimalisasi untuk meminimalisasi kesenjangan tersebut. Optimalisasi yang dilakukan yaitu promosi blind shop, cross selling, dan optimalisasi lingkungan fisik (servicescape). Setelah dilakukan optimalisasi, terjadi peningkatan volume penjualan dari produk-produk yang dipromosikan dan penilaian konsumen UD. Tjandra terkait kualitas lingkungan fisik di toko UD. Tjandra juga meningkat. Penelitian ini bertujuan untuk membantu UD. Tjandra dalam mengelola promosi yang efektif serta mengelola lingkungan tokonya secara lebih baik agar dapat meningkatkan daya saingnya dalam menghadapi pertumbuhan toko ritel modern yang sangat pesat dalam beberapa tahun belakangan ini.

Small and Medium Business Enterprises has a significant impact to the national economic and adsorb a significant number of employees in Indonesia. One of the types of small and medium enterprise that have a rapid cash flow in their operation is a traditional retail store. However, this kind of business is getting weaker realizing there is a higher enhancement of the growth of modern retail store. UD. Tjandra, which located in Cinere, Depok is one kind of this business which has a few strengths comparing to its nearby competitor, but still not maximizing it yet to increase their competitive power. Based on the analysis that have been done during this research, there are a few gaps in this business entity that need to be optimized in order to make this business entity perform better, these gaps are promotion and servicescape. Optimization that have been done in this research are blind shop promotion, cross selling promotion, and servicescape optimization. After doing these optimizations, there is a raise in sales volume for a product that used as an object in the promotion optimization and based on the UD. Tjandra customer evaluation, there is a satisfaction enhancement to the quality of UD. Tjandra's store physical evidence. This research is aiming to assist UD. Tjandra to manage more effective promotion process and to manage their store appearance in a better way, so they can raise their competitive power to face modern retail store rapid growth in recent years."
