Isu separatisme di Papua merupakan salah satu masalah terbesar yang dihadapi Indonesia karena mengancam keutuhan Negara Kesatuan Republik Indonesia NKRI . Gerakan separatis di Papua mendapat dukungan dari sejumlah negara diantaranya adalah Vanuatu. Tesis ini menjelaskan tentang strategi dan pencapaian diplomasi publik Indonesia di Vanuatu berkenaan dengan isu Papua. Penelitian ini menggunakan teori diplomasi publik dari Leonard, Stead dan Smewing 2002 dengan metode penelitian kualitatif dan menerapkan studi pustaka sebagai teknik pengumpulan data. Hasil dari penelitian ini menunjukkan bahwa diplomasi publik yang dijalankan Indonesia telah sampai pada tahap ke tiga yakni pelibatan masyarakat Vanuatu dalam aktivitas Indonesia. Namun, diplomasi publik Indonesia belum sampai pada tahapan ke empat sehingga belum mampu mempengaruhi sikap politik Vanuatu atas isu Papua. Vanuatu tetap mendukung gerakan separatis Papua. Penelitian ini mengungkap kendala utama yang menyebabkan diplomasi publik Indonesia di Vanuatu belum mencapai tahapan ke empat yaitu adanya faktor Melanesian Renaissance yang mempengaruhi konstitusi Vanuatu. Selain itu, pelaksanaan diplomasi publik Indonesia di Vanuatu masih didominasi oleh aktor negara atau kurang melibatkan aktor non-negara sehingga strategi diplomasi publik yang dijalankan belum memberikan hasil optimal. Penelitian ini diharapkan berkontribusi pada studi tentang kebijakan luar negeri Indonesia dan diplomasi publik sebagai bagian penting dari ilmu Hubungan Internasional. ABSTRACT
Separatism in Papua is one of the major issues faced by Indonesia government since it threatens the unity of the country. Papua separatist movement has been supported by several countries including Vanuatu. This thesis explains the strategy and achievement of Indonesian public diplomacy in Vanuatu which has not been able to resolve the support of the country towards Papua separatist movement. The research uses theory of public diplomacy by Leonard, Stead and Smewing 2002 and applies qualitative research method as well as literature study as the data collection technique. The findings of this research show that Indonesian public diplomacy in Vanuatu has achieved the third hierarchy of public diplomacy which is enganging the people of Vanuatu with Indonesians. However, the country has not yet achieved the fourth level of public diplomacy, thus has yet been able to shape Vanuatu political stance on the issue of Papua. Vanuatu yet staunchly supports Papua separatist movement. This research then reveals the main factor for Indonesia inability to achieve the fourth stage of public diplomacy which is the strong influence of Melanesian Renaissance in Vanuatu constitution. In addition, the conduct of Indonesian public diplomacy in Vanuatu has been dominated by state actor and less involve the role of non state actors, hence the strategies of public diplomacy conducted have produced nonoptimal result. It is hoped that this research will contribute to the study of Indonesian foreign policy as well as public diplomacy as one of the main subjects in International Relations studies.
