Abstrak :
"When can a group legitimately form its own state? Under international law, some groups can but others cannot. But the standard is unclear, and traditional legal analysis has failed to elucidate it. In The Theory of Self-Determination, leading scholars chart new territory in our theoretical conception of self-determination. Drawing from diverse scholarship in international law, philosophy, and political science, they attempt to move beyond the prevailing nationalist conceptions of group definition. At issue are such universal questions as, when does a group qualify as a 'people'? Does history matter? Or is it a question of ethnic status? Are these matters properly solved by popular vote? Anchored in modern analytical political philosophy but with implications for a wide range of scholarship, this volume will prove essential for scholars and practitioners of international law, global justice, and international relations"--

ABSTRACT
This paper concerns the history of Australia's International support for the self determination and independence of east timor, a former portuguese ecolony that was invaded by indonesia under presidence suharto in december 1975 and unilaterally annexed in july 1976. The australian support mobilized many people and lasted until august 1999, when the popular consultation was held in east timor following the decision to make it happen by indonesian president habibie, who had replaced suharto to the previous year.

......This thesis analyzes the study case of East Timor annexation and transnational advocacy network, the East Timor and Indonesia Action Network (ETAN) by using the concept of boomerang pattern (Keck and Sikkink, 1998) and norm lifecycle (Finnemore and Sikkink, 1998). This thesis concluded that internalized or cascading norms may eventually fail to reach because of the clash between international and domestic structure. These norms clash occur when the right of self-determination is challenged by the norm of state sovereignty. Hence, transnational actors need the immaterial capability as power in discourse to counter the existing logic of appropriatness and also by creating a simultaneous mechanism between domestic and transnational actors to pressure and influence on policy change and state behavior.

......The right to self-determination is one of the most international principles of controversy that has arisen since the age of decolonization, which culminated in an increase in the number of independent states since the end of the two world wars. This principle also often triggers separatists around the world to achieve independence, where this principle is often confused with "the right to secede". This is why the international community does not want to use this principle in a free manner, and prefers to maintain other principles of territorial integrity to safeguard the sovereignty of each country. In practice, the application of this principle goes beyond the confines of the context of decolonization and whether this principle automatically entails any right to secession is still an unsolved debate. Catalonia is one of the latest issues related to the imminent separatist movement from Spain using this principle as their justification for doing so. This thesis will try to analyze the implementation of this principle outside the context of decolonization by looking at the relevant international legal rules, and then will connect them in the context of the unilateral Catalonia Declaration of Independence in 2017.
