ABSTRAK
Penelitian ini membahas perkembangan ASEAN menuju security community dengan meneliti konflik bersenjata antara Thailand dan Kamboja. Respon dari ASEAN terhadap konflik, serta dinamika interaksi kedua negara memiliki peran penting dalam menilai mengapa konflik bisa terjadi di tengah upaya ASEAN membentuk security community yang lebih matang. Dengan menggunakan pendekatan konstruktivis, yang berfokus pada norma dan identitas, tesis ini menganalisis tiga faktor penyebab konflik, yaitu “organisasi”, “transaksi”, dan “pembelajaran sosial”. Ketiga faktor tersebut menentukan perkembangan dan kemunduran ASEAN di masa depan.
ABSTRACT
This research examines the progress of ASEAN towards a security community by analysing the armed conflict between Thailand and Cambodia. How ASEAN responds to the conflict as well as the interaction dynamic between the two countries have played a central role in analysing why the armed conflict occurs in the middle of ASEAN’s effort to develop a more mature security community. By employing constructivist framework which emphasises norms and identity development, this theses analyses three factors behind the armed conflict, namely “organisation”, “transaction”, and “social learning”. These factors will be crucial in determining ASEAN’s development and decline in the future.

The Association of Southeast Asian Nations (ASEAN) has achieved deeper regional market integration to lay a socio-economic foundation for the development of a regional community, yet inter-state trust is by no means assured as Southeast Asian nations remain steadfast in maintaining their political regime stability against external interference. However, through its institutional practices, ASEAN has emerged as a distinct model of security institution, while the region's contemporary security landscape has diversified with various non-traditional security issues. By looking beyond the veneer of diplomacy and prevailing political circumstances, this book examines the legal nature and form of ASEAN's authority to address diverse regional security issues. It provides a fresh perspective on ASEAN's role as a security institution. With an interdisciplinary analysis, this book reveals the normative role that ASEAN plays in facilitating the processes of norm development, localisation and internalisation as it deals with contemporary security challenges confronting Southeast Asia.

Penelitian ini memberikan studi mendalam tentang penyesuaian strategis Indonesia di Laut China Selatan dan dampaknya terhadap hubungan Indonesia-China serta stabilitas regional di tengah ketegangan geopolitik yang meningkat. Penelitian ini mengeksplorasi transisi Indonesia ke kebijakan maritim yang lebih tegas melalui penyebaran informasi, peningkatan militer, dan aliansi diplomatik untuk melawan pengaruh China. Menggunakan pendekatan kualitatif yang didasarkan pada model perubahan kebijakan luar negeri Charles F. Hermann, teori geopolitik, dan pandangan konstruktivis, penelitian ini menyelidiki faktor-faktor internal dan eksternal yang mendorong perubahan ini, termasuk persaingan AS-China dan identitas maritim Indonesia yang sedang berkembang. Meskipun ada potensi konflik, Indonesia dan China tetap fokus pada solusi diplomatik dan kerjasama ekonomi karena saling ketergantungan ekonomi dan kepentingan mereka dalam stabilitas regional. It explores Indonesia's transition to a more assertive maritime policy through information dissemination, military enhancement, and diplomatic alliances to counter China's influence. Utilizing a qualitative approach grounded in Charles F. Hermann's foreign policy change model, geopolitical theory, and constructivist views, it investigates the internal and external factors driving this shift, including US-China rivalry and Indonesia's emerging maritime identity. Despite potential conflicts, Indonesia and China have maintained a focus on diplomatic solutions and economic cooperation due to their mutual economic dependencies and interest in regional stability. The dissertation emphasizes the critical role of increased Indonesia-China dialogue and cooperation in addressing South China Sea security issues, suggesting improved bilateral maritime security and economic collaboration. It contributes to the understanding of maritime diplomacy and strategic adjustments, highlighting the importance of national identity, geopolitical strategy, and international diplomacy in navigating the challenges of global maritime disputes and advocating for peace and stability in the Asia-Pacific region.

Contributors to this volume include ambassadors, ex-diplomats, and senior research fellows who have presented their views and opinions on ASEAN-US relations in a coherent perspective, although with minute differences. In all there are eleven contributors who offer fresh perspectives on ASEAN-US multiple ties. A common theme that runs through the entire volume is the salience and implications of US-ASEAN relations for regional security, stability and development. In brief, the book is of great topical importance.
