"Tesis ini menganalisis implementasi kebijakan reformasi intelijen di Badan Intelijen Negara (BIN), mengetahui tipologi intelijen seperti apa yang dijalankan oleh BIN, dan menyajikan saran reformasi lanjutan yang diperlukan untuk mewujudkan tujuan kebijakan Undang-Undang Nomor 17 Tahun 2011 tentang Intelijen Negara. Analisis implementasi kebijakan menggunakan model Thomas B. Smith yang terdiri dari empat komponen proses implementasi yakni kebijakan yang ideal, organisasi pelaksana, kelompok sasaran dan faktor lingkungan. Sedangkan hubungan antara negara dengan intelijen menggunakan teori tipologi intelijen dari Peter Gill. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum sepenuhnya berjalan baik dan cenderung parsial. Tipologi intelijen yang dijalankan BIN pada tahun 2021 adalah tipe “F” atau memiliki tingkat otonomi dan penetrasi sedang dengan kecenderungan pada kategori political police, yang bercirikan memiliki otonomi lebih besar dari pembuat kebijakan, lebih terisolasi dari aktor-aktor pengawasan, dan melayani secara eksklusif para elit politik atau partai berkuasa, dengan fokus pada pengumpulan intelijen dan tindakan balasan agresif pada kelompok oposisi. Penelitian ini banyak mengandung kritik kepada banyak pihak terutama para pimpinan organisasi intelijen negara, namun temuan penelitian ini secara akademis bertujuan untuk memberikan solusi sebagai komitmen dan keseriusan peneliti dalam upaya membangun komunitas intelijen yang lebih profesional sesuai dengan prinsip demokrasi, penegakan hukum dan hak asasi manusia.

This thesis analyzes the implementation of intelligence reform policy at the Badan Intelijen Negara (BIN), knows the typology of intelligence that is being carried out by BIN, and presents recommendations for further reforms needed by BIN to realize the policy objectives of Law Number 17 of 2011 concerning “Intelijen Negara”. Analysis of policy implementation uses the Thomas B. Smith model which consists of four components of the implementation process, namely idealized policy, the implementing organization, the target group and environmental factors. Meanwhile, the relationship between the state and intelligence uses the typology theory of intelligence from Peter Gill. The results showed that the policy implementation was still not completely going well and tended to be partial. The typology of intelligence that is being carried out by BIN is type "F" or has a moderate level of autonomy and penetration with "Political Police" category, which is characterized by having greater autonomy from policy makers, more isolated from supervisory actors, and serve in an exclusively the political elite or party, with a focus on intelligence gathering and aggressive countermeasures on opposition group. This research contains a lot of criticism to many parties, especially leaders of state intelligence organizations, but the findings of this study academically aim to provide solutions as a commitment and seriousness of researchers in efforts to build a more professional intelligence community according to the principles of democracy, upholding law and human rights."
