Korea Selatan dengan kekuatan yang relatif lemahdibandingkan dengan China tidak melakukan balancing seperti prediksi kaumNeo Realis dalam mencapai kondisi balance of power. Despiteprediction of by neorealist that state tend to balance against a preponderantpower, South Korea took the strategy of bandwagoning because South KoreaExpected the spoils of victory from the amity with China include nuclear stabilityand peace in East Asia."

"Sejak awal diciptakannya, Ilmu Hubungan Internasional berfokus pada sistem internasional yang terdiri atas aktor-aktor negara sebagai aktor utama dengan pendekatan realisme yang menekankan pentingnya power dalam bentuk "hard power". Namun, konsep "soft power" yang diperkenalkan oleh Joseph Nye pada 1980-an menyebabkan adanya wacana powershift, terutama pasca-Krisis Keuangan Global 2008 yang ditandai dengan meningkatnya pengaruh Cina dan penurunan relatif Amerika Serikat. Penelitian ini mengeksplorasi empat tema utama dalam perkembangan wacana powershift tersebut: soft power dan distribusinya, kemunculan debat wacana powershift, analisis pemicu powershift, dan respons terhadap wacana powershift itu sendiri. Kajian terhadap 54 literatur menggunakan metode taksonomi menemukan bahwa powershift merupakan fenomena kompleks yang melibatkan perubahan dalam penggunaan hard power dan soft power. Beberapa literatur mendukung transisi multipolar sementara yang lain menekankan ketahanan unipolaritas AS. Sintesis dari penelitian ini yaitu konsep powershift hadir sebagai respons terhadap perubahan dinamika ekonomi dan politik pasca-Krisis Keuangan Global 2008 dan dipertegas oleh respons cepat Cina terhadap pandemi Covid-19. Literatur konstruktivis menunjukkan bahwa perubahan dalam identitas, norma, dan persepsi global memainkan peran krusial dalam membentuk tatanan internasional baru. Akan tetapi, penelitian menunjukkan bahwa ada kurangnya perspektif revisionis yang lebih objektif dan efektif dalam literatur yang ada. Oleh karena itu, penelitian lebih lanjut diperlukan untuk mengembangkan wacana powershift yang lebih komprehensif dan mendalam.

Since its inception, the field of International Relations has focused on an international system consisting of state actors as the primary agents, with a realist approach emphasizing the importance of power in the form of "hard power." However, the concept of "soft power," introduced by Joseph Nye in the 1980s, prompted discourse on powershift, particularly in the aftermath of the 2008 Global Financial Crisis, marked by the rising influence of China and the relative decline of the United States. This study explores four main themes in the development of the powershift discourse: the nature and distribution of power, the emergence of the powershift debate, the analysis of powershift drivers, and the responses to the powershift discourse. A review of 54 literatures using the taxonomy method found that powershift is a complex phenomenon involving changes in the use of both hard power and soft power. Some literature supports a transition to multipolarity, while others emphasize the resilience of US unipolarity. The synthesis of this study indicates that the concept of powershift emerged as a response to changing economic and political dynamics following the 2008 Global Financial Crisis, further reinforced by China's rapid response to the Covid-19 pandemic. Constructivist literature suggests that changes in identity, norms, and global perceptions play a crucial role in shaping the new international order. However, this study also reveals a lack of more objective and effective revisionist perspectives in the existing literature. Therefore, further research is required to develop a more comprehensive and nuanced understanding of the powershift discourse."
