Abstrak :
Hak atas pangan merupakan hak paling mendasar bagi kelangsungan hidup manusia. Kehadiran Proyek Food Estate di Humbang Hasundutan dianggap telah mengancam pemenuhan hak tersebut bagi masyarakat setempat. Tulisan ini akan menganalisis pelaksanaan Proyek Food Estate Humbang Hasundutan Sumatera Utara menggunakan perspektif keadilan lingkungan green criminology yang menyatakan bahwa hak-hak lingkungan merupakan perpanjangan dari hak asasi dan sosial manusia. Analisis akan dilakukan terhadap data-data sekunder yang didapat dari Laporan Pelaksanaan Proyek Food Estate Sumatera Utara yang dipublikasi oleh FIAN Indonesia bekerja sama dengan beberapa LSM lain, serta data-data yang dihimpun dari situs-situs berita berkaitan dengan pelaksanaan Proyek Food Estate. Hasil analisis menunjukkan bahwa telah terjadi pelanggaran terhadap hak atas pangan dalam proyek tersebut. Hal ini tidak lepas dari peran negara sebagai duty-bearer pelaksanaan hak asasi manusia. Kegagalan negara dalam mengemban kewajibannya telah menyebabkan terjadinya food crime terhadap petani lokal sebagai produsen pangan dalam Proyek Food Estate Humbang Hasundutan. ......The right to food is the most fundamental right for human survival. The presence of the food estate project in Humbang Hasundutan is considered to have threatened the fulfillment of this right for the local community. This paper will analyze the implementation of the Humbang Hasundutan Food Estate Project in North Sumatra using the perspective of environmental justice, green criminology, which states that environmental rights are an extension of human rights and social rights. Analysis will be carried out on secondary data obtained from the Report on the Implementation of the North Sumatra Food Estate Project published by FIAN Indonesia in collaboration with several other NGOs, as well as data collected from news websites related to the implementation of the food estate project. The results of the analysis show that there has been a violation of the right to food in the project. This cannot be separated from the role of the state as the duty-bearer of human rights implementation. The state's failure to carry out its obligations has led to food crime against local farmers as food producers in the Humbang Hasundutan Food Estate Project.
