Program pengelolaan hutan bersama masyarakat (PHBM) dibentuk oleh perhutani untuk lebih melibatkan masyarakat dalam mengelola hutan di Pulau Jawa. Partisipasi aktif dalam program ini menjadi kunci utama keberhasilan program PHBM. Tulisan ini menganalisis pengaruh karakteristik petani hutan terhadap tingkat partisipasinya dalam program PHBM yang berlokasi di Desa Buniwangi, Kecamatan Pelabuhanratu, Kabupaten Sukabumi. Riset menggunakan metode kuantitatif dengan analisis regresi dan deskriptif. Sebagian besar petani hutan berpartisipasi dalam rapat perencanaan PHBM, pelaksanaan dan evaluasi PHBM. Umur petani hutan berpengaruh signifikan terhadap partisipasi petani hutan dalam perencanaan dan evaluasi program PHBM.

ABSTRACT
Ekosistem daratan di Banggai Kepulauan Bangkep memiliki karakteristik khas hutan tropis Sulawesi. Perambahan kayu, perburuan dan aktivitas agraris masyarakat mendorong terjadinya degradasi pada hutan tropis Bangkep dari waktu ke waktu. Pemulihan fungsi ekosistem dapat dicapai dengan upaya restorasi ekologi. Penelitian ini bertujuan untuk menganalisis tingkat degradasi hutan dan membangun model spasial restorasi yang sesuai. Tingkat degradasi ditentukan berdasarkan perubahan luas tutupan vegetasi dan keberadaan spesies asli. Perubahan tutupan vegetasi dianalisis secara temporal pada periode 1991 dan 2014 berdasarkan nilai Enhanced Vegetation Index EVI pada citra Landsat 4 TM dan Landsat 8 OLI, dilengkapi dengan analisis deteksi perubahan dan ground truth. Hasil analisis regresi logistik menghasilkan bahwa kejadian degradasi dipengaruhi secara signifikan oleh variabel ketinggian wilayah, jarak hutan dari jalan dan permukiman. Hutan terdegradasi ringan memiliki porsi luas sebesar 24 , hutan terdegrdasi sedang seluas 28 dan hutan terdegradasi berat seluas 48 . Pola degradasi hutan semakin berkurang seiring dengan bertambahnya ketinggian wilayah. Jenis restorasi yang sesuai untuk hutan terdegradasi ringan adalah dengan assisted natural regeneration ANR yang sesuai diterapkan pada wilayah elevasi tinggi. Hutan terdegradasi sedang dapat dipulihkan dengan pengkayaan pohon-pohon asli serta spesies non-asli tertentu. Pada hutan terdegradasi berat dapat diterapkan agroforestri sebagai sistem perkebunan berkelanjutan. Pohon yang dapat hidup dengan baik umumnya berasal dari pembibitan lokal karena memiliki komponen abiotik suhu, kelembababan, iklim yang sama dengan wilayah penanaman.
ABSTRACT
Banggai Kepulauan Bangkep has a unique terrestrial ecosystem type of Sulawesi tropical rainforest. Timber harvesting, animal hunting and shifting agriculture are regarded as the main cause of forest degradation over time. Ecological restoration is needed to restore ecosytem functions. The objectives of this study are to analyze forest degradation rate and build suitably spatial restoration model. Degradation rate is determined by vegetation cover change between 1991 and 2014 based on Enhanced Vegetation Index EVI from Landsat 4 TM and Landsat 8 OLI, completed by change detection analysis and ground truth. Logistic regression analysis revealed that degradation event significantly influenced by altitude, distance from road and settlements. Low degraded forest is covering 24 area, medium degraded forest 28 and 48 area is high degraded. The forest degradation decrease due to increasing altitude. The appropriate type of restoration for low degraded forests is assisted natural regeneration ANR , which suitable for region with high altitude. Enrichment planting with native and selected non native trees could applicated in medium degraded area. High degraded forest can be restored by agroforestry as a sustainable agriculture system. Local seedling results a good growth of trees, because it has similar important abiotic factors such as temperature, humidity and climate.

Pembentukan Badan Pengelola Dana Lingkungan Hidup (BPDLH) merupakan langkah yang ditempuh untuk mengelola dan mengoptimalkan seluruh dana lingkungan hidup yang tersedia dengan tujuan untuk menjamin perlindungan dan pengelolaan lingkungan hidup. BPDLH diproyeksikan untuk dapat menghimpun dana lingkungan yang masih tersebar di beberapa Kementerian/Lembaga dan dapat diintegrasikan dalam penghimpunan dana. Namun terdapat permasalahan yang belum diselesaikan yakni mekanisme pendanaan yang dapat membiayai pemulihan lingkungan atas adanya pencemaran dan/atau kerusakan. Saat ini, tuntutan pertanggungjawaban terhadap pelaku pencemaran untuk melakukan pemulihan lingkungan hidup dilakukan dengan mekanisme pengadilan perdata dan non-pengadilan, yang meskipun telah terhimpun namun hingga kini upaya pemulihan yang harusnya dilakukan masih belum terselenggara. Penelitian ini mencoba untuk menganalisa pendistribusian dana lingkungan oleh BPDLH dan mekanisme pemulihan lingkungan hidup di Indonesia melalui penelitian yuridis normatif dan melakukan studi kepustakaan serta perbandingan dengan sistem pendanaan dan pemulihan lingkungan hidup di Amerika yakni Comprehensive Environmental Response, Compensation, and Liability Act 1980 (CERCLA). CERCLA menyediakan program untuk melakukan tindakan respons dan pemulihan atas adanya pencemaran, mekanisme pertanggungjawaban dari pelaku pencemaran, dan menyediakan mekanisme pendanaan yang dapat membiayai upaya pemulihan yang tidak diketahui siapa pihak yang bertanggung jawab. Kesimpulan dari penelitian ini adalah tugas pokok dan fungsi BPLDH tidak mencerminkan fokus utama kepada permasalahan lingkungan hidup. Saran dari penulis adalah untuk mengintegrasikan uang pemulihan lingkungan dari pengadilan dan luar pengadilan ke BPLDH dan memperbaiki permasalahan pemulihan lingkungan hidup di Indonesia dengan memperhatikan secara seksama mekanisme pemulihan lingkungan melalui CERCLA.


The establishment of Badan Pengelola Dana Lingkungan Hidup (BPDLH) is an approach taken to manage and optimize all of the environmental funds with the aim to ensure environment protection and management. BPDLH is projected to be able to collect environmental funds that are still dispersed in number of Ministries and/or Institutions and can be integrated into the fund assortment. Nevertheless, funding mechanism that can be used to finance environmental restoration due to pollution and/or damage remain unsolved. Currently charges against polluter to restore the environment is conducted through civil and non-court trials. Fines can be successfully collected from this mechanism, whereas responsibility to restore damaged environment tend to be overlooked. This thesis aim to analyze the distribution of environmental funds by BPDLH and environmental restoration mechanisms in Indonesia through normative juridical research and literature studies as well as comparative funding methods and environmental restoration systems in the United States of America namely the Comprehensive Environmental Response, Compensation, and Liability Act 1980 (CERCLA). CERCLA provides several action programs to response and restore environmental damage due to pollution, unclear polluters responsibility mechanisms, and funding mechanisms that can finance environmental restoration despite of unidentified polluters. This thesis concludes that BPLDHs roles and functions do not address the main issue of the living environment. Therefore, the writer suggests to integrate the fine money from a civil and non-court trial for environmental restoration into BPLDH and improve the environmental restoration management in Indonesia by taking into consideration the environmental restoration mechanism of CERCLA.

A wetland center in London, parks in downtown San Francisco, a wildlife sanctuary in Arcata, and a wetlands park on the outskirts of Las Vegas--what do these urban and suburban locations have in common? They are leading examples of a new restoration design approach that is squarely placed at the interface of nature and culture.
