"Skripsi ini menggambarkan kondisi aktual dari implementasi kebijakan bangunan gedung ramah disabilitas pada Puskesmas DKI Jakarta. Penelitian ini berangkat dari adanya undang-undang yang mengatur standar sebuah bangunan gedung dibangun, yaitu Undang-Undang Nomor 28 Tahun 2002 tentang Bangunan Gedung. Selain itu, dengan adanya permasalahan pemenuhan hak kesehatan yang dialami oleh para penyandang disabilitas, DKI Jakarta sebagai ibu kota negara berupaya untuk memfasilitasi kebutuhan penyandang disabilitas dalam menggunakan fasilitas kesehatan Puskesmas DKI Jakarta. Dengan menggunakan teori Implementasi Kebijakan menurut Bhuyan et al. (2010), peneliti melakukan penelitian terkait pengimplementasian kebijakan bangunan gedung ramah disabilitas dengan berdasarkan pada 7 dimensi, yaitu The Policy, Its Formulation and Dissemination; Social, Political and Economic Context; Leadership for Policy Implementation; Stakeholder Involvement in Policy Implementation; Planning for Implementation and Resource Mobilization; Operations and Services; dan Feedback on Progress and Result. Penelitian ini menggunakan pendekatan post-positivist dengan metode pengumpulan data kualitatif. Dengan data yang didapatkan peneliti melalui wawancara mendalam dan studi kepustakaan, hasil penelitian ini menunjukkan bahwa implementasi kebijakan bangunan gedung ramah disabilitas pada Puskesmas DKI Jakarta telah diupayakan untuk dilakukan berdasarkan dimensi-dimensi yang dikemukakan, meski masih banyak hal yang perlu untuk diperbaiki. Berdasarkan hal tersebut, peneliti memberikan beberapa rekomendasi untuk peningkatan pengimplementasian kebijakan bangunan gedung ramah disabilitas pada Puskesmas DKI Jakarta untuk beberapa pihak.

This thesis describes the actual condition of the implementation of the policy for disability-friendly building in Public Health Centers (Puskesmas) in DKI Jakarta. The research is based on the existing law that regulates the standards for constructing a building, namely Law Number 28 of 2002 concerning Buildings. Additionally, considering the issues related to the fulfilment of health rights experienced by people with disabilities, DKI Jakarta as the capital city has made efforts to facilitate the needs of people with disabilities in utilizing the healthcare facilities of Puskesmas DKI Jakarta. Applying the Policy Implementation theory by Bhuyan et al. (2010), the researcher conducted a study on the implementation of the policy for disability-friendly building based on seven dimensions: The Policy, Its Formulation and Dissemination; Social, Political and Economic Context; Leadership for Policy Implementation; Stakeholder Involvement in Policy Implementation; Planning for Implementation and Resource Mobilization; Operations and Services; and Feedback on Progress and Result. This research employed a post-positivist approach with qualitative data collection methods. Using data obtained through in-depth interviews and literature review, the results of the study indicate that the implementation of the policy for disability-friendly building in Puskesmas DKI Jakarta has been attempted based on the presented dimensions, although there are still many areas that need improvement. Considering these findings, the researcher provides several recommendations for enhancing the implementation of the policy for disability-friendly building in Puskesmas DKI Jakarta for various stakeholders."

"Backgrounds: Since decentralization year 2001, various innovations have been made by the districts or municipalities, especially on delegating broader decision space for management of community health centers to meet demands for qualified medical care. Objective: This study aimed to determine the relationship on autonomy level at health centers (decision space) of employee motivation. The motivation of employees was related to the concept of Motivating Potential Score, that composed of Skill Variety, Task Identity, Task Significance, Autonomy, and Job Feedback. Methods: tt was an observational study with a cross sectional design, carried out at Puskesmas Depok /I (150 type), Sleman District, Yogyakarta Province and at Puskesmas Bangil (self-management type), Pasuruan District, and Puskesmas Karangsari (free type), Blitar Municipality both in East Java Province. The study was done from May to December 2009. Respondents were employees at public health centers taken by random sampling to proportional size. Analysis were to assess the status of autonomy relationship with employee motivation at public health centers, tested by anova and combined with qualitative analysis from in-depth interviews to heads of the centers. Results: Results showed that most employeer motivation at each type of health centers was cathegorized as fairly autonomy status for public health center with 150 (62.5%), self-management (72%) and free type (75.7%). The Anova test were F = 1.450 at p-value = 0.240 (p > 0.05). Hence, it could be said there was no difference on employee motivation at health center type, 150, self-managed and free type. Recommendations:
This study recommends that heads of community health centers should be able to encourage development of intrinsic motivation to create leadership to give inspiration for employees and supportive work environment, empowering employees, delegating meaningful work and enhancing employee competency."
