Abstrak :
Salah satu upaya penerapan good governance yang dilakukan oleh Pemerintah Republik Indonesia dalam proses pengelolaan keuangan adalah penerapan e-budgeting. Secara khusus Pemerintah Aceh telah melakukan perubahan pengelolaan keuangan daerah dengan meningkatkan kemampuan mengelola keuangan daerah menggunakan Sistem Teknologi Informasi. Sistem Informasi Pengelolaan Keuangan Daerah (SIPKD) hadir untuk mempercepat proses penyampaian informasi keuangan daerah agar lebih efektif, efisien dan akuntabel. Penelitian ini menggunakan pendekatan post positivist dengan metode pengumpulan data melalui studi literatur, dan wawancara mendalam, untuk mengetahui Implementasi SIPKD dalam Pengelolaan Keuangan Daerah Berbasiskan Informasi Teknologi yang dilakukan oleh Pemerintah Aceh serta Faktor-faktor yang mempengaruhi Pengelolaan Keuangan Daerah Berbasiskan Informasi Teknologi di Pemerintah Aceh. Hasil penelitian diketahui bahwa implementasi SIPKD sesungguhnya merupakan tantangan besar yang membutuhkan persiapan matang dan terstruktur terkait dengan peraturan, sistem, dan sumber daya manusia. Hal ini mengindikasikan bahwa semakin baik kualitas serta persiapan yang dilakukan maka semakin baik pula keterandalan pengelolaan keuangan yang dilakukan oleh pemerintah daerah.

One of good governance application efforts done by Indonesian government in financial management process is by applying e-budgeting. Particularly, Aceh government has changed the financial management by improving the skill of managing the local financial using information technology system. Information system of local financial management (SIKPD) is aimed to accelerate the process of delivering the local financial information to be more effective, efficient and accountable. This research used post positivist approach; the method of data collection was literature study and in-depth interview. It was done in order to see the implementation of SIKPD within the local financial management based on information technology done by Aceh government. It was also to find out the factors affecting the local financial management based on information in Aceh government. The results revealed that the implementation of SIKPD was a big challenge required proper and structured preparations related to regulations, systems and human resources. These indicated that the better the quality and preparation done, the better the financial management done by the government.

Tesis ini membahas mengenai maturity level sistem pemerintahan berbasis elektronik (SPBE) pada Kementerian Riset, Teknologi, dan Pendidikan Tinggi (Kemenristekdikti). Penelitian ini berangkat dari permasalahan dimana Kemenristekdikti menempati peringkat terakhir dalam penilaian e-Government Indonesia (PeGI) yang dilakukan oleh Kemkominfo pada tahun 2016. Padahal seharusnya Kemenristekdikti menjadi motor utama dan acuan bagi lembaga kementerian lain dalam pelaksanaan e-Government (SPBE) di Indonesia sehingga tentu dapat dilihat bahwa SPBE belum menjadi prioritas utama. Penelitian ini bertujuan untuk menggambarkan keadaan maturity level SPBE berdasarkan indikator pada five level maturity level model menurut UN/ASPA (2002) dan faktor-faktor menurut Yong (2003). Penelitian ini menggunakan pendekatan postpositivism dengan pengumpulan data melalui wawancara secara mendalam, pengisian kuesioner, dan studi dokumentasi terhadap literatur terkait. Hasil penelitian menunjukkan bahwa maturity level SPBE pada Kemenristekdikti masih berada pada tahap ketiga yaitu interactive dimana terdapat lima faktor di dalamnya yaitu support, capacity, value, leadership, dan organization. Terakhir, penulis memberikan rekomendasi yang relevan dengan hasil penelitian ini. ......This thesis discusses the maturity level of an electronic-based government system (SPBE) at the Ministry of Research, Technology and Higher Education (Kemenristekdikti). This research departs from the problem where the Ministry of Research, Technology and Higher Education last ranked in the assessment of e-Government Indonesia (PeGI) conducted by the Ministry of Communication and Information in 2016. Eventhough, Kemenristekdikti should be the main motor and reference for other ministry agencies in implementing e-Government (SPBE) in Indonesia so it can be seen that SPBE has not been a top priority. This study aims to describe the state of SPBE maturity level based on indicators at the five level maturity level model according to UN/ASPA (2002) and factors according to Yong (2003). This study uses a postpositivism approach by collecting data through in-depth interviews, filling out questionnaires, and studying documentation on related literature. The results of the study indicate that the SPBE maturity level in Kemenristekdikti is still in the third stage, namely interactive where there are five factors in it, namely support, capacity, value, leadership, and organization. Finally, the authors provide recommendations that are relevant to the results of this study.

eGovernment telah diterapkan oleh banyak negara di seluruh dunia yang bertujuan untuk merampingkan proses internal dalam pemerintahan dan memberikan pelayanan yang lebih baik kepada warga. Pelaksanaan Sistem Informasi Penelususran Perkara (SIPP) oleh Mahkamah Agung Indonesia di Pengadilan Negeri Jakarta menunjukkan upaya Indonesia dalam menerapkan eGovernment untuk sektor peradilan. Kehadiran SIPP telah membawa perubahan pada bagaimana informasi kasus yang ditangani oleh pengadilan negeri disampaikan kepada warga. Dengan transformasi ini, penilaian terhadap kualitas pelayanan publik diperlukan untuk melihat apakah eGovernment memenuhi kebutuhan warga. Penilaian kualitas ini dilakukan dengan menyebarkan form survei kepada pengguna SIPP dengan pertanyaan berdasarkan model EGOVSQUAL. Hasil survei tersebut kemudian dianalisis dengan menggunakan Importance-Performance Map. Tesis ini mengungkapkan bahwa SIPP tidak memenuhi harapan para pengguna. Perbaikan perlu dilakukan terhadap beberapa atribut dari Interface Design Service yang merupakan salah satu dimensi dari model EGOVSQUAL. ...... eGovernment has been implemented by many countries around the world to streamline internal processes within the government and provide better service to the citizens. The implementation of the Automated Case Tracking System (CTS) by the Indonesian Supreme Court at Jakarta's District Courts shows Indonesia's efforts in eGovernment for the judicial sector. The presence of CTS has brought changes on how case information handled by the district courts is delivered to the citizens. With this transformation of service delivery, an assessment on the quality of public service delivery is needed to see if this form of eGovernment meets the citizens' needs. This quality assessment is done by distributing survey form developed based on the EGOVSQUAL model to CTS users. The results of the survey are afterwards analyzed using the Importance-Performance Map analysis. This thesis reveals that the CTS does not meet the expectations of the users. Improvements will need to be made for several attributes of the Interface Design Service Quality dimension of the EGOVSQUAL model.
