Abstrak :
Organisasi layanan publik dituntut untuk memberikan layanan terbaik kepada masyarakat. Tingkat kepuasan pelanggan telah menjadi salah satu indikator penting bagi keberhasilan organisasi. Dalam organisasi layanan publik di mana layanan adalah produk yang ditawarkan, interaksi antara penyedia layanan dan pelanggan menjadi titik penting dalam proses memenuhi kebutuhan pelanggan. Kemampuan organisasi untuk menjalankan praktik manajemen sumber daya manusia yang dapat menciptakan perilaku layanan yang diharapkan, sangat penting dalam strategi organisasi untuk mencapai tujuan organisasi. Penelitian ini menguji pengaruh human resource management practices terhadap service behaviors melalui work engagement. Penelitian ini juga menguji peran moderasi dari HRM system strength dan public service motivation terhadap hubungan antara human resource management practices dan work engagement. Penelitian ini menggunakan survei sebagai metode pengumpulan data dan melibatkan 282 responden dari BPJS Kesehatan. Menggunakan smartPLS 3.0 sebagai perangkat lunak analisis data, peneliti menemukan bahwa terdapat pengaruh signifikan antara human resource management practices terhadap work engagement, dan juga menemukan peran mediasi work engagement terhadap hubungan antara human resource management practices dengan in-role performance dan organizational citizenship behavior. Namun, tidak ada efek moderasi signifikan yang ditemukan dalam penelitian ini.
Public service organizations are required to provide the best service to the community. The level of customer satisfaction has become one of the important indicators for the success of the organization. In public service organizations where services are the products offered, the interaction between service providers and customers becomes an important point in the process of meeting customer needs. The ability of the organization to run human resource management practices that can create expected service behaviors is very important to the organization’s strategy to achieve its organizational goals. This study examined the impact of human resource management practices to the service oriented behaviors through work engagement. The study also tested the moderating role of HR system strength and public service motivation between human resource management practices and work engagement. This research employed surveys as the data collection method and involved 282 respondents from BPJS Kesehatan. Using smartPLS 3.0 as the data analysis software, the researcher found that there was a significant impact of human resource management practices to work engagement, and also found the role of mediating work engagement on the relationship between human resource management practices with in-role performance and organizational citizenship behavior. However, there was no significant moderating effect found in this study.

Penelitian ini bertujuan untuk menguji pengaruh transformational leadership, organizational climate, dan organizational culture terhadap innovation performance, serta menguji peran organizational climate, dan organizational culture sebagai mediator dalam dinamika pengaruh transformational leadership terhadap innovation performance. Penelitian ini dilakukan pada organisasi layanan publik. Data primer diperoleh melalui kuesioner dengan jumlah responden sebanyak 241 responden yang bekerja di DJPK (95 responden) dan SETJEN (146 responden). DJPK dan SETJEN merupakan unit eselon I pada Kementerian Keuangan Republik Indonesia. Hipotesis penelitian dirumuskan dari penelitian-penelitian sebelumnya dan diuji menggunakan structural equation model (SEM).
Hasil penelitian ini menegaskan kembali bahwa transformational leadership, organizational climate, dan organizational culture memiliki pengaruh signifikan terhadap innovation performance dan terdapat peran mediasi parsial organization culture dan organization climate pada dinamika pengaruh transformational leadership terhadap innovation performance pada DJPK dan SETJEN.
ABSTRACT
This study analyze the impact of transformational leadership, organizational climate, and organizational culture on innovation performance And tested the role of organizational climate, and organizational culture as a mediator in the dynamics of the influence of transformational leadership on innovation performance.
This research was conducted at public service organizations. Primary data were obtained through a questionnaire with a total of 241 respondents who worked at the DJPK (95 respondents) and SETJEN (146 respondents). DJPK and SETJEN are echelon I units in the Ministry of Finance of the Republic of Indonesia. The research hypothesis was formulated from previous studies and tested using the structural equation model (SEM).
The results of this study reaffirm that transformational leadership, organizational climate, and organizational culture had a significant influence on innovation performance and there is a partial role of organizational culture and organizational climate mediation on the dynamics of the influence of transformational leadership on innovation performance on DJPK and SETJEN.

Penelitian ini bertujuan untuk menguji pengaruh knowledge sharing dan komitmen terhadap kinerja individu di organisasi sektor publik. Penelitian ini dilakukan pada Kantor Pusat Direktorat Jenderal Bea dan Cukai. Data primer diperoleh melalui kuesioner dengan jumlah responden sebanyak 225 responden yang merupakan pegawai di Direktorat Teknis Kepabeanan (76 responden), Direktorat Fasilitas Kepabeanan dan Cukai (35 responden), dan Direktorat Audit Kepabeanan dan Cukai (114 responden). Hipotesis penelitian dirumuskan dari penelitian-penelitian sebelumnya dan diuji menggunakan structural equation model (SEM). Hasil penelitian ini menegaskan kembali bahwa komitmen organisasi dan knowledge sharing behavior memiliki pengaruh signifikan terhadap kinerja individu, namun knowledge sharing tidak memberikan pengaruh yang signifikan terhadap kinerja individu di organisasi sektor publik.

Primary data was obtained through a questionnaire with 225 respondents which is employees in the Directorate of Customs (76 respondents), Directorate of Customs and Excise Facilities (35 respondents), and Directorate of Customs and Excise Audit (114 respondents). The research hypothesis was formulated from previous studies and tested using a structural equation model (SEM). The results of this study reaffirm that organizational commitment and knowledge sharing behavior have a significant effect on individual performance, but knowledge sharing does not have a significant effect on individual performance in public sector organizations.
