"ABSTRAK
Terciptanya keamanan dan ketertiban dalam lingkungan RUTAN Klas I Jakarta Pusat adalah harmonisasi hubungan sosial, merupakan impian bagi setiap penghuni dan petugas yang ada didalamnya. Namun, dengan meningkatnya tindak pidana kejahatan ditengah masyarakat secara signilikan berpengaruh terhadap tingkat kepadatan hunian RUTAN Klas I Jakarta Pusat, dimana jumlah penghuni pertanggal 12 Maret 2007 berjumlah 3353 orang, dan jumlah ini melebihi kapasitas hunian sebenarnya. Disisi lain jumlah petugas hanya sebanyak 248 orang, sehingga terdapat perbandingan yang kurang berimbang antara penghuni dan petugas. Kepadatan hunian RUTAN Klas I Jakarta Pusat yang diperburuk oleh beranekaragam permasalahan mulai dari masalah pribadi, latar belakang social, ekonomi, kesukuan, dan berbagai hal Iainnya dapat mengganggu proses interaksi social sehingga sangat rentan untuk sebuah kerusuhan sosial.
Kerusuhan terjadi sebagai akibat adanya pertentangan antar individu dan kelompok yang merpakan dampak dari kemajemukan latar belakang penghuni yang ingin mendapatkan pengakuan status identitas dirinya dan cenderung untuk hidup secara mengelompok. Padahal kelompok-kelompok social ini sangat rentan sehingga dapat menimbulkan suatu pertentangan social ataupun kerusuhan social yang dapat berakibat fatal bagi penghuni dan petugas. Untuk itu, dilakukan penelitian secara kualitatif agar mengetahui bagimana pembentukan kelompok itu terjadi, serta dampaknya terhadap potensi terjadinya kerusuhan khususnya di blok A 1. kemudian hasil penelitian tersebut dianalisis dengan menerapkan suatu metode konseling dalam kelompok sebagai salah satu Cara guna mencegah terjadinya potensi kerusuhan.
Dad uraian tersebut, maka dirasakan RUTAN Klas I Jakarta Pusat dirasakan perlu untuk mengembangkan kegiatan pembinaan melalui implementasi metode konseling iintiik mencegah terjadinya potensi kerusuhan. Dan perlunya kerjasama dengan pihak terkait, serta peningkatan somber daya manusia dalam pelatihan khusus mengenai metode konseling sehingga dapat mengatasi atau membantu meminimalisir terjadinya potensi kerusuhan.

ABSTRACT
Security and order in the State Detention Center House Class 1, Central Jakarta which is harmonious social relationship, is the dream of each resident and security officers in it. However, the increase of crime rate in the society has significant impact to the occupancy rate in the detention center house, whereby total occupants as at March 12, 2007 are 3,353 persons, and these occupancy rate has far exceeded the normal occupancy rate. On the other hand, total security officers are only 248 persons, so there has been inequilibrium ratio between the occupants and the officers. Population density rate in the detention center house which has worsen due to various personal problems, social background, economy, race, and others factors can obstruct the social interaction process so that it is very susceptible to a social unrest.
Social unrest as a result of conflict among individual or group, is the impact of the various background from the occupants who want to get personal recognition and tend to live in groups. Whereas these social groups are in suspicion of potential social conflict or social unrest which can be fatal to the occupants or officers. Therefore, a qualitative study has been conducted to identify the motif for the grouping and its determinant factors as well as its impacts to an unrest. Then the results of this study will be analyzed systematically based on empirical approach and be used as a guidance for implementation of a counseling method in preventing a riot.
With reference to the above key points, it is concluded that Detention Center House Class 1 Central Jakarta needs to develop counseling activities through implementation of counseling method to prevent any potential social unrest. In addition, it also need to improve the cooperation across sectors in order to develop and to improve services to all residents, because mitigation of social unrest problem can be efficient and effective if the review is conducted through multidiscipline studies. Also the study regarding the causes of unrest and its various determinant aspects can be identified thoroughly, and therefore have to be supported with sufficient human resources who are more professional and trained to solve problems during crisis.
