Abstrak :
This thesis is about the strategy to prevent dugs abuse in Rutan ?X?, as mentioned openly by news paper and media that even the prisoners is confined in the prison with maximum security, they can be done something attack the rules in prison like drugs abuse. Research method used in this thesis is Qualitative Descriptive based on routine activity theory proposed by Shaw and McKay, that perspective routine activity has a theory in preventive crime namely the situational preventive crime. From the research we can know that dmgs abuse in Rutan ?X? happen because the security is weak be a smugly drugs and narcotic. The scope of the strategy to prevent drugs and narcotic abuse focused onto reduce possibility that national prison become the target of drugs smuggling (to reduce supply) by conducting the situational approach.

Abstrak :
Penelitian ini berfokus pada perencanaan stratejik pengamanan Rumah Tahanan Negara (RUTAN) Klas I Jakarta Pusat dalam menanggulangi peredaran gelap dan penyalahgunaan NAPZA. Penelitian ini dilakukan dengan metode penelitian kualitatif dengan desain deskriptif. Penggalian informasi yang relevan dengan topik yang diteliti dilakukan melalui studi kepustakaan dan wawancara mendalam kepada informan yang memahami dan dapat menggambarkan situasi dan permasalahan yang sedang diteliti menyangkut modus peredaran gelap dan penyalahgunaan NAPZA, strategi dan upaya penanggulangannya. Dari hasil penelitian diketahui bahwa motif dan modus peredaran gelap dan penyalahgunaan NAPZA dalam lingkungan RUTAN Klas I Jakarta Pusat dan lingkungan masyarakat umum pada prinsipnya sama yakni dilakukan secara tersembunyi. Strategi pengamanan RUTAN Klas I Jakarta Pusat dalam menanggulangi peredaran gelap dan penyalahgunaan NAPZA dilakukan dengan mengotimalkan pelaksanaan kerja pengamanan dalam lingkungan hunian dan pemaksimalan dalam pengawasan atau pemeriksaan upaya penyelusupan NAPZA ke dalam lingkungan RUTAN Klas I Jakarta Pusat. Kendala dalam penerapan strategi tersebut antara lain adalah adanya indikasi keterlibatan petugas, perbandingan jumlah petugas dengan penghuni yang tidak berimbang sehingga perlu dikembangkan suatu perencanan stratejik upaya pengamanan dalam penanggulangan peredaran gelap dan penyalahgunaan NAPZA tersebut.

This research focused on security strategic planning of First Class Detention Centre of Central Jakarta in copping ?NAPZA? abuse and its underground circulation. The research carried out by qualitative research methods with descriptive design. The gathering of relevant information with the topics researched, carried out through document studies and deep interviews with informants who understand and able to describe the situation and problems researched, related with modus of underground circulation and ?NAPZA? abuse, strategy and the copping efforts. The motif and modus of ?NAPZA? abuse and its underground circulation in environment of First Class Detention Centre of Central Jakarta and in public environment are principally the same, it known by the result of the research, refers to its concealed acts in realization. The security strategy of First Class Detention Centre of Central Jakarta in copping ?NAPZA? abuse and its underground circulation implemented by optimizing the security performance in living environment and maximized the control or check point of smuggling efforts of NAPZA to First Class Detention Centre of Central Jakarta. Obstacles of the strategy implementation are the indication of officer?s involvement and unbalanced ratio between officers and inmate. Therefore a security strategic planning in copping the ?NAPZA? abuse and its underground circulation need to be developed.
