Abstrak :
Dalam kurun waktu enam tahun terakhir dari tahun 2014-2020 Dewan Kehormatan Penyelenggara Pemilu telah menerima 1.587 kasus aduan pelanggaran kode etik, dengan teradu sebanyak 4.813 penyelenggara pemilu. Jenis pelanggarannya didominasi oleh pelanggaran nilai integritas dan profesionalisme yang justru secara konsisten naik dari tahun-ketahun, bahkan para  penyelenggara yang telah melanggar nilai integritas maupun profesionalitas tetap dapat melenggang untuk mendapatkan kembali priode keduanya bahkan naik kelas di tingkat lebih tinggi hal ini menghawatirkan karna menjadi sebab pelemahan ketahanan demokrasi Indonesia. Namun bagiamana sebenarnya kerangka hukum yang mengatur penyelenggaraan kode etik bagi penyelenggara pemilu dan bagaimana transparansi DKPP berkaitan dengan pelanggaran kode etik. Tesis ini hendak mengupas tentang bagaimana desain penyelenggaraan kode etik penyelenggara pemilu dan bagaimana korelasi antara das sain das solen kode etik penyelnggara pemilu sebagai upaya mewujudkan tata kelola penyelenggara pemilu yang baik. The political realm according to the theory of Bertrand Resull is the human social interaction in power relation and in the two-side impulse, either to dominate or dominated. The ethics of politics should be the primary tool to connect the two-side impulse. Moreover, Indonesia, as one of the biggest democratic countries in the world, should have implemented the basic principles of he ethics of politics in the legal authorization of the power of the state as well as in the application of the separation of powers (Trias Politica)

Abstrak :
Tesis ini membahas tentang dinamika politik Timor Timur yang terjadi pada masa transisi dan bagaimana pengaruhnya terhadap Indonesia. Pembahasan ini ditandai dengan proses integrasi Timor Portugis menjadi bagian dari Indonesia, persoalan referendum dalam integrasi Timor Timur, konflik pascareferendum, dan masa transisi Timor Timur. Selain itu, dijelaskan pula reaksi dari pihak Indonesia terhadap kondisi masa transisi, dan bagaimana dampak dari masa transisi tersebut terhadap Indonesia. Metode yang digunakan dalam tesis ini adalah metode sejarah. Selain itu, tesis ini juga mengedepankan studi literatur dan pendekatan kualitatif melalui wawancara lisan. Hasil dari penelitian ini memberikan persepsi bahwa isu pelanggaran HAM di Timor Timur yang menuding elite-elite militer di Indonesia memperburuk citra TNI dan Indonesia di mata internasional; sekaligus juga, membuka babak permasalahan baru terkait persoalan asset dan pengungsi. ...... This thesis discuss about the political dynamic of East Timor in transition era and how that influence affecting to Indonesia. This discussion is be marked by the process integration of Timor Portugal becoming a part of Indonesia, issues about self determination in integration of East Timor, conflicts after self determination, and transition era in East Timor. Furthermore, this thesis explained about the reaction from Indonesia rsquo sides to condition of transition era, and how transition era could affect to Indonesia. The method that is used in thesis is historical method. Moreover, this thesis also put forward literature study and qualitative approach by interviewing oral history. The result of this research give perceptions that the issues human right abuses in East Timor which accused military elites in Indonesia is aggravating TNI rsquo s reputation and Indonesia in international world at once, opening new round problems about asset and refuges.

Tesis ini membahas tentang kepemimpinan Jawa terhadap Presiden SBY yang ditampilkan dalam kartun politik yang dimuat di Harian Rakyat Merdeka, kartun-kartun ini dianalisis dengan menggunakan kerangka analisis semiotika Roland Barthes. Penelitian ini merupakan penelitian kualitatif dengan paradigma konstruktivis. Dalam kesimpulannya, peneliti menemukan nilai-nilai kepemimpinan Jawa yang mana nilai-nilai kepemimpinan Jawa ini direpresentasikan melalui tindakan atau keputusan Presiden SBY yang digambarkan dalam kartun. Terhadap sebelas kartun yang dianalisis, diperlihatkan bahwa Presiden SBY banyak menampilkan prinsip kepemimpinan Smara Bhumi Adi-manggala yang memiliki peran sebagai pemersatu dari berbagai kepentingan dan berperan dalam menjaga perdamaian. Terkait dengan proses konstruksi media terhadap Presiden SBY dalam kartun, Kartunis memiliki kebebasan dalam menentukan tema, bahasa, tokoh, ataupun opini yang ditampilkan dalam kartunnya. ......This thesis discusses about Java leadership of President SBY that featured in political cartoon published in the Rakyat Merdeka Daily, these cartoons were analyzed using Roland Barthes semiotics analysis. This study is a qualitative research with constructivist paradigm. In conclusion, researchers found Java leadership values ​​of President SBY ​​are represented through action or decision of the President illustrated in cartoons. Against eleven cartoons that have been analyzed, the dominant Javanese leadership principles showed by the President is Smara Adi-manggala Bhumi which has a role as a unifier of the various interests and to maintain peace. Associated with the construction process of the media against the President in cartoons, cartoonist have the freedom in deciding the theme, language, character, or opinions that appear in cartoons with very little interverence from the media.
